[브레이크뉴스=배종태 기자] 제1회 글로벌 도시관광 정상회의에 참석한 세계 주요 관광도시의 시장과 대표들이 28일 부산에서 열린 ‘시장단 원탁회의(Mayors' Roundtable)’에서 "혁신과 협력을 통한 지역 관광 활성화와 지속가능발전"을 주제로 한 공동성명을 채택했다.  

 

이번 라운드테이블은 부산을 비롯한 14개 글로벌 관광도시와 관광진흥기구(TPO)사무국이 참여했다. 박형준 시장은 “도시 간 협력은 관광을 넘어 문화, 기술, 지속 가능성의 가치를 공유하는 중요한 글로벌 과제”라며 “이번 논의는 그 협력의 실질적 출발점이 될 것”이라고 말했다.

 

공동성명서에는 △글로벌 관광정책의 구현 △혁신과 기술의 통합 △협력 네트워크의 확대 △지속 가능한 회복력 있는 관광 추진 등 네 가지 핵심 원칙이 담겼다. 참가 도시는 이를 실천하기 위한 4대 실행계획도 수립했다. 

 

△글로벌 관광정책의 구현...지역관광 중심의 지속가능 발전 강조

공동성명에서 참가 도시들은 지역 고유의 문화와 정체성을 기반으로 한 관광정책이 지역 경제 활성화와 도시 경쟁력 강화의 핵심임을 강조했다. 시장단은 “관광은 주민의 일상 속에서 새로운 경험과 가치를 제공하는 지속가능한 발전의 동력”이라며, 지방정부가 주도적으로 지역관광을 발전시킬 수 있도록 정책적 지원을 강화하겠다고 밝혔다.

 

△혁신과 기술의 통합...기술과 혁신 통한 관광경험 제고

성명은 관광산업 내 기술혁신의 필요성을 별도 조항으로 제시했다. 참가 도시들은 “디지털과 스마트 기술은 관광객의 맞춤형 경험을 제공하는 동시에, 주민이 직접 관광콘텐츠를 개발하고 홍보할 수 있는 기회를 확대한다”고 언급했다. 이를 통해 관광객과 주민이 함께 참여하는 새로운 형태의 관광생태계를 조성하겠다는 의지를 밝혔다.

 

△협력 네트워크의 확대 ...도시 간 협력 네트워크 구축

시장단은 관광 기반의 글로벌 협력 네트워크를 강화해 사회적 포용성과 지역 간 연대를 확대하기로 합의했다. 이에 따라 각 도시는 주민 대상 교육을 확대하고, 관광산업의 주요 이해관계자로서 주민의 참여를 보장하는 체계를 구축할 예정이다. 또한 지방정부, 학계, 민간부문과 연계한 협력 플랫폼을 통해 우수사례와 정책을 공유하기로 했다.

△지속가능·회복탄력적 관광체계 추진

성명은 지역 관광을 중심으로 한 지속가능하고 회복력 있는 관광생태계 구축을 목표로 제시했다. 참가 도시들은 환경과 경제, 문화가 균형을 이루는 발전 모델을 추구하며, 보건 위기나 자연재해, 경제 교란 등 전 지구적 위기에 대응할 수 있는 관광 회복력 강화의 필요성을 강조했다. 특히 지역 정체성 보존과 친환경적 관광개발이 미래 세대를 위한 필수조건임을 명시했다.

 

구체적 실행계획 포함…‘정상회의 제도화’ 추진

공동성명은 4대 핵심원칙을 토대로 한 구체적 실행계획(Action Plan)도 함께 채택했다.  

 

참가 도시들은 △글로벌 도시관광 서밋의 제도적 정례화 △2040년을 향한 공동 비전 및 중장기 계획 수립 △지식교류와 역량 강화 △공동 이행 및 운영 지원의 이행 체계를 마련하기로 했다.  

 

부산광역시는 개최도시로서 전체 조정 및 사후 운영을 담당하고, 공동 주최기관인 글로벌도시관광진흥기구(TPO)는 정상회의의 지속성과 도시 간 협력을 지원하기로 합의했다.

 

“지역정체성 존중 속 국제협력 강화”

마지막으로 참가 도시들은 “각 도시의 고유한 정체성과 다양성을 존중하며, 지역 관광과 문화를 기반으로 한 지속가능한 관광의 미래를 함께 만들어가겠다”고 서약했다.  

 

박 시장은 서명식 마무리 발언에서 “오늘 우리는 형제·자매 도시로서 연대하며, 관광 산업의 지속 가능한 미래를 함께 만들어가기로 약속했다”며 “각 도시가 실행계획을 실천하고, 다음 정상회의에서 그 성과를 공유하길 기대한다”고 말했다.

박형준 시장은 “이번 공동성명서는 부산을 포함한 세계 14개 도시가 한뜻으로 만들어낸 지속 가능한 관광의 로드맵”이라며 “도시 간 협력의 새로운 출발점으로, 지속 가능한 글로벌 관광의 미래를 함께 만들어가자는 약속의 장이다. 부산시는 앞으로도 세계 도시들과 함께 관광산업의 혁신과 상생을 이끌어가겠다”고 밝혔다. 

 

이번 성명은 도시 간의 상호협력과 공동번영을 위한 새로운 국제관광 협력의 전기를 마련했다는 평가를 받는다.

-Mayors from 14 Global Tourism Cities Commit to Cooperative Action for Sustainable Growth

 

Mayors and city representatives from major global tourism destinations adopted a joint statement on 'Revitalizing Local Tourism and Sustainable Development through Innovation and Cooperation' during the Mayors’ Roundtable at the 1st Global City Tourism Summit held in Busan on October 28.

 

The roundtable brought together Busan and 13 other global tourism cities, along with the Tourism Promotion Organization for Global Cities (TPO) Secretariat.

 

Mayor Park stated, “Intercity cooperation goes beyond tourism. It represents a crucial global agenda for sharing the values of culture, technology, and sustainability,” adding that “today’s discussion marks a practical starting point for that cooperation.”

 

The joint statement outlines four key principles—△Embodiment of Global Tourism Policy △Integration of Innovation and Technology △Expansion of Collaborative Networks △Promotion of Sustainable and Resilient Tourism — and participating cities agreed on four corresponding action plans.

 

△Embodiment of Global Tourism Policy... Emphasis on Sustainable Development Centered on Local Tourism

The statement highlights that tourism policies grounded in the unique culture and identity of each region play a pivotal role in boosting local economies and strengthening urban competitiveness.

The mayors stated, “Tourism serves as a driving force for sustainable growth, offering new experiences and values embedded in the everyday lives of residents,” pledging increased policy support to help local governments lead in developing regional tourism.

 

△ Integration of Innovation and Technology... Enhancing Travel Experience through Innovation

The statement identifies technological innovation as a distinct policy priority within the tourism sector.

Participating cities noted that “digital and smart technologies not only provide personalized experiences for visitors but also empower residents to create and promote their own tourism content,” expressing a shared determination to foster a tourism ecosystem where both tourists and residents actively participate.

 

△Expansion of Collaborative Networks... Building Global Cooperation among Cities

The mayors agreed to strengthen global networks based on local tourism, enhancing social inclusion and solidarity among cities.

 

Accordingly, each city will expand education programs for residents and ensure their participation as key stakeholders within the tourism industry.T hey also pledged to share best practices and policies through cooperation platforms connecting local governments, academia, and the private sector.

 

△ Promotion of Sustainable and Resilient Tourism Systems

The statement presents a goal of building a sustainable and resilient global tourism ecosystem centered on local tourism.

 

Participating cities aim to pursue balanced growth across environmental, economic, and cultural dimensions while reinforcing the sector’s ability to respond to global challenges such as health crises, natural disasters, and economic disruptions.

 

The document also emphasizes that preserving local identity and developing environmentally responsible tourism are essential commitments for future generations.

 

Action Plans Include Institutionalizing the Summit

Based on the four key principles, the joint statement also adopts an Action Plan for concrete implementation.

 

Participating cities agreed to:△institutionalize the Global City Tourism Summit as a regular forum; △develop a shared mid- to long-term vision toward 2040; △promote knowledge exchange and capacity building; and △establish coordinated mechanisms for joint implementation and operational follow-up.

 

Busan Metropolitan City, as the host, will oversee coordination and follow-up operations, while the Tourism Promotion Organization for Global Cities (TPO), as co-host, will support intercity cooperation and ensure the continuity of the summit.

 

“Strengthening Global Cooperation While Respecting Local Identity”

In their closing remarks, the mayors pledged to “respect the unique identities and diversity of all cities and jointly shape a sustainable future of tourism based on local culture and cooperation.”

 

At the signing ceremony, Mayor Park said, “Today we stand together as brother and sister cities, united in our commitment to build a sustainable future for the tourism industry. I look forward to sharing the results of our action plans at the next summit.”

 

Mayor Park added, “This joint statement serves as a roadmap for sustainable tourism jointly created by 14 cities including Busan. It marks a new beginning for intercity collaboration and a pledge to shape the future of sustainable global tourism together. Busan will continue to drive innovation and shared growth in partnership with cities around the world.”

 

The joint statement is widely regarded as a significant milestone in fostering mutual cooperation and shared prosperity among global cities through tourism.
