[Here is the English version of the article] Crypto “Hwan-Chigi(illegal foreign exchange transfers) Cases Exceed $8 Billion, With Chinese Nationals Accounting for 80% of Foreign Suspects

Illegal foreign exchange transactions involving cryptocurrencies totaled 12.14 trillion won ($8.3 billion) from 2018 through July this year, with Chinese nationals accounting for about 80% of foreign suspects, according to data submitted by the Korea Customs Service.

The figures have raised concerns over the potential expansion of illegal cryptocurrency transfers ahead of the planned introduction of cryptocurrency taxation next January.

Crypto Transfers Account for 67% of Hwan-Chigi Cases

Rep. Park Soo-young of the People Power Party said data from the Korea Customs Service showed that 177 cases of illegal “hwan-chigi” foreign exchange transactions were detected between 2018 and July 2026, involving a total of 18.03 trillion won.

Of those, 91 cases involved cryptocurrencies, with the amount reaching 12.14 trillion won. Cryptocurrency-related cases accounted for 51% of all detected cases and about 67% of the total amount.

The amount involved in cryptocurrency-based illegal foreign exchange transactions detected through July this year stood at 819.3 billion won.

Chinese Nationals Account for 27 of 34 Foreign Suspects

Of the 34 foreign nationals identified in cryptocurrency-related hwan-chigi cases since 2018, 27 were Chinese nationals, accounting for about 80%.

The other suspects included nationals of Australia, Vietnam, Russia, Indonesia and Egypt, with most nationalities represented by one or two people.

Park said China is being used as a major channel for cryptocurrency-based illegal foreign exchange transactions.

Concerns Grow Over Overseas Transfers Ahead of Taxation

Park’s office also pointed to a decline in net cryptocurrency inflows into South Korean exchanges, suggesting that more funds could be moving overseas ahead of the planned introduction of cryptocurrency taxation in January.

Data obtained from five major domestic cryptocurrency exchanges showed net inflows of about 2.05 trillion won from January through August this year, down 56.8% from 4.74 trillion won during the same period last year.

Park’s office said the movement of cryptocurrency funds overseas could increase illegal foreign exchange transactions if investors seek to avoid taxation.

Limits of CARF Information Exchange

The National Tax Service plans to use the Crypto-Asset Reporting Framework, or CARF, to automatically exchange overseas cryptocurrency transaction information and help detect illegal foreign exchange transactions.

But questions have been raised over the system’s coverage. China and Hong Kong are not currently participating in CARF information exchanges. China is not listed among participating jurisdictions through 2029, while Hong Kong is expected to begin participation in 2028. The United States is also scheduled to join from 2029.

CARF is designed to facilitate the automatic exchange of overseas transaction information, but it does not necessarily provide a complete picture of fund movements through multiple personal wallets or the actual acquisition cost of crypto assets.

Park called for measures to strengthen the tracking of cryptocurrency transactions through overseas exchanges and personal wallets before taxation is introduced.

“Before introducing cryptocurrency taxation, the government needs a system capable of properly identifying fund transfers through overseas exchanges and personal wallets, as well as acquisition costs,” Park said.

He also called for measures to address cryptocurrency transactions involving Chinese nationals and Chinese exchanges that fall outside the current CARF information-sharing framework.

Park further said the government should reconsider the timing of cryptocurrency taxation, including a possible delay, if the necessary tax infrastructure is not yet in place.
