[브레이크뉴스=배종태 기자] 부산시의회 운영위원회가 부산시 조직개편에 따라 상임위원회별 소관 업무를 조정하고 시장 비서실을 운영위원회 소관으로 명시하는 내용의 조례 개정안을 채택했다.

 

시의회는 이를 통해 조직개편에 따른 업무 분장을 명확히 하고 시정에 대한 의회의 견제·감시 기능을 강화한다는 계획이다.

 

운영위, 조례 개정안 등 4건 처리

시의회 운영위원회는 29일 오전 운영위원회 회의실에서 제340회 임시회 회의를 열고 「부산광역시의회 교섭단체 및 위원회 구성과 운영에 관한 조례 일부개정조례안」을 위원회안으로 채택하는 등 모두 4건의 안건을 처리했다.

 

이번 개정안은 부산시 행정조직 개편에 맞춰 각 상임위원회의 소관 업무를 조정하는 것이 주요 내용이다.

 

시장 비서실 운영위 소관으로 명시

개정안에는 운영위원회 소관에 ‘시장 비서실 소관에 속하는 사항’을 새로 명시했다.

 

이에 따라 시장 비서실 업무에 대한 상임위원회의 소관을 명확히 하고 행정사무감사 등 의회 차원의 점검과 감시가 체계적으로 이뤄질 수 있도록 했다.

 

시 조직개편에 맞춰 상임위별 소관 조정

개편된 부산시 행정기구에 따라 상임위원회별 소관 기관과 업무도 조정됐다.

 

신설된 인구청년정책국과 시민경제국은 기획재경위원회가 맡고, 시민생활국과 해양수도전략실은 해양도시안전위원회 소관으로 정리됐다.

 

농업기술센터는 기획재경위원회, 건설본부는 건설교통위원회, 부산도시공사는 해양도시안전위원회 소관으로 각각 조정됐다.

 

김재운 운영위원장은 “이번 개정안은 조직개편에 따른 상임위원회별 소관을 정비하는 동시에 시장 비서실 업무에 대한 의회의 책임 있는 견제 기반을 분명히 하는 데 의미가 있다”고 말했다.

 

이어 “앞으로도 시민의 눈높이에서 시정을 꼼꼼히 점검하고 내실 있는 의회 운영으로 시민에게 신뢰받는 의회를 만들어 가겠다”고 밝혔다.

The Busan Metropolitan Council’s Steering Committee has revised the jurisdiction of its standing committees in line with a recent restructuring of the Busan city government and formally placed the mayor’s secretariat under the committee’s oversight.

 

The changes are intended to clarify which committees oversee newly reorganized city government departments and strengthen the council’s monitoring and oversight of city administration.

 

Steering Committee Approves Four Measures

The Steering Committee, chaired by Kim Jae-woon, held a meeting on Sept. 29 during the council’s 340th extraordinary session and approved four agenda items, including a committee-sponsored amendment to the ordinance governing the council’s negotiating groups and standing committees.

 

The amendment adjusts the responsibilities of the standing committees to reflect changes to the city government’s administrative structure.

 

Mayor’s Secretariat Placed Under Committee Oversight

The amendment specifically adds matters concerning the mayor’s secretariat to the jurisdiction of the Steering Committee.

 

The move is intended to clarify the council’s authority to review the secretariat’s work and allow for more systematic oversight through administrative audits and other council procedures.

 

Standing Committee Jurisdictions Adjusted

The council also reorganized the jurisdictions of its standing committees in line with the city government’s new administrative structure.

 

The newly established Population and Youth Policy Bureau and Citizen Economy Bureau will come under the Planning and Finance Committee, while the Citizen Life Bureau and Marine Capital Strategy Office will be overseen by the Maritime City and Safety Committee.

 

The Agricultural Technology Center will also fall under the Planning and Finance Committee, while the Construction Headquarters will be under the Transportation and Construction Committee. Busan Metropolitan Corporation will be overseen by the Maritime City and Safety Committee.

 

Kim Jae-woon, chairman of the Steering Committee, said the amendment would not only bring the council’s committee jurisdictions in line with the city government’s restructuring but also establish a clear basis for the council to exercise responsible oversight of the mayor’s secretariat.

 

He said the council would continue to closely monitor city administration from the perspective of residents and strengthen its operations to build public trust.
