[Here is the English version of the article] The government Discards $41 Million Worth of Stockpiled Antivirals but Has Only 72.8% of Target
The government discarded enough stockpiled antiviral drugs to treat about 3.58 million people over the past three years after the drugs expired, according to data released recently. The drugs had cost about 56.6 billion won ($41 million) when they were purchased.
Yet the country currently holds only 72.8 percent of its target stockpile, while no funds have been allocated this year to purchase additional antiviral drugs.
According to data submitted by the Korea Disease Control and Prevention Agency to Rep. Baek Jong-heon of the People Power Party, a member of the National Assembly’s Health and Welfare Committee, the government discarded antiviral drugs for 25,000 people in 2023, 178,000 people in 2024 and 3.375 million people in 2025 after they passed their expiration dates.
The total amount discarded over the three-year period was enough to treat 3.578 million people, with the drugs having cost 56.57 billion won when purchased.
Most of the disposal occurred last year. The amount discarded in 2025 accounted for 94.3 percent of the total volume discarded over the three years and 93.7 percent of the total purchase cost.
Baek’s office said the figures suggest that the government’s system for rotating its stockpile was not working adequately. Under such a system, drugs approaching their expiration dates are supposed to be used or replaced before they expire, helping prevent large quantities from being discarded at once.
The government currently has enough stockpiled antiviral drugs to treat about 9.3 million people, or 72.8 percent of the government’s target of roughly 12.8 million people.
The shortfall is about 3.5 million treatment courses, nearly the same as the amount discarded last year.
Despite the shortfall, the government has not allocated funds this year to replenish its stockpile.
The 2026 budget includes 728 million won for the storage, management and operation of the antiviral stockpile and 2.472 billion won for the purchase of avian influenza vaccines. No funding was allocated for purchasing additional antiviral drugs.
The government has included 25.498 billion won for antiviral drug purchases in its 2027 budget proposal, leaving the stockpile below its target for another year.
The shortfall extends beyond antiviral drugs.
As of July 2026, the government had stockpiled only 58.8 percent of its target amount of personal protective equipment, according to the data.
Stockpiles of inner gloves stood at 23 percent of the target, while face shields stood at 42.1 percent and outer gloves at 45.7 percent.
The government had set a target of 89,000 bottles of hand sanitizer but had none in stock.
By contrast, it held powered air-purifying respirator, or PAPR, sets at about four times the target level.
The wide differences among individual items have raised questions not only about the overall size of the country’s emergency stockpiles, but also about how targets for specific supplies are set and how inventories are managed.
Baek said expiration dates can be anticipated when drugs are purchased and called for a rotation system to prevent large quantities from expiring in a single year. He also called for measures to address the gap in this year’s purchasing budget and for an inspection of the expiration dates of stockpiled protective equipment.
Emergency supplies are often difficult to manage because they may remain unused during normal times. But when a large-scale outbreak occurs, replenishing supplies quickly can be difficult.
The fact that the government has had to discard large quantities of expired drugs while still falling short of its stockpile target highlights the importance of not only maintaining sufficient inventories, but also managing when those supplies are replaced and replenished.
