[브레이크뉴스= 이제항 선임기자] 조용술 국민의힘 대변인은 ▲수사기관 수장의 장기 공백과 보완수사권 폐지로 인한 수사대란 우려를 지적하는 한편, ▲ 85주 연속 상승한 서울 아파트값 등 반시장적 부동산 정책의 실패를 꼬집었다. 아울러 ▲미·중의 이란 핵 및 호르무즈 해협 통행료 불허 공감대에 정부도 적극 동참할 것을 촉구했다.

 

조용술 국민의힘 대변인은 9월 27일 논평을 통해 이재명 정부의 국정 운영과 외교 안보 대응을 강력히 비판하며 이같이 밝혔다.

 

 “검수완박 초읽기, 수사기관 수장들 대거 공백… 이것이 위헌적 국정”

 

먼저, 조용술 국민의힘 대변인은 이재명 정부의 검찰청 폐지 추진 및 수사기관 수장 장기 공백 사태를 지적했다. 조용술 대변인은 “검찰청 폐지가 초읽기에 들어갔다. 보완수사권까지 폐지되면서 대한민국의 수사대란이 우려되는 상황”이라며, “그런데 이재명 대통령은 21개월 동안 경찰청장 자리를 비워뒀을 뿐만 아니라, 법무부 장관, 검찰총장, 국가수사본부장, 공소청장, 중수청장 등 수사기관 수장들이 대거 공백인 상황을 방치하고 있다”고 비판했다.

 

이어 “수사기관의 지휘·감독 체계가 장기간 흔들리면 수사의 적정성과 국민의 권리 보호에도 공백이 발생할 수 있다”며, “수장 공백 사태는 국민이 안전하고 공정하게 수사받을 권리를 위협하는 중대한 문제”라고 강조했다. 또한 “더 큰 문제는 국민 우려가 큰 보완수사권 폐지를 비롯해 이재명 정권이 중요한 형사사법체계를 일방적이고 독단적으로 바꿔왔다는 것”이라며, “그러면서 정작 현장의 혼란을 막을 구체적인 대책조차 내놓지 못하고 있다. 기본 중의 기본인 수사기관의 수장조차 임명하지 못하고 있는 현실”이라며 목소리를 높였다.

 

그러면서 조 대변인은 “이재명 정권은 개혁이라는 이름은 거창하게 내걸었지만, 정작 국민에게 돌아온 것은 졸속 국정 운영과 미흡한 대책뿐”이라며, “결국 엉터리 제도 개편으로 인한 혼란과 피해는 고스란히 국민에게 돌아갈 수밖에 없다”고 꼬집었다.

 

아울러 “이재명 대통령은 언제까지 초유의 수사기관 공백 사태를 방치할 것인가”라며, “국민과 싸울 시간에, 초읽기에 들어간 수사대란에 대한 구체적인 대책부터 내놓으라”고 주문했다.

 

 “정부를 이기는 시장 없다던 대통령, 현실은 이재명식 평탄화 속 서울 아파트값 최장 상승 기록과 동률”

 

이어, 조용술 대변인은 서울 아파트값의 장기 상승세 및 정부의 부동산 정책 실패를 집중 조명하며 대책 마련을 요구했다. 조용술 대변인은 “한국부동산원에 따르면 서울 아파트값이 85주 연속 상승하며 역대 최장 상승 기록을 세웠던 문재인 정권과 동률을 기록했다”라며, “민주당 정권은 부동산 시장이 요동치고 가격 안정화에 실패할 때마다 전 정권을 탓해 왔다”고 말했다.

 

또한 “특히 이재명 정권의 현실은 자신들의 부동산 정책 실패 속에 단 한 주도 빠짐없이 집값 상승이 이어졌다는 것”이라며, “이재명 대통령은 올해 1월 '정부를 이기는 시장은 없다'며 시장을 압박하는 태도를 보였다. 이후 국민의 재산을 흔드는 반시장적 정책과 규제를 쏟아냈고, 서울 아파트값 상승은 수도권으로 번져 이른바 풍선효과를 일으키며 전국 부동산 시장을 들썩이게 했다”고 밝혔다.

 

이어 “급기야 이 대통령은 대국민 기자회견을 자처해 서울 외곽까지 상승폭이 커지는 풍선효과를 두고 '일종의 평탄화 작업이 진행되는 과정'이라고 말했다”며, “집값 상승으로 고통받는 서민들의 현실과 동떨어진 인식이며, 주거 불안에 시달리는 국민의 가슴에 비수를 꽂은 것”이라고 비판했다.

 

그러면서 “이제 대한민국은 서울 아파트값 최장 상승 기록을 넘어 86주 연속 상승이라는 불명예스러운 단독 타이틀을 목전에 두고 있다”며, “주거 문제로 서민과 청년이 흘리는 눈물의 시간마저 최장 기간으로 이어지고 있다는 생각에 가슴이 아플 따름”이라고 덧붙였다.

아울러 “서울과 수도권 부동산 시장이 걷잡을 수 없는 상황인데도 대통령은 여전히 부동산 투기가 과거의 이야기가 될 것이라며 말로만 집값을 잡겠다는 만용을 부리고 있다”라며, “이재명 대통령은 이제라도 국민 앞에 진지하게 반성해야 한다. 잘못된 정책 방향을 자신의 아집으로 밀어붙이며 국민을 고통스럽게 한 행태를 멈추라”고 강력히 촉구했다. 그러면서 “말 정치로만 국민의 주거 안정을 외칠 것이 아니라, 시장을 거스르는 정책부터 바로잡아야 한다”고 경고했다.

 

 미중의 이란 핵무기와 호르무즈 통행료 부과 불허, “대한민국도 이 선언에 동참해야”

 

마지막으로, 조용술 대변인은 미·중의 이란 관련 합의에 대한 대한민국 정부의 보조 맞추기와 북핵 대응 원칙 확립을 주장했다. 조용술 대변인은 “미국 백악관은 미중이 중동 사태와 관련해 이란의 핵무기 보유와 국제 수로 통행료 부과를 허용하지 않는다는 인식에 공감했다고 발표했다”며, “전 세계 원유 수송과 국제 무역의 혈맥과도 같은 호르무즈 해협을 특정 국가가 사유화해 통행료를 부과하고 세계 경제를 흔드는 행위를 용납할 수 없다는 뜻이다. 또한 비대칭적 대량살상무기인 핵무기를 이란이 보유하는 것 역시 허용하지 않겠다는 의지를 밝힌 것”이라고 전했다.

 

이어 “이러한 선언은 국제적 명분과 대한민국의 국익에 비추어 볼 때도 적절한 합의”라며, “대한민국 정부도 이에 보조를 맞춰 특정 국가의 국제 수역 무단 점유와 불법적인 핵무기 개발에 단호히 반대한다는 입장을 밝혀야 한다”고 강조했다. 또한 “특히 핵무기 문제에 있어 대한민국은 북한의 실질적인 핵 위협에 직면해 있다. 이란의 핵무기 보유를 반대하는 국제사회의 원칙이 북한에도 동일하게 적용되어야 한다”라며, “대한민국 정부는 북한의 핵무기 보유를 절대 용납할 수 없다는 국제사회의 일관된 선언을 이끌어내기 위해 적극적으로 나서야 한다”고 요구했다.

 

그러면서 “전 세계는 이제 각자의 국가 안에서만 경쟁하는 시대가 아니다. 국가 간 교류와 협력이 긴밀하게 이어지고, 세계 시민이라는 공동체로 연결된 시대”라며, “대한민국도 세계 평화라는 가치와 국익이라는 관점에서 국제 질서를 흔드는 행위에 원칙 있는 모습을 보여야 한다”고 강조했다.

 

아울러 “국제 질서를 위협하는 행위에는 단호하게 대응하고, 자유로운 국제 해상 교통과 핵 비확산이라는 원칙을 지키는 데 적극적으로 동참해야 할 것”이라고 말을 맺었다.

People Power Party Spokesperson Cho Yong-sul pointed out concerns regarding an investigation crisis caused by the prolonged vacancies in heads of investigative agencies and the abolition of supplementary investigation authority. He also criticized the failure of anti-market real estate policies, such as Seoul apartment prices rising for 85 consecutive weeks. Furthermore, he urged the government to actively join the consensus between the U.S. and China regarding the Iran nuclear issue and the banning of transit fees for the Strait of Hormuz.

 

People Power Party Spokesperson Cho Yong-sul made these remarks in a commentary on September 27, strongly criticizing the Lee Jae-myung administration’s management of state affairs and its response to foreign policy and national security. 

 

 “Countdown to the Abolition of the Prosecution Service, Massive Vacancies in Heads of Investigative Agencies… This Is Unconstitutional State Governance”

 

First, People Power Party Spokesperson Cho Yong-sul pointed out the Lee Jae-myung administration’s push to abolish the Prosecutor's Office and the prolonged vacancies in the heads of investigative agencies. Spokesperson Cho stated, “The countdown to the abolition of the Prosecutor's Office has begun. With the abolition of supplementary investigation powers as well, there are concerns about a crisis in investigations in South Korea.” He criticized, “However, President Lee Jae-myung has not only left the position of Commissioner General of the National Police Agency vacant for 21 months, but is also neglecting a situation where the heads of investigative agencies—including the Minister of Justice, Prosecutor General, Head of the National Investigation Headquarters, Commissioner of the Indictment Service, and Commissioner of the Serious Crimes Investigation Agency—are largely absent.”

 

He continued, “If the command and supervision system of investigative agencies is shaken for a long period, gaps may arise in the appropriateness of investigations and the protection of citizens' rights,” emphasizing, “The vacancies in leadership are a serious issue that threatens the public’s right to receive safe and fair investigations.” Furthermore, raising his voice, Spokesperson Cho stated, “The bigger problem is that the Lee Jae-myung administration has unilaterally and arbitrarily changed critical aspects of the criminal justice system, including the abolition of supplementary investigative powers, which is a matter of great public concern.” He continued, “Despite this, they have failed to present even concrete measures to prevent chaos on the ground. The reality is that they have been unable to appoint the heads of investigative agencies, which are the most basic of basics.”

 

Spokesperson Cho went on to criticize, saying, “The Lee Jae-myung administration grandly proclaimed the name of reform, but what the people have actually received in return is hasty state administration and inadequate measures.” He added, “Ultimately, the chaos and damage caused by these sham institutional reforms will inevitably fall squarely on the shoulders of the people.”

 

He also demanded, “How long will President Lee Jae-myung neglect this unprecedented vacuum in investigative agencies?” and urged, “Instead of fighting with the people, present concrete measures for the investigation crisis that is now in its final countdown.” 

 

 “President Who Said 'No Market Can Beat the Government,' Reality: Seoul Apartment Prices Tie the Record for the Longest Rise Amidst Lee Jae-myung’s 'Smoothing'”

 

Following this, Spokesperson Cho Yong-sul focused on the long-term upward trend of Seoul apartment prices and the government’s failure in real estate policy, demanding the establishment of countermeasures. Spokesperson Cho stated, “According to the Korea Institute of Real Estate, Seoul apartment prices have risen for 85 consecutive weeks, tying the record for the longest continuous rise in history set by the Moon Jae-in administration,” adding, “The Democratic Party administration has blamed the previous administration whenever the real estate market has fluctuated wildly and failed to stabilize prices.”

 

He further stated, “In particular, the reality of the Lee Jae-myung administration is that housing prices have continued to rise without missing a single week amidst the failure of their own real estate policies,” and revealed, “In January of this year, President Lee Jae-myung displayed an attitude of pressuring the market by declaring, 'No market can beat the government.' Since then, he has poured out anti-market policies and regulations that threaten the public’s assets, and the rise in Seoul apartment prices spread to the metropolitan area, causing a so-called 'balloon effect' that has shaken up the nationwide real estate market.”

 

"He continued by criticizing, 'President Lee went so far as to call a press conference for the nation and described the 'balloon effect,' where the rate of price increase extends to the outskirts of Seoul, as 'a process of flattening.' This perception is detached from the reality of ordinary people suffering from rising housing prices and is a dagger plunged into the hearts of citizens struggling with housing insecurity.'"

 

He added, "South Korea is now on the verge of surpassing the longest record for rising apartment prices in Seoul and is on the verge of the dishonorable sole title of 86 consecutive weeks of increases. It simply breaks my heart to think that the time of tears shed by ordinary people and young adults over housing issues is also continuing for the longest period."

 

Furthermore, he strongly urged, "Even though the real estate market in Seoul and the metropolitan area is spiraling out of control, the President is still displaying the arrogance of claiming that real estate speculation will become a thing of the past and that he will control housing prices only with words. President Lee Jae-myung must seriously reflect on his actions before the people, even now. Stop the behavior of causing suffering to the public by pushing forward with a wrong policy direction based on his own stubbornness." He also warned, “Instead of merely paying lip service to housing stability for the people, policies that run counter to the market must be corrected first.”

 

 U.S. and China’s Ban on Iranian Nuclear Weapons and Hormuz Tolls: “South Korea Must Also Join This Declaration”

 

Finally, Spokesperson Cho Yong-sul argued for the South Korean government to align with the U.S.-China agreement regarding Iran and to establish principles for responding to the North Korean nuclear issue. Spokesperson Cho stated, “The U.S. White House announced that the U.S. and China shared the view that they would not allow Iran to possess nuclear weapons or impose tolls on international waterways in relation to the situation in the Middle East.” He conveyed, “This means that they cannot tolerate a specific country privatizing the Strait of Hormuz—which is like the lifeline of global oil transport and international trade—to impose tolls and shake the global economy. It also expresses the determination not to allow Iran to possess nuclear weapons, which are asymmetric weapons of mass destruction.”

 

He continued by stating, “This declaration is an appropriate agreement in light of international justification and the national interests of the Republic of Korea,” and emphasized, “The government of the Republic of Korea must also align with this and declare its firm opposition to any specific country’s unauthorized occupation of international waters and illegal nuclear weapons development.” He further demanded, “Especially regarding the nuclear issue, the Republic of Korea faces a substantial nuclear threat from North Korea. The international community’s principle of opposing Iran’s possession of nuclear weapons must be applied equally to North Korea,” adding, “The government of the Republic of Korea must actively step forward to elicit a consistent declaration from the international community that North Korea’s possession of nuclear weapons is absolutely unacceptable.”

 

He emphasized, “The world is no longer in an era of competition confined solely within individual nations. It is an era where inter-state exchanges and cooperation are closely maintained, connecting us as a community of global citizens,” and stressed, “From the perspective of the value of world peace and national interests, the Republic of Korea must demonstrate a principled stance against actions that undermine the international order.” In addition, he concluded by stating, “We must respond resolutely to acts that threaten the international order and actively participate in upholding the principles of free international maritime traffic and nuclear non-proliferation.”        hang5247@hanmail.net
