[Below is the English version with the Korean source] Four Former Aides to Busan Mayor Jeon Jae-soo Convicted of Evidence Destruction; Opposition Calls for Further Probe

Four former aides to Busan Mayor Jeon Jae-soo have been found guilty of destroying evidence related to allegations that Jeon received money and valuables from the Unification Church, prompting lawmakers from the People Power Party to call for a thorough investigation into the mayor’s alleged involvement and other outstanding allegations.

People Power Party lawmakers from Busan held a news conference on Oct. 1, arguing that the convictions should not be treated as a case limited to the aides.

“The convictions of the four aides mean the case should not end with the aides themselves,” the lawmakers said. “Investigators must thoroughly examine allegations that Mayor Jeon instructed or encouraged the destruction of evidence, as well as allegations of additional payments and violations of the election law.”

Four Aides Convicted, Senior Secretary Jailed

The Busan District Court’s Western Branch on Sept. 30 found all four former aides guilty of destroying evidence. The ruling was handed down by Judge Kim Soo-hong of the Criminal Division 3.

The court sentenced the former senior secretary, identified as A, to one year in prison and ordered him taken into custody in court. A former fourth-grade aide, identified as B, received eight months in prison, suspended for two years, along with 120 hours of community service. A former eighth-grade secretary, C, and an intern secretary, D, were each fined 3 million won.

The four were accused of resetting office computers and damaging storage devices at Jeon’s former constituency office ahead of a police raid in December last year.

A was found to have damaged a hard disk with a hammer and bent an SSD before discarding the devices at separate locations, according to the case findings.

Court Says Destroyed Data Appeared to Contain Evidence

The defendants argued that the statute of limitations on the alleged bribery involving Jeon had already expired and that, as a result, the destruction of evidence could not constitute a crime.

The court rejected that argument. It said the statute of limitations could extend to 10 years or more if it were established that Jeon had received at least 30 million won in bribes, meaning it could not be concluded that criminal prosecution was no longer possible at the time.

The court also found that the destroyed data and storage devices appeared to have contained evidence relevant to the case, including records of Jeon’s schedule and meetings.

The court described the case as particularly significant because it involved allegations of bribery concerning a politician who currently serves as the head of a metropolitan local government. It also said the destruction of evidence had seriously infringed the public’s right to know.

The court questioned whether the former senior secretary had planned and carried out the evidence destruction entirely on his own. It found that he had taken the lead in the destruction at the constituency office and that the fourth-grade aide had also helped direct the operation as the most senior aide at the office.

People Power Party Calls for Investigation Into Mayor’s Role

People Power Party lawmakers said investigators should determine whether Jeon had any role in the destruction of evidence.

They called for an investigation into “whether Mayor Jeon ordered, encouraged, knew about or was otherwise involved in the destruction of evidence,” as well as an examination of what information had been destroyed and whether there had been additional payments that were not identified in earlier investigations.

The lawmakers also said Jeon had been reported to authorities on allegations of making false statements in violation of the Public Official Election Act in connection with his remarks concerning the alleged payments from the Unification Church. They further said he had been accused of ordering the destruction of evidence by his aides.

Court Ruling Does Not Establish Mayor’s Involvement

The latest ruling, however, concerns the four former aides and does not establish that Jeon ordered or encouraged the destruction of evidence or that he received additional money.

A joint investigation by police and prosecutors previously examined allegations that Jeon received money and valuables from the Unification Church. Investigators determined that some of the allegations were subject to the statute of limitations and that there was insufficient evidence to support other allegations, leading to decisions not to prosecute. Jeon has denied the allegations of receiving money and valuables.

Any further investigation would therefore focus on how the evidence was destroyed, what information was contained in the destroyed materials and whether Jeon had any direct or indirect involvement in the process.

The People Power Party lawmakers called on investigators to act without delay, saying Jeon’s position as Busan mayor should not prevent a full investigation.

“The case should not end with the convictions of the four aides,” they said, calling for investigators to determine what evidence disappeared, whether Jeon directed or participated in its destruction and whether there were additional payments.
