[브레이크뉴스=배종태 기자] 부산시의회 강주택 의원( 해양도시안전위,  중구)은 29일  자갈치시장 앞바다의 수질 악화를 질타하며, 즉각적인 개선 대책을 촉구했다.

강 의원은 이날 열린 제330회 임시회 제3차 본회의 5분 자유발언을 통해 “자갈치시장은 국내외 관광객이 ‘부산’을 떠올릴 때 가장 먼저 찾는 대표 명소이자, 부산의 얼굴과도 같은 곳”이라며 “그러나 최근 시장 앞바다에서 심한 악취가 지속적으로 발생해, 관광객들이 발길을 돌릴 정도로 상황이 악화되고 있다”고 지적했다.

강 의원은 보수천 방류구로부터 유입되는 오수가 주요 원인임을 지적하며, “2023년 부산시 보건환경연구원 조사 결과, 자갈치시장 인근 바다는 생태기반 해수 수질 기준 4등급, 즉 ‘나쁨’ 판정을 받았다. 총대장균군도 기준치를 초과해 검출되는 등 해양오염이 매우 심각하다”고 비판했다.

강 의원은 부산시의 하수관 분류식화 사업 추진 현황에 대해서도 우려를 표했다. “2040년까지 전면 도입을 목표로 하고 있지만, 현재 중앙하수처리구역은 22%, 영도구역은 31% 수준에 그치고 있다”며 “반면 기장 정관 지역은 100%, 해운대는 76.6%로, 같은 부산시민임에도 지역별 격차가 크다”고 지적했다.

그러면서, 강의원은 ▲원도심 지역 하수관 분류식화 사업을 최우선 과제로 지정하고, 관련 예산과 인력을 집중할 것. ▲자갈치시장 인근 해양 수질에 대한 정기적·상시 모니터링 체계를 구축할 것. ▲노점과 선박 등 비점오염원에 대한 실태조사와 단속을 강화할 것 등 3가지 정책 대안을 제안 했다.

강 의원은 “깨끗한 바다는 관광 경쟁력이자 시민의 기본 권리”라며, “부산이 부산답게 다시 빛나기 위해선 이 바다부터 정화해야 한다. 이번 발언이 부산시의 실질적인 수질개선 정책으로 이어지기를 바란다”고 촉구했다.
