2025 기후산업국제박람회 27일 개막... 'AI와 에너지' 융합 주제로 산업·정책 방향 제시‘Energy for AI, AI for Energy’... AI 시대에 청정에너지가 필수적, 동시에 에너지 혁신에 AI가 핵심 역할
[브레이크뉴스=배종태 기자] 'Energy for AI & AI for Energy'를 주제로 하는 2025 기후산업국제박람회(WCE)가 27일 개막해 29일까지 벡스코에서 개최된다.
기후산업국제박람회는 산업통상자원부, 부산시, 시에프(CF)연합, 대한상공회의소 등 정부와 민간이 공동으로 주관하며, 3년 연속 부산에서 열리는 기후·에너지 분야의 대표적인 국제행사다.
글로벌 에너지 장관회의…40여 개국 정책 결정자 참여 한편, 이와 함께 진행되는 아시아태평양경제협력체(APEC) 에너지 장관회의는 27일부터 28일까지 누리마루 APEC하우스와 파라다이스 호텔에서 진행되며, 청정에너지(CEM) 및 미션이노베이션(MI) 장관회의는 25일부터 27일까지 벡스코에서 각각 개최됐다. 전 세계 40여 개국의 기후·에너지 정책 결정자 및 전문가들이 참석해 청정 전력, 전력망, 인공지능과 에너지, 탄소중립 등 핵심 의제를 논의했다.
'AI와 에너지' 융합 주제로 산업·정책 방향 제시 올해 박람회의 주제는 'Energy for AI & AI for Energy(에너지 포 에이아이 엔드 에이아이 포 에너지)'로, 에너지와 인공지능의 융합, 청정에너지, 전력망 구축 등 산업과 정책의 방향을 제시한다. 총 12개의 글로벌 학술회의와 함께 에너지 고속도로, 재생에너지 등 6개 전시관에서 540여 개 기업·기관이 벡스코 제 1전시관에서 최신 기술과 제품을 선보인다.
27일 낮 12시 벡스코 그랜드볼룸에서 열린 개막식에는 김민석 국무총리 개회사, 박형준 부산시장과 마누엘라 페로 세계은행 부총재의 환영사에 이어, 파티 비롤 IEA 사무총장, 미셸 패트론 마이크로소프트 ECS 정책 총괄의 기조연설이 진행됐다. 아울러, 개막식 직후 진행되는 글로벌 에너지 원탁회의(Glpbal Energy Round Table)에서는 'The Role of Business for a Sustainable Future(지속가능한 미래를 위한 기업의 역할)'을 주제로 주요 인사 간 논의가 진행됐다.
이날 개막식에서는 내빈 기념촬영을 시작으로 청정에너지와 인공지능(AI)의 결합을 통한 미래 전략이 제시됐다. 참석자들은 “클린에너지와 AI의 시너지가 새로운 에너지 혁명을 이끌고 있다”면서 “AI 기술은 재생에너지의 흐름을 예측·저장·공급해 불확실했던 자연 에너지원을 안정적이고 경제적인 자원으로 전환할 수 있다”고 강조했다.
또한 “청정에너지와 AI의 결합은 단순한 에너지 전환을 넘어 새로운 산업과 일자리를 창출하고 글로벌 경쟁력을 강화하는 원동력이 될 것”이라는 전망도 나왔다. 박람회의 공식 슬로건은 ‘Energy for AI, AI for Energy’로, AI 시대에 청정에너지가 필수적이며 동시에 에너지 혁신에 AI가 핵심 역할을 한다는 메시지를 담았다.
김민석 국무총리는 개회사에서 “그린 스마트 도시로 도약하는 부산에서 기후산업 국제박람회의 막이 오른 것을 축하한다”고 말했다. 김 총리는 “이번 주는 아시아태평양경제협력체(APEC) 청정에너지, 미션이노베이션 등 3개의 에너지 장관회의가 함께 열리는 ‘에너지 슈퍼 위크’로, 40여 개국 정부 대표단과 국제기구, 외교사절단, 기업인들이 모여 글로벌 에너지 전환의 대장정을 시작한다”고 밝혔다.
김 총리는 “국제사회는 탄소중립 실현과 안정적 전력 공급을 동시에 달성해야 하는 도전에 직면해 있다”며 “세계적 에너지 공급망 불안과 심각한 기후변화는 기존 에너지 패러다임의 근본적 전환을 요구하고 있다”고 지적했다. 이어 “정부는 국가 에너지 대전환 프로젝트를 시작해 에너지 고속도로 구축, 전력망 확충, 재생에너지 중심의 전환 정책을 추진하고 있다”고 설명했다.
그는 또 “AI 기반 에너지 확산과 기후테크 신산업 육성을 통해 전력망의 안정성과 효율성을 높이겠다”며 “규제 혁신을 통해 지속 가능한 미래를 열고 국제사회와 공유 가능한 협력 모델을 발전시키겠다”고 강조했다.
김 총리는 “기후와 에너지 문제는 어느 한 나라만으로 해결할 수 없으며 국제사회의 지혜와 열정이 필요하다”며 “대한민국은 AI와 에너지가 이끄는 지속 가능한 미래를 향해 세계와 적극 협력해 나가겠다”고 말했다.
박형준 시장 “부산, 기후산업 글로벌 리더십의 중심지 될 것” 박형준 부산시장은 환영사를 통해 “부산은 기후산업의 글로벌 리더십을 선도할 도시”라고 자신했다. 박 시장은 “뜻깊은 박람회를 부산에서 개최할 수 있도록 지원해 주시고 바쁜 일정 속에서도 참여해 주신 김민석 국무총리를 비롯한 각 부처 장·차관님들께 감사드린다”며 “특히 기조연설을 맡아주신 파티 롤 국제에너지기구(IEA) 사무총장, 뮤셜 페트론 마이크로소프트 정책총괄, 마누엘라 페로 세계은행 부총재를 비롯한 전 세계 전문가와 기업인들께도 깊이 감사드린다”고 전했다.
그는 지난해 박람회 성과를 언급하며 “대한민국 범부처와 민간이 함께 참여해 큰 성과를 거뒀다. 올해는 국제에너지기구와 세계은행이 공동 개최하는 글로벌 행사로 한층 성대하게 준비됐다”고 설명했다. 이어 “올해는 아시아태평양경제협력체(APEC), 청정에너지장관회의(CEM), 미션이노베이션(MI) 등 세계 3대 에너지 장관회의까지 동시에 열리는 ‘에너지 슈퍼위크’로, 전 세계 기후·에너지 리더십이 부산에 결집하고 있다”고 강조했다.
박 시장은 “부산은 2050년까지 탄소중립 선도도시를 목표로 선언했고, 에너지 산업·교통 인프라·시민 생활 전반에서 변화를 추진하고 있다”며 “세계 2위 환적항과 앞선 조선·해양플랜트 기술을 바탕으로 친환경 해운과 해양에너지 산업을 선도하며 글로벌 해양 거점도시로 도약하고 있다”고 부산의 위상을 부각했다.
또한 “부산은 참가자 여러분의 기술과 경험이 새로운 시장과 기회로 확장될 수 있는 든든한 플랫폼이 될 것”이라며 “천혜의 자연환경과 다양한 문화, 세계 5대 해변 도시로 선정된 아름다운 해변과 미슐랭 가이드에 오른 다채로운 음식 문화도 경험해 보시길 바란다”고 소개했다.
세계은행 '마누엘라 페로' 부총재 “한국, 글로벌 에너지 전환 선도할 핵심 국가” 마누엘라 페로 세계은행 부총재는 “대한민국은 기술 혁신의 허브이자 지속가능한 산업 발전을 위한 세계적 파트너”라며 한국의 역할을 높이 평가했다. 그는 이번 행사가 “정책 결정자와 산업 리더들이 한자리에 모여 기후 위기 해법을 논의하는 중요한 무대”라고 강조했다.
페로 부총재는 동아시아·태평양 지역에서 한국과 세계은행이 함께한 협력 사례를 소개했다. 그는 “양측은 지속 가능한 인프라 구축, 재난 회복력 강화, 에너지 전환 지원에서 가시적 성과를 거뒀다”며 “특히 솔로몬제도에서는 한국의 전문성과 혁신을 활용해 재생에너지 사업과 생물다양성 보호를 동시에 추진하고 있다”고 밝혔다.
앞으로의 과제에 대해서는 “동아시아의 전력 수요가 2035년까지 두 배 이상 증가할 것”이라며 “산업과 교통 전기화, 데이터센터와 AI 수요가 급증하기 때문”이라고 설명했다. 이어 “이 수요를 지속가능하게 충족하려면 사상 최대 규모의 투자, 공공·민간 협력, 송전망 현대화와 다변화된 에너지원 통합이 필수”라고 지적했다. 세계은행은 최근 추산을 통해 “동아시아의 탈탄소화를 위해 2050년까지 약 10조 달러가 필요하다”고 제시했다.
세계은행은 또한 전력망 디지털화와 역내 전력 거래 확대, 재생에너지와 천연가스 공급 확대, 국제원자력기구(IAEA)와의 협력을 통한 원전 재참여 등을 3대 전략 분야로 제시했다.
국제에너지기구 “세계는 전기시대 진입…AI 성장도 전력 인프라에 달려” 국제에너지기구(IEA) 파티 비롤(Dr. Fatih Birol) 사무총장은 기조연설에서 “세계는 본격적인 전기시대로 진입하고 있으며, 인공지능(AI)의 성장과 글로벌 경제 재편의 핵심은 안정적인 전력 공급망에 달려 있다”고 강조했다.
비롤 사무총장은 “전 세계가 청정에너지 전환에 속도를 내고 있지만 기술 보급은 여전히 더디다”며 “다만 최근 10년간 전기차와 재생에너지 보급은 눈에 띄는 진전을 이루고 있다”고 설명했다. 그는 “올해 판매되는 자동차 4대 중 1대가 전기차로, 10여 년 전 수십만 대 수준에 불과하던 전기차 보급이 2천만 대 이상으로 급증했다”며 “전력 부문에서는 지난해 신규 발전소의 80% 이상이 태양광·풍력 등 재생에너지 기반으로 건설됐다”고 구체적인 수치를 제시했다.
비롤 사무총장은 “재생에너지 확대는 기후위기 대응 차원을 넘어 경제적 이점도 크다”며 “특히 배터리 저장 기술의 급속한 가격 하락은 에너지 산업 구조 전환을 가속화하고 있으며, 한국이 이 분야에서 중요한 역할을 하고 있다”고 평가했다.
이어 그는 “세계는 지금 ‘전기의 시대’에 진입하고 있다”며 “앞으로 전력 수요는 과거보다 훨씬 빠른 속도로 증가할 것”이라고 전망했다. 그러면서 세 가지 요인을 들었다. 첫째, 에어컨 보급 확산이다. “한국 가정의 90%가 에어컨을 보유하고 있지만, 인도는 20% 미만, 나이지리아는 5%, 인도네시아는 18%에 불과하다”며 “지구 온난화로 인한 폭염이 심화되면서 전력 수요는 폭발적으로 늘어날 것”이라고 진단했다.
둘째는 전기차 확산이다. 그는 “전기차 판매는 급격히 늘고 있으며 이는 전력 수요의 또 다른 핵심 요인”이라고 밝혔다. 셋째는 인공지능(AI) 발전이다. “AI의 성장은 데이터센터 확장으로 직결되며, 데이터센터는 막대한 전력을 소비한다. ‘에너지가 없으면 AI도 없다’는 점을 분명히 해야 한다”고 말했다.
비롤 사무총장은 전력망 문제의 심각성도 지적했다. 그는 “전기의 시대에 가장 큰 도전은 새로운 발전소 건설이 아니라 전력을 산업과 가정에 전달하는 ‘송배전망'"이라며 “많은 국가들이 발전소 건설에는 투자를 하면서도 송전망 확충에는 소홀해 왔다”고 꼬집었다. 이어 “한국 정부가 ‘에너지 하이웨이’를 국가 핵심 과제로 추진하는 것은 매우 시의적절하다”며 “송전망 확충은 세계 각국의 블라인드 스팟이자 가장 큰 난제 중 하나”라고 평가했다.
AI와 에너지 문제에 대해서도 구체적 경고를 내놨다. 그는 “중간 규모의 데이터센터 한 곳이 소비하는 전력은 약 10만 가구의 전력 사용량과 맞먹는다”며 “AI 경쟁에서 앞서가려면 기술력뿐 아니라 안정적인 전력 공급 능력이 필수적”이라고 말했다. 또한 “데이터센터는 건설에 2년이 걸리지만, 전력망 연결에는 8년이 소요된다”며 “전력망 문제를 해결하지 못하면 데이터센터가 완공돼도 가동할 수 없는 상황이 벌어질 수 있다”고 우려했다.
비롤 사무총장은 “앞으로 글로벌 경제의 주도권은 AI와 전력 인프라 확보 여부에 따라 달라질 것”이라며 “북미, 아시아, 중동 국가들이 이 분야에서 빠르게 움직이고 있다”고 덧붙였다.
“AI와 에너지, 혁신과 지속가능성 동시에 잡는다” 이어진 기조연설에서 '뮤셜 패트론' 마이크로소프트 이시에스(ECS) 정책총괄은 "AI의 등장은 전례 없는 기회를 열고, 경제 성장을 촉진하며 생산성을 높이는 동시에, 인류가 직면한 어려운 문제 해결에도 도움을 주고 있다”고 평가했다. 동시에 그는 “에너지는 지역사회 생활, 산업 혁신, 경제 성장, 환경 보호 등 모든 영역의 핵심에 자리 잡고 있다”고 강조했다.
그는 전 세계 국가들이 에너지 시스템을 구축하고 현대화하는 과정에서 공통적으로 세 가지 목표를 추구하고 있다고 밝혔다. 첫째, 탄소 없는 전력 공급 확대, 둘째, 안정적이고 회복력 있는 성장을 지원하는 인프라 현대화, 셋째, 혁신을 촉진하여 청정에너지 구축을 가속화하는 것이다.
'뮤셜 패트론' 정책총괄은 Microsoft의 경험을 언급하며, “우리는 세계 최대 디지털 인프라 중 하나를 구축·운영하는 주요 에너지 사용자이자 동시에 기술 제공자”라며 “정부, 기업, 지역사회가 탄소 중립을 달성하도록 지원할 수 있는 도구와 플랫폼을 개발하고 있다”고 말했다. 이어 세 가지 핵심 질문을 제시했다. 첫째, 디지털 인프라를 지속 가능하게 구축하려면 어떻게 해야 하는가이다.
그는 데이터센터 운영에 필요한 에너지, 물, 다양한 자원을 예로 들며 Microsoft가 중점적으로 추진하는 세 가지 영역을 소개했다. ▲첫째, 에너지 측면에서는 24개국에서 34기가와트 이상의 재생에너지 발전을 위한 전력구매계약(PPA)을 체결했으며, 이를 통해 지역 전력망에 전력을 공급하고 있다.
▲둘째, 물 관리 측면에서는 2030년까지 물 순환 회복을 목표로, 미국의 신규 데이터센터는 냉각 시 물 사용을 제로로 줄이고 있으며, 한국에서는 K- Water와 협력해 100만 명의 일일 용수에 해당하는 습지를 복원하는 프로젝트를 진행 중이다. ▲ 셋째, 자원 순환 측면에서는 데이터센터에서 사용한 서버를 재사용, 재판매, 기부하는 순환 센터를 구축하고, 하드디스크의 희토류 자석 재활용에도 투자하고 있다. 이를 통해 2022년에는 90.9%의 재활용·감축률을 달성했다.
또한 그는 AI가 청정에너지 구축을 가속화할 수 있는 방법도 제시했다. “AI를 효과적으로 활용하면 데이터센터 전력 사용에서 발생하는 직접·간접 배출량을 세 배까지 줄일 수 있다”고 강조했다. AI의 세 가지 핵심 기능으로는 첫째, 복잡한 시스템 측정·예측·최적화, 둘째, 혁신 연구 가속화, 셋째, 데이터를 전략적 실행으로 전환해 사람들을 지원하는 능력을 꼽았다. 예를 들며, 그는 AI를 활용한 Line Vision 프로젝트는 영국에서 사용되지 않는 전력 송전 경로를 찾아 송전 용량을 600메가와트까지 높이는 성과를 냈다고 강조했다.
마지막으로 그는 AI와 에너지 혁신을 함께 추진하기 위한 세 가지 전략을 제안했다. ▲첫째, 디지털 및 전력망 인프라를 확장해 병목 구간을 해결하고, 정부가 허가 절차를 단축하며 기존 자산을 효율적으로 활용하는 것이다. ▲둘째, 청정에너지 프로젝트 허가를 신속히 진행하고, 모든 지역에 에너지가 공급되도록 투자하는 것이다. ▲셋째, AI를 활용해 청정하고 효율적이며 회복력 있는 시스템을 구축하고 운영하며, 자원 사용을 최적화하고 탄소 없는 에너지와 보존 기술을 발전시키는 것이다.
그는 “디지털 전환과 에너지 전환이라는 두 가지 혁신이 동시에 진행 중이며, 혁신·투자·정책이 조화롭게 연계될 때 탈탄소화 속도를 높이고 비용을 절감하며 접근성을 확대할 수 있다”며 “이는 단순히 인프라와 기술 문제를 넘어, 지역사회와 경제가 요구하는 속도와 규모에 맞춘 청정하고 포용적이며 회복력 있는 에너지 미래를 구축하는 일”이라고 강조했다.
한편, 에너지 슈퍼 위크 부산 콘퍼런스는 27일 오후 2시 30분부터 벡스코 제1전시장 회의실(214~216호)에서 개최됐다. ‘인공지능과 에너지 전환: 지속가능한 도시를 위한 혁신’을 주제로 국내·외 기관, 기업, 전문가, 시민 등 100여 명이 참석했다.

발표 후, 홍종호 서울대 환경대학원 교수가 좌장을 맡아, 글로벌녹색성장기구(GGGI), 엘에스(LS) 일렉트릭, 에퀴노르 코리아, 법무법인 태평양 등 각 분야의 토론자들이 정책과 실행 방안을 논의했다.
이외에도 광안리 엠(M) 드론 라이트쇼 특별공연이 27일 오후 9시 수영구 광안리 해변 일대에서 개최됐다. 이번 특별공연은 전 세계 기후·에너지 리더들이 모이는 행사의 의미를 기념하고, 기후 위기에 대한 경각심과 환경보호 메시지를 담을 예정이다.

Global Energy Ministers’ Meetings… Policy Makers from 40+ Countries Participating Meanwhile, the Asia-Pacific Economic Cooperation (APEC) Energy Ministers’ Meeting is being held from the 27th to the 28th at Nurimaru APEC House and Paradise Hotel. The Clean Energy Ministerial (CEM) and Mission Innovation (MI) ministerial meetings took place from the 25th to 27th at BEXCO. Policy makers and experts from more than 40 countries gathered to discuss key agendas such as clean power, electricity grids, AI and energy, and carbon neutrality.
Industrial and Policy Directions Set Under the Theme of AI and Energy Convergence This year’s expo theme, 'Energy for AI & AI for Energy,' presents the direction of industries and policies around the convergence of energy and AI, clean energy, and the construction of power grids. A total of 12 global academic conferences are being held, and more than 540 companies and organizations are showcasing the latest technologies and products in six exhibition halls, including the Energy Highway and Renewable Energy zones, at BEXCO Exhibition Hall 1.
At the opening ceremony held at noon on the 27th at BEXCO Grand Ballroom, Prime Minister Kim Min-sik delivered the opening address, followed by welcoming speeches from Busan Mayor Park Heong-joon and World Bank Vice President Manuela Ferro. Keynote speeches were delivered by Fatih Birol, Executive Director of the IEA, and Michelle Patron, Microsoft’s ECS Policy Lead. Immediately after the opening ceremony, the Global Energy Round Table was held under the theme 'The Role of Business for a Sustainable Future,' with discussions among key figures.
The opening ceremony began with commemorative photographs of the dignitaries and continued with strategic visions for the future through the convergence of clean energy and artificial intelligence (AI). Attendees emphasized that “the synergy between clean energy and AI is driving a new energy revolution,” and noted that “AI technologies can predict, store, and supply renewable energy flows, transforming uncertain natural energy sources into stable and economical resources.”
Furthermore, it was forecasted that “the convergence of clean energy and AI will not only facilitate energy transition but also create new industries and jobs, enhancing global competitiveness.”
The official slogan of the expo is ‘Energy for AI, AI for Energy,’ conveying the message that clean energy is essential in the age of AI and that AI plays a central role in energy innovation.
Prime Minister Kim Min-sik said in his opening address, “I congratulate the opening of the Climate Industry International Expo in Busan, a city advancing into a green smart city.” He stated, “This week is an ‘Energy Super Week’ with three ministerial meetings including the APEC Clean Energy, Mission Innovation, and CEM, where government delegations from over 40 countries, international organizations, diplomatic corps, and business leaders are gathering to embark on the grand journey of global energy transition.”
He emphasized that “the international community is facing the dual challenge of achieving carbon neutrality and ensuring stable power supply,” and pointed out that “the global instability of energy supply chains and severe climate change demand a fundamental shift in the existing energy paradigm.”
He further explained, “The government has launched a National Energy Transformation Project, promoting the construction of an energy highway, expansion of power grids, and a transition policy centered on renewable energy.”
He also said, “By spreading AI-based energy and fostering climate-tech new industries, we will enhance the stability and efficiency of the power grid,” adding, “We will open a sustainable future through regulatory innovation and develop cooperative models that can be shared with the international community.”
He concluded, “Climate and energy issues cannot be solved by any one country alone — wisdom and passion from the international community are essential,” pledging, “Korea will actively cooperate with the world toward a sustainable future led by AI and energy.”

He also stated, “Busan will be a strong platform where your technologies and experiences can expand into new markets and opportunities,” and encouraged attendees to enjoy the city’s natural beauty, cultural diversity, world-class beaches, and diverse culinary scene featured in the Michelin Guide.
World Bank VP: “Korea, a Key Country Leading Global Energy Transition” World Bank Vice President Manuela Ferro highly praised Korea, saying, “The Republic of Korea is a hub of technological innovation and a global partner for sustainable industrial development.” She described the expo as “an important platform where policy makers and industry leaders gather to discuss solutions to the climate crisis.”

Regarding future challenges, she said, “Electricity demand in East Asia is expected to more than double by 2035,” citing the electrification of industry and transportation as well as growing demand from data centers and AI. “To meet this demand sustainably, we need unprecedented levels of investment, public-private collaboration, modernization of power grids, and integration of diversified energy sources.” She noted that the World Bank estimates approximately $10 trillion will be needed by 2050 for decarbonization in East Asia.
She identified three strategic areas: digitizing power grids and expanding intra-regional electricity trade, increasing supply of renewables and natural gas, and re-engagement in nuclear energy in collaboration with the International Atomic Energy Agency (IAEA).
IEA: "The World is Entering the Electric Age... Growth of AI Also Depends on Power Infrastructure" In a keynote speech, Dr. Fatih Birol, Executive Director of the International Energy Agency (IEA), emphasized, “The world is entering a full-fledged electric age, and the growth of artificial intelligence (AI) and the restructuring of the global economy hinge on a stable power supply network.”
Dr. Birol stated, “The global transition to clean energy is accelerating, but the spread of technology is still slow.” However, he added, “Over the past decade, there has been remarkable progress in the adoption of electric vehicles and renewable energy.” He explained, “One out of every four cars sold this year will be electric. Just over ten years ago, electric vehicle adoption was only in the hundreds of thousands, but now it has surged to over 20 million.” He further noted, “In the power sector, more than 80% of new power plants built last year were based on renewable energy such as solar and wind.”
Dr. Birol said, “The expansion of renewable energy offers not only a response to the climate crisis but also significant economic benefits,” and evaluated that “the rapid decline in battery storage technology costs is accelerating the structural transformation of the energy industry, with Korea playing an important role in this field.”
He continued, “The world is now entering the ‘age of electricity,’” and predicted, “From now on, electricity demand will increase at a much faster pace than in the past.” He cited three key factors. First is the spread of air conditioners. “While 90% of Korean households own air conditioners, in India it's less than 20%, in Nigeria 5%, and in Indonesia 18%,” he said. “As heatwaves caused by global warming intensify, electricity demand will explode.”
The second factor is the spread of electric vehicles. He said, “The rapid increase in electric vehicle sales is another core driver of electricity demand.” The third is the advancement of artificial intelligence (AI). “The growth of AI directly leads to the expansion of data centers, and data centers consume massive amounts of electricity. We must make it clear that ‘without energy, there is no AI.’”
Dr. Birol also pointed out the seriousness of the power grid issue. “The biggest challenge in the electric age is not building new power plants, but delivering electricity to industries and households through transmission and distribution networks,” he said. “Many countries have invested in building power plants while neglecting the expansion of transmission networks.” He praised Korea’s policy, saying, “The Korean government’s initiative to promote an ‘Energy Highway’ as a national core project is very timely,” and assessed that “expanding transmission networks is a blind spot and one of the biggest challenges for many countries.”
He also issued a concrete warning regarding AI and energy. “A medium-sized data center consumes about as much electricity as 100,000 households,” he said. “To lead in the AI race, not only technology but also the ability to ensure a stable electricity supply is essential.” He also warned, “While it takes two years to build a data center, connecting it to the power grid takes eight years. If the power grid issues are not resolved, data centers may be completed but unable to operate.”
Dr. Birol concluded, “The future leadership of the global economy will depend on securing AI capabilities and power infrastructure,” adding, “North America, Asia, and Middle Eastern countries are moving swiftly in this area.”
“AI and Energy: Capturing Both Innovation and Sustainability” In the following keynote speech, ‘Mushell Patron,’ Head of ECS Policy at Microsoft, said, “The emergence of AI opens unprecedented opportunities, boosts economic growth, enhances productivity, and helps address difficult problems facing humanity.” He also emphasized, “Energy lies at the core of all areas including community life, industrial innovation, economic growth, and environmental protection.”
He noted that countries around the world are pursuing three common goals as they build and modernize their energy systems. First, expanding carbon-free electricity supply; second, modernizing infrastructure to support stable and resilient growth; and third, accelerating the build-out of clean energy through innovation.
Referencing Microsoft’s experience, the ECS policy chief said, “We are both a major energy user and a technology provider that builds and operates one of the world’s largest digital infrastructures,” adding, “We are developing tools and platforms to support governments, businesses, and communities in achieving carbon neutrality.” He then posed three key questions. First, how can we build digital infrastructure sustainably?
Using energy, water, and various resources required for data center operations as examples, he introduced three priority areas Microsoft is focusing on:
▲ First, in terms of energy, Microsoft has signed power purchase agreements (PPAs) for more than 34 gigawatts of renewable energy generation in 24 countries, thereby supplying electricity to regional power grids.
▲ Second, in terms of water management, the goal is water-positive operations by 2030. In the U.S., new data centers are reducing water use for cooling to zero, and in Korea, a project is underway in collaboration with K-Water to restore wetlands equivalent to the daily water usage of 1 million people.
▲ Third, in terms of resource circulation, Microsoft is building circular centers that reuse, resell, or donate servers used in data centers, and is investing in recycling rare earth magnets from hard drives. In 2022, this led to a reuse/reduction rate of 90.9%.
He also highlighted how AI can accelerate the build-out of clean energy. “When effectively utilized, AI can reduce the direct and indirect emissions from data center electricity use by up to three times,” he stressed. The three core functions of AI he cited were: first, measuring, predicting, and optimizing complex systems; second, accelerating innovative research; and third, converting data into strategic execution to support people. For example, he mentioned that the Line Vision project using AI in the UK identified unused transmission paths, boosting transmission capacity by 600 megawatts.
Finally, he proposed three strategies to promote AI and energy innovation together: ▲ First, expand digital and power grid infrastructure to resolve bottlenecks, streamline government permitting processes, and efficiently utilize existing assets.▲Second, swiftly approve clean energy projects and invest to ensure energy supply reaches all regions. ▲Third, use AI to build and operate clean, efficient, and resilient systems, optimize resource usage, and advance carbon-free energy and conservation technologies.
He emphasized, “Two revolutions—digital transformation and energy transition—are happening simultaneously, and when innovation, investment, and policy are harmonized, we can accelerate decarbonization, lower costs, and expand accessibility.” He concluded, “This goes beyond infrastructure and technology—it's about building a clean, inclusive, and resilient energy future at the speed and scale demanded by communities and economies.”
Meanwhile, the Energy Super Week Busan Conference was held on August 27 at 2:30 p.m. in Meeting Rooms 214–216 of BEXCO Exhibition Hall 1. Under the theme of “AI and Energy Transition: Innovation for Sustainable Cities,” over 100 attendees from domestic and international institutions, companies, experts, and citizens participated.
▲Professor Yoo Jongmin of Hongik University, ▲Giorgia Rambelli, Director of the Mission Innovation Urban Transition Mission, and ▲Cho Heonhyuk of LG CNS, Data Center Division, each gave presentations on global trends and case studies, digital solutions for ‘Net Zero’ and sustainable urban transitions, and green energy innovations in data centers.
After the presentations, Professor Hong Jongho of Seoul National University Graduate School of Environmental Studies moderated a panel discussion involving representatives from the Global Green Growth Institute (GGGI), LS Electric, Equinor Korea, and law firm Bae, Kim & Lee (Taepyeongyang), who discussed policy and implementation strategies.
Additionally, the special event “Gwangalli M Drone Light Show” was held at 9:00 p.m. on August 27 at Gwangalli Beach in Suyeong-gu. This performance was organized to commemorate the significance of the event, which brings together global climate and energy leaders, and to convey messages of climate crisis awareness and environmental protection.
