[브레이크뉴스=배종태 기자] 한국철도공사가 부산진구 범천동 철도차량정비단 개발부지를 공공성 확보보다 민간업자에게 비싸게 팔아 넘기려는 무책임한 형태를 보이고 있다는 목소리가 높다.

 

부산광역시의회 김재운 의원(건설교통위, 부산진구3)은 16일 제312회 임시회 시정질문을 통해 "철도차량정비단 개발부지에 공공성 확보를 위해 부지 내 핵심지역에 공원 및 학교 용지확보 등 주민이 필요로 하는 공공시설이 들어가야 한다"고 주장했다. 

 

김 의원은 "철도차량정비단으로 인해 지난 110년간 지역개발이 저해되고, 지역주민의 재산권 행사도 제대로 못했는데도, 보상도 없이 민간업자에게 비싸게 땅을 팔고 떠나려고 한다"라고 비판했다. 이어 "철도공사가 민간업체에게 해당 부지를 모두 매각하기 전에 부산시가 적극적으로 개입해 자투리 땅이 아니라, 시민들이 오가고 이용할 수 있는 공원부지를 확보해야 한다"고 촉구했다. 

 

김 의원은 "지역주민을 위한 공공성 확보와 함께, 증가하는 학생들을 위한 중학교 부지 확보를 위해 교육청과 함께 노력해 달라"고 거듭 요구했다.

 

이에 대해 박형준 시장은 "범천동 철도차량정비단 부지는 매우 중요한 부산의 미래 발전을 위한 지역"이라며 "이 지역에 여러 공공시설을 유치하는 것이 필요하다. 개발계획 수립 과정에서 의견을 적극적으로 반영해 교육청과 긴밀히 협의해서 바람직한 방향으로 해결하도록 하겠다"고 약속했다.

 

김 의원은 이날 ▲부산시와 교육청이 힘을 모아 철도공사로부터 공공성과 학교 용지를 확보할 수 있도록 할 것 ▲시교육청은 학생 위주의 통학로 확보와 (선암초등학교의)경사진 계단에 에스카레트를 설치하고, 가파른 길을 매일 등하교 하는 학생들의 안전사고를 막기 위한 방안을 강구할 것 ▲중장기적으로 노후화된 학교 건물에 대해 신청서를 적극적으로 검토할 것 등을 주문했다.

 

또한 김 의원은 ▲철도차량 정비단 이전 부지에 중학교 용지를 확보할 수 있는 방안과 ▲선암초등학교의 가파르고 좁은 계단길 통학로 개선 대책 등을 따져 물었다.

 

김 의원은 "범천동 지역에 중학교가 없어 주민들이 중학교 유치를 위해 곳곳에 현수막을 설치한 것을 본 적이 있는가"라며 개발부지내 학교용지 확보 방안 강구와 범천동 지역의 중학교 설립 방안 등에 대해 질의했다.

부산시교육청 임석규 행정국장은 "범천동 지역에 중학교가 없다는 것은 사실상 2km 내에 있는 학교도 전포동 쪽으로 많이 치우쳐져 있어, 범천동 지역 학생들이 대단히 불편하게 통학을 하고 있다"면서 "이런 상황에 대해 코레일 및 사업자가 공모 되고, 사업 계획이 실시될 때 같이 충분하게 논의가 돼야 될 것"이라고 말했다.

 

아울러, 학교 부지 확보의 경우 이전 검토 여부에 대해 임 국장은 "합리적으로 풀어가면서 이전을 할 것인가에 대해서 고민을 해야 될 시점"이라고 공감했다. 

 

이어 "학교가 신설.이전이 되거나, 이전을 할 때 가장 큰 문제는 교육부에서 중앙투자심사위원회 심의를 받아야 한다"면서 "지금 8천844세대 정도가 지금 개발 예정에 있지만, 아직까지는 확정 되어 있지 않기 때문 중앙투자심사위원회 심의가 통과되기 상당히 어렵다. 그래서 그런 부분들을 종합적으로 계획을 잡아서 이전 부분에 대해서 검토를 하도록 하겠다"고 답변했다.
