[Here is the English version of the article] Insurers Failed to Pay or Underpaid Claims in 961 Cases, Data Show
SEOUL, South Korea — South Korean insurers failed to pay or underpaid insurance claims in 961 cases over the past five years, with the total amount involved reaching nearly 550 million won ($375,000), data submitted by the Financial Supervisory Service showed.
The cases involved 10 insurers and occurred between 2022 and July 2026, according to data obtained from the Financial Supervisory Service by Rep. Park Sung-hoon of the ruling People Power Party, a member of the National Assembly’s Political Affairs Committee.
The insurers failed to pay or underpaid a combined 548.4 million won in insurance benefits. The cases included not only claims that were denied outright, but also instances in which insurers paid insufficient interest accrued on insurance benefits or underpaid hospitalization benefits.
Non-life insurers accounted for the bulk of the amount involved despite representing a relatively small share of the cases.
DB Insurance had the largest amount of unpaid claims, with 26 cases involving 262 million won. That amounted to roughly 10.1 million won per case.
KB Insurance had 10 cases involving 97.9 million won, while AXA General Insurance had 24 cases involving 73.8 million won. Meritz Fire & Marine Insurance had 14 cases involving 40.5 million won.
The four non-life insurers accounted for 474.2 million won, or about 86.5% of the total amount, despite accounting for only 74 cases, or 7.7% of the 961 cases.
Among life insurers, the cases generally involved smaller amounts paid to a large number of policyholders, particularly in the form of underpaid accrued interest.
Kyobo Life Insurance recorded the largest number of cases, with 499 instances involving 32.7 million won in underpaid accrued interest. The figure represented 51.9% of all 961 cases. The company was fined 326 million won by financial regulators.
Tongyang Life Insurance was found to have underpaid accrued interest in 237 cases, involving 17 million won, and was fined 46 million won.
MetLife Insurance was cited for underpaying hospitalization benefits in 55 cases involving 7.1 million won and was fined 27 million won.
AIA Life Insurance had 28 cases involving 4.5 million won in unpaid insurance benefits and was fined 10 million won.
Shinhan Life Insurance was cited in two separate categories. It underpaid accrued interest in 59 cases involving 7.2 million won and failed to pay insurance benefits in nine cases involving 5.7 million won. The company was fined 71 million won and 4 million won, respectively.
The 10 enforcement cases resulted in combined fines of 508 million won. Kyobo Life received the largest fine at 326 million won, followed by Shinhan Life with 75 million won, Tongyang Life with 46 million won and MetLife with 27 million won.
Rep. Park said insurance companies should not repeatedly fail to pay consumers the benefits they are entitled to after collecting premiums from them.
“Paying insurance benefits is one of the most basic promises insurers make to consumers,” Park said, calling on financial regulators to strengthen inspections and oversight to ensure that consumers receive the benefits they are entitled to.
The findings highlight the need for insurers to strengthen internal controls and post-payment reviews to prevent omissions and errors in the calculation and payment of insurance benefits, according to Park.
