[브레이크뉴스=배종태 기자] 식욕억제제 등 의료용 마약류를 체중 감량 목적으로 불법 처방·복용한 병·의원 관계자와 환자 등 35명이 적발됐다.

부산경찰청은 2023년 1월부터 2024년 10월까지 향정신성의약품인 식욕억제제(펜디메트라진 등)를 업무 외 목적으로 장기간 오남용한 병·의원 8곳의 의사 9명(50대 남성 A씨 등)과 환자 26명을 「마약류 관리에 관한 법률」 위반 혐의로 검거했다고 6일 밝혔다. 이들 환자 대부분은 30~40대 여성으로 파악됐다.

경찰에 따르면, 이들은 체중 감량을 희망하는 일반인에게 식욕억제제를 장기간·반복적으로 처방하거나 복용해 온 것으로 드러났다. 해당 약물은 ‘안전사용기준’에 따라 의사의 신중한 판단 하에 단기간 처방해야 하는 향정신성의약품이지만, 일부 의료기관이 이를 상업적으로 남용한 정황이 확인됐다.

부산경찰은 식품의약품안전처로부터 ‘업무 외 목적의 의료용 마약류 처방이 의심되는 의료기관’에 대한 수사 의뢰를 받고, 압수수색을 통해 진료기록부 및 조제·투약 내역을 분석, 위법 사실을 적발했다.

경찰 관계자는 “식욕억제제, 수면유도제(졸피뎀), 마취제(프로포폴) 등은 모두 의료용 마약류로 「마약류 관리에 관한 법률」에 따라 엄격히 규제되고 있다”며 “의사 처방 없이 복용하거나, 정당하게 처방받은 약품을 SNS 등으로 타인에게 양도·판매할 경우 명백한 불법행위로 처벌받을 수 있다”고 경고했다.

부산경찰청 마약범죄수사대는 이번 사건을 계기로 의료기관의 불법 처방에 대한 경각심을 높이고 안전한 진료 환경을 조성하기 위해 의료용 마약류 사범 수사를 지속 강화할 방침이다.

한편, 경찰은 2025년 8월 18일부터 2026년 1월 31일까지 ‘마약류 범죄 집중 단속 기간’을 운영, 의료용 마약류를 포함한 각종 마약류 범죄에 대한 단속을 강화하고 있다.

A total of 35 people, including medical staff and patients, were caught illegally prescribing and using medical narcotics like appetite suppressants for weight loss purposes.

Busan Police announced on Nov. 6 that from January 2023 to October 2024, nine doctors (including a man in his 50s, identified as Mr. A) from eight clinics and 26 patients were taken into custody for violating the Narcotics Control Act by abusing psychotropic drugs such as appetite suppressants (phendimetrazine) for non-medical purposes over a long period. Most of the patients were women in their 30s and 40s.

According to police, these individuals repeatedly prescribed or consumed appetite suppressants to ordinary people seeking weight loss. Although these drugs must be prescribed cautiously and only for a short term under 'safe use standards,' some medical institutions were found to have commercially exploited their prescriptions.

Following an investigation request from the Ministry of Food and Drug Safety regarding suspected medical institutions prescribing narcotics for non-medical purposes, Busan Police conducted raids, analyzing medical records and prescription and dispensing data to uncover the illegal activities.

A police official warned, "Appetite suppressants, sleep inducers (zolpidem), anesthetics (propofol), and other medical narcotics are strictly regulated under the Narcotics Control Act. Using them without a doctor's prescription or transferring/selling legally prescribed drugs to others via SNS or other means constitutes a clear illegal act punishable by law."

Busan Police’s Narcotics Crime Investigation Unit plans to continue strengthening investigations into illegal prescriptions to raise awareness among medical institutions and ensure a safe treatment environment.

Meanwhile, the police are operating a "drug crime intensive crackdown period" from Aug. 18, 2025, to Jan. 31, 2026, to strengthen enforcement against drug crimes, including those involving medical narcotics.
