[Here is the English version of the article] Private School Pension Fraud Tops $2.7 Million in Five Years, With Millions Still Unrecovered
At least 211 cases of improper payments from South Korea’s private school pension system were uncovered over the past five years, involving 3.84 billion won ($2.7 million), according to data submitted to a parliamentary committee.
Of that amount, 800 million won remains unrecovered, while another 560 million won was written off after the five-year statute of limitations expired, raising questions about how quickly the pension agency moves to reclaim improperly paid benefits.
The figures, covering January 2022 through August 2026, were provided by the Teachers Pension, the state-run agency that manages retirement benefits for private school employees, to Chairwoman Kim Hee-jung of the National Assembly Education Committee (People Power Party, Yeonje-gu, Busan)
The number of cases fluctuated over the period. There were 31 cases totaling 166 million won in 2022, followed by 63 cases worth 1.066 billion won in 2023. In 2024, 43 cases involved 1.204 billion won. Last year, 49 cases totaling 465 million won were reported. Through August this year, 25 cases involving 936 million won had been identified.
The most common form of improper payment involved people who continued receiving pensions after losing their eligibility, including after their death. Such cases accounted for 118 of the 211 cases and totaled 710 million won.
Another 58 cases, involving 300 million won, concerned pension recipients who failed to report being reappointed to their positions. Thirty-five cases involved recipients who concealed criminal convictions that could restrict their pension benefits. Those cases accounted for 2.83 billion won, by far the largest share of the money involved.
But identifying improper payments has not always led to their recovery.
The pension agency has yet to recover 800 million won from 25 cases, according to the data. Late-payment interest on the outstanding amounts has approached 100 million won.
In nine cases, the agency ultimately lost the right to collect the money after the five-year statute of limitations expired. The cases, recorded from 2023 through 2025, involved a combined 560 million won.
Kim said the pension system needed stronger safeguards to prevent improper payments before they occur, including faster information sharing among government agencies.
“The pension system is an important asset that supports private school employees after retirement,” Kim said. “Not a single pension payment should be wasted because of improper claims or gaps in oversight.”
She called for stronger data-sharing links between the pension agency and institutions including the Ministry of the Interior and Safety and the Supreme Court, allowing the agency to promptly identify changes in eligibility related to deaths, criminal convictions and reappointments.
Kim also urged the agency to take collection measures before claims reach the statute of limitations, saying that cases in which delayed recovery ultimately makes the money impossible to collect should not be allowed to recur.
