[브레이크뉴스=배종태 기자] 조승환 국회의원(국민의힘, 부산 중구·영도구)이 ‘제5회 대한민국 국회 의정대상’ 수상자로 선정됐다. 조 의원은 2024년 대표발의한 「위기청년 지원에 관한 특별법」이 올해 2월 국회 본회의를 통과한 공로를 인정받아 수상의 영예를 안았다.

해당 법은 가족돌봄, 고립·은둔 청년 등을 포함한 '위기청년'의 정의를 명확히 하고, 국가 및 지자체 차원의 지원 근거를 마련하는 내용을 담고 있다. 이에 따라 정부는 위기청년 실태조사, 기본계획 수립, 자기돌봄비 지원, 상담·취업·건강관리 서비스 등을 제공할 수 있게 됐다. 또한 위기청년 정책 전담 조직과 센터 지정이 가능해지는 등 제도적 기반이 확충됐다.

심의위원회는 법안이 위기청년 문제 해결을 위한 정의 설정부터 실태조사, 정책 추진까지 포괄적인 체계를 갖췄다는 점에서 입법 완성도가 높다고 평가했다.

조 의원은 수상 소감에서 “입법 활동을 통해 위기 청년들을 위한 제도적 기반을 마련할 수 있어 의미 있게 생각한다”며, “앞으로도 사회적 사각지대를 줄이는 법안 마련에 힘쓰겠다”고 밝혔다.

한편, 대한민국 국회 의정대상은 외부 전문가들로 구성된 심의위원회가 국회의원의 의정활동 성과를 평가해 상위 약 8%의 의원에게 수여하는 상이다.

Rep. Cho Seung-hwan Receives 5th National Assembly Legislative Award

– Recognized for Enactment of Special Act Supporting Youth in Crisis

Rep. Cho Seung-hwan (People Power Party, Jung-gu and Yeongdo-gu, Busan) has been selected as a recipient of the 5th National Assembly Legislative Award. He was recognized for his role in initiating and passing the Special Act on Supporting Youth in Crisis, which was approved by the National Assembly in February 2025.

The legislation, first proposed by Rep. Cho in 2024, clearly defines the term "youth in crisis," including those in caregiving roles and socially withdrawn individuals. It establishes a legal framework for the government and local authorities to provide comprehensive support, including self-care allowances, counseling, employment assistance, and health services. It also allows for the designation of specialized agencies and centers to implement these policies.

The review committee noted the bill’s high level of completeness, citing its comprehensive approach—from defining the issue to setting out investigation and support plans—as a model for effective policy-making.

In a statement, Rep. Cho said, “It is meaningful to be recognized for legislative work that aims to support youth facing difficult circumstances. I will continue working to reduce social blind spots through policy and legislation.”

The National Assembly Legislative Award is presented to approximately the top 8% of lawmakers, based on evaluations conducted by an external panel of experts, including university professors and legal professionals, who assess the effectiveness and impact of legislative activity.
