[브레이크뉴스=배종태 기자] 부산시가 한미 관세협상 지연으로 어려움을 겪는 지역 기업과 소상공인을 위해 긴급 자금 지원에 나선다. 총 1,000억 원 규모의 특별 자금을 공급하고, 이자 지원율을 확대하는 등 실질적인 경영난 해소 방안을 마련했다.

부산시는 24일 오후 12시, 강서구 부산시기계공업협동조합에서 박형준 시장과 지역 기계 부품 업계 대표 등 30여 명이 참석한 가운데 현장 간담회를 개최했다. 이번 간담회는 미국의 철강·알루미늄 관세 부과와 후속 협상 지연으로 인한 지역 기업들의 애로사항을 직접 듣고, 구체적인 지원책을 모색하기 위해 마련됐다.

이 자리에서 부산시는 중소기업과 소상공인을 위한 긴급 정책자금 확대 지원 방안을 발표했다. 우선, 중소기업 운전자금 500억 원과 소상공인 특별자금 500억 원을 추가로 특별 공급한다. 특히, 자금 지원 시 이자 부담을 덜어주는 이차보전율을 기존 1.0~1.5%에서 2.0%까지 확대 지원하여, 기업들이 낮은 금리로 자금을 확보할 수 있도록 했다.

이 지원 방안에 따르면, 중소기업은 최대 8억 원(향토기업은 10억 원) 한도 내에서 대출금리의 2% 이자를 지원받을 수 있다. 신청은 부산경제진흥원 추천서를 받아 14개 시중은행에서 가능하다. 소상공인은 최대 2억 원 한도로 동일하게 2%의 이자를 지원받으며, 부산신용보증재단을 통해 신청할 수 있다.

이번 지원책은 미국 관세 조치로 인한 경영난은 물론, 추석을 앞두고 자금 조달에 어려움을 겪는 기업과 소상공인에게 실질적인 도움이 될 것으로 기대된다.

박형준 시장은 "한미 관세협상 지연으로 지역 철강 업계의 고충이 커지고 있어 우려가 크다"며, "이번 정책자금이 자금난을 겪는 지역 기업과 소상공인에게 실질적인 도움이 되길 바란다"고 전했다. 또한, "현장의 목소리를 적극 반영하고, 부산시가 든든한 동반자가 되어 어떤 상황에서도 흔들리지 않도록 실질적인 대책을 지속적으로 마련하겠다"고 약속했다.

부산시는 지난 8월부터 중소기업 육성자금 신청 주기를 매월로 변경하고, 지원 한도 횟수 제한 규정을 폐지하는 등 기업의 자금 지원 문턱을 낮추기 위한 노력을 이어오고 있다.

Busan City is launching an emergency financial support program for local businesses and small business owners who are facing difficulties due to the delayed Korea-U.S. tariff negotiations. The city has prepared a plan to alleviate management crises by supplying a total of 100 billion KRW in special funds and expanding the interest rate support.

On September 24th at 12 PM, Busan City Hall held an on-site meeting at the Busan Association of Mechanical Industry Cooperatives in Gangseo-gu, attended by Mayor Park Heong-joon and about 30 representatives from the local machinery parts industry. The meeting was arranged to listen to the difficulties faced by local businesses due to the U.S. imposition of a 50% tariff on steel and aluminum and the subsequent delay in tariff negotiations, and to seek specific support measures.

Emergency Fund Expansion and Support Details

At the meeting, Busan City announced a plan to expand emergency policy funds for small and medium-sized enterprises (SMEs) and small business owners. The city will provide an additional 50 billion KRW in operational funds for SMEs and another 50 billion KRW in special funds for small business owners.

The interest rate support (interest offset) will be increased from the previous 1.0-1.5% to 2.0%, helping businesses secure funds at a lower interest rate and reducing the burden of high-interest rates.

For SME operational funds, businesses can receive an interest subsidy of 2% on their loans, up to a maximum of 800 million KRW (1 billion KRW for hometown businesses). Applications can be made at 14 commercial banks after receiving a recommendation letter from the Busan Economic Promotion Agency.

For special funds for small business owners, a 2% interest subsidy is available for loans up to a maximum of 200 million KRW. Inquiries and applications can be made through the Busan Credit Guarantee Foundation.

This support is expected to provide practical help to businesses and small business owners struggling with financial difficulties not only from the U.S. tariff measures but also in the run-up to the Chuseok holiday.

Mayor's Remarks and Ongoing Efforts

Mayor Park Heong-joon stated, "We are greatly concerned about the deepening struggles of the local steel industry due to the delay in Korea-U.S. tariff negotiations. I hope this policy funding will provide practical assistance to local businesses and small business owners facing financial hardship." He added, "We will actively incorporate the voices from the field and continue to prepare practical measures so that our city can be a strong partner, ensuring you remain steady in any situation."

Busan City has already been working to lower the threshold for business fund applications since August. The application period for SME development funds has been changed from every other month to monthly, allowing businesses to receive timely support. Additionally, the previous rule that limited operational fund support to a maximum of four times has been abolished, so businesses can now receive necessary funding regardless of the number of times they have been supported.
