[Here is the English version of the article] Busan, Ulsan and South Gyeongsang Councils Move to Strengthen Regional Cooperation
The metropolitan councils of Busan, Ulsan and South Gyeongsang Province have agreed to strengthen cooperation on issues affecting the southeastern region, including transportation, energy, industry and water management, and to work together on policies aimed at broader regional development.
The three councils plan to establish a joint body, tentatively named the Busan-Ulsan-South Gyeongsang Metropolitan Development Council, and issue a joint declaration on cooperation in October.
The agreement was reached Sept. 29 when Kang Moo-gil, chairman of the Busan Metropolitan Council; Lee Young-hae, chairman of the Ulsan Metropolitan Council; and Park Jun, chairman of the South Gyeongsang Provincial Council, met during a gathering of the Korea City and Provincial Councils Chairmen’s Association.
The three chairmen discussed ways for the local councils to coordinate their responses to issues shared by the three areas. They agreed to hold a joint meeting in October to formally establish the new council and announce their commitment to cooperation.
Busan, Ulsan and South Gyeongsang share closely connected economic and industrial bases as well as transportation networks, cultural ties and everyday living areas. The councils said their new partnership is intended to move beyond separate responses by individual local governments and develop joint policies, pursue institutional improvements and make joint recommendations to the central government and National Assembly.
The planned cooperation will focus on nine areas: strengthening the cooperation framework; jointly identifying policy priorities; securing national funding and improving institutions; developing future industries; linking culture, tourism and daily-life infrastructure across the region; relocating public institutions; expanding metropolitan transportation networks; developing the nuclear power, energy and electricity ecosystem; and jointly managing water resources.
The councils also plan to jointly identify projects related to common regional issues and seek national funding and changes to laws and regulations needed for regional development.
They will organize joint forums and seminars to promote policy exchanges among council members and share policy materials and information on regional issues. The councils also plan to expand their network of cooperation over time.
For issues involving future industries, transportation, energy and water management, the three councils will work together to develop policy proposals and, when necessary, consult with relevant institutions and experts to formulate practical alternatives.
The councils said the planned joint body is intended to provide a continuing framework for cooperation rather than a one-time discussion, allowing them to coordinate their responses to issues that cross administrative boundaries.
Kang Moo-gil, chairman of the Busan Metropolitan Council, said the partnership would strengthen the region’s ability to respond to shared challenges while giving local councils a more active role in promoting cooperation between neighboring regions and supporting metropolitan-level policies.
“The three metropolitan councils expect this cooperation to strengthen our response to shared issues facing Busan, Ulsan and South Gyeongsang while enhancing the practical role of local councils in promoting regional cooperation and supporting metropolitan policies,” Kang said.
