[Below is the English version with the Korean source]  Busan Police Prepare for a New Criminal Justice System

The Busan Metropolitan Police Agency held a meeting of senior investigative officials on Friday as South Korea began operating a new criminal justice system that separates criminal investigations from prosecution.

The meeting, held at the agency’s headquarters in Busan, brought together Busan police chief Kim Seong-hee and senior officials overseeing investigative, criminal, cyber, forensic, anti-corruption, narcotics, traffic and other units, along with police chiefs and investigative officials from district police stations.

The meeting focused on the changing responsibilities of police investigators under the new system, with particular attention to protecting human rights and crime victims and strengthening public confidence in police investigations.

Officials reviewed recent changes to the Criminal Procedure Act and other legislation, as well as measures to respond more firmly to investigative misconduct and protect human rights.

Other presentations covered stronger protections for crime victims and socially vulnerable groups, improvements to the missing-person investigation system and police reform aimed at rebuilding public trust.

Shift Toward Team-Based Investigations

Busan police have been pursuing a series of measures to strengthen investigative expertise and capacity as their responsibilities expand.

The agency plans to increase the number of investigators and introduce measures aimed at retaining experienced personnel while seeking to recruit specialists, including lawyers.

It is also moving toward a team-based investigative model in which team leaders take greater responsibility for cases rather than leaving individual investigators to handle cases largely on their own.

The agency said the approach is intended to make the quality of investigations more consistent.

Specialized investigative units at the metropolitan police agency will also take a larger role in complex, large-scale and emerging crimes through the consolidation and transfer of cases when necessary.

Training programs for new and prospective investigators will be expanded, along with specialized and topic-based training, shared investigative guidelines and materials, and channels through which investigators can seek advice on cases.

New Unit to Support Investigative Procedures

Busan police have also established a new investigative review and coordination unit to provide support throughout the investigative process, from the opening of a case to supplementary investigations and case closure.

The unit will manage and support cases in which prosecutors request supplementary or renewed investigations or corrective measures. It will also handle coordination with the prosecution service and provide guidance on procedures under the revised Criminal Procedure Act.

The changes are intended to help police departments navigate a more complex investigative environment while strengthening oversight of police investigations.

The agency said it will continue to use internal and external review mechanisms, including multiple levels of inspections, a police investigation review committee and evaluations of judicial police officers, to improve the completeness and reliability of investigations.

Police Chief Calls for Greater Accountability

During the meeting, officials discussed concerns arising from the changes to the criminal justice system and exchanged questions and responses on how police should respond to the new investigative environment.

Kim, the Busan police chief, said the successful implementation of the new system would depend on careful review and feedback throughout the investigative process and effective communication among the police, district stations and the prosecution service.

He called for greater fairness in investigative procedures and more complete and reliable outcomes in criminal cases.

Kim also urged commanders and department heads to take greater responsibility for strengthening the capabilities of officers working in the field.

He called on officers to remain focused on basic principles and procedures during what he described as a critical period, while paying close attention to details in their daily work and concentrating on their core responsibilities.
