[브레이크뉴스=배종태 기자] 부산시는 11일 2026년도 본예산안을 총 17조 9,330억 원 규모로 편성해 시의회에 제출했다고 밝혔다.

 

올해보다 7.5퍼센트 늘어난 규모로, 시는 경기 상황과 세수 전망을 종합적으로 고려해 안정적인 재정운용 기조 속에서 예산을 편승했다고 설명했다. 민선8기 핵심 비전인 ‘시민행복도시와 글로벌 허브도시’ 완성을 위한 필수 재원을 확보하면서도 재정건전성은 유지한다는 방침이다.

 

내년 예산은 ‘다함께 누리는 시민행복도시’, ‘살고 싶은 미래형 매력도시’, ‘글로벌 물류·거점도시’, ‘글로벌 금융·창업도시’, ‘글로벌 디지털·신산업도시’, ‘글로벌 문화·관광도시’ 등 6개 분야에 중점을 두고 편성됐다.  

 

박형준 시장은 이날 오후 기자회견을 열고 "민선 8기의 두 가지 핵심 목표인 ‘시민행복도시’, ‘글로벌 허브도시’를 실현하기 위해 6개 분야에 중점을 두고 편성하였다"고 밝혔다.

 

박 시장은 "부산시는 시민이 행복한 삶을 영위하고,글로벌 도시로서의 부산의 위상을 제고하는데 내년도 시정의 역량을 집중하고자 한다"며 "어려움을 겪고 있는 자영업자와 소상공인의 민생안정을 위한 맞춤형 경제 회복정책을 추진하고, 출산과 육아부터 신중년과 노년의 생애 재설계까지 시민의 생애 주기별 지원을 강화하는 부산의 미래를 준비하는 예산을 편성하였다."고 설명했다.

 

박 시장은 "시는 2026년도 경기 동향과 세수를 미리 예측하여 안정적인 재정운용 범위 내에서 예산을 편성하였다"면서 "민선8기 비전 완성을 위한 필수 재원 마련을 위해 올해보다 재정을 확대하였으나, 관리채무비율은 적정 수준을 유지하였다"고 강조했다.

 

시민이 행복한 도시, 8조6천억 원 투입  

시민의 복지와 안전을 강화하기 위한 사업에 8조 6,031억 원이 반영됐다. 복지·돌봄 부문에 6조 6,111억 원이 배정돼 ‘부산형 함께돌봄체계’가 본격 강화된다. 중위소득 70퍼센트 이하였던 지원 대상을 100퍼센트 이하까지 확대하고, 퇴원환자 안심돌봄과 병원 안심동행 서비스 등 촘촘한 맞춤형 돌봄이 추진된다. 장애인 활동지원 단가를 인상하고, 특별교통수단인 ‘두리발’ 차량을 10대 증차해 장애인 이동권과 자립 기반을 넓힌다.  

 

노인복지 인프라 확충을 위해 ‘액티브 시니어 복합단지 하하캠퍼스’ 조성과 ‘우리동네 ESG센터’ 6개소 추가 설치가 추진되며, 신중년 일자리 사업은 600명 규모로 확대된다. 신중년을 위한 ‘50플러스 복합지원센터’ 설립도 포함됐다.  

 

보훈명예수당은 무공수훈자와 전상·공상군경 등으로 지급 대상을 확대하고, 전세사기 피해주택 공용부 개선비를 새로 지원한다.

 

아동친화도시 조성을 위한 예산은 1조 4,125억 원이다. 어린이집 행사비 지원 연령이 3·4세로 확대되고, 특성화비용을 새로 포함해 실질적인 무상보육이 가능해진다. 영아 급·간식비는 월 8천 원에서 1만 2천 원으로 인상되며, 외국 국적 영유아에게는 월 10만 원의 보육료가 신규 지원된다. 산모신생아 건강관리 인력 지원을 가족까지 확대하고, 어린이복합문화공간 200곳을 조성해 성장단계별 돌봄·교육체계를 구축한다.

 

공공의료 및 시민안전 강화를 위해서는 5,795억 원이 편성됐다. 부산의료원 호흡기센터와 어린이병원 신축을 비롯해 달빛어린이병원, 지역외상거점병원 운영으로 응급의료망을 강화한다. 노후 공동주택 1,000세대에는 화재예방용 아크차단기를 설치하고, 노후터널과 전산시설을 정비해 재난 대응체계를 개선한다.

미래형 도시 조성에 1조4,875억 원  

살기 좋은 도시환경과 스마트 교통시스템 구축을 위한 투자가 이어진다. 15분 생활권 도시 조성을 위해 1,591억 원이 투자된다. 복합생활권 3곳, 근린생활권 1곳의 사업이 추진되며, 삼락·화명 생태공원 야간경관 조성, 이기대 아트파빌리온 설치 등으로 세계디자인수도 부산의 기반을 다진다. 시민 중심의 인공지능형 행정서비스 확대도 추진된다. 

 

스마트 대중교통 환경 조성을 위한 예산은 6,832억 원이다. 동백패스, K-패스, 신규 정액패스 도입으로 교통비 부담을 낮추고, 출퇴근 시간대 을숙도대교와 산성터널 무료화가 시행된다. 자율주행버스와 DRT(수요응답형 교통) 서비스도 확대된다.  

 

저탄소·그린도시 실현에는 6,452억 원이 쓰인다. 금정산국립공원 지정, 낙동강 국가정원 조성, 을숙도 도시공원 추진 등 녹색 인프라 확충이 핵심이며, 기후위기 대응형 냉방장치 설치 지원도 포함됐다.  

 

글로벌 물류·거점 기반에 4,407억 원  

가덕도신공항, 북항재개발을 중심으로 글로벌 트라이포트 도시 기반을 확립한다. 가덕도신공항 건설과 보상 절차가 본격화되고, 항공물류 마스터플랜 연구용역으로 신공항 허브 전략이 수립된다. 북항재개발 기반시설 확충과 남항 방재시설 정비도 진행된다.  

 

글로벌 해양산업 육성을 위해 1,066억 원이 투입된다. 국제수로기구 인프라센터 유치, 마리나비즈센터 준공, 수산식품 연구개발 클러스터 조성 등을 통해 해양산업 경쟁력을 높인다.  

 

도시균형 발전과 노후 공업지 정비를 위한 미래형 도시공간 혁신사업에는 2,033억 원이 배정돼 사상~하단 도시철도, 하단~녹산선 철도망, 만덕~센텀 고속화도로 등 주요 교통축이 확충된다.  

 

금융·창업 융합성장에 3,427억 원  

디지털금융 중심지와 청년창업 기반을 구축해 아시아 금융허브로 도약한다. 금융·창업 분야에 626억 원이 투입된다. ‘글로벌 창업허브 부산’과 ‘부산 그린스타트업타운’, 에코델타시티 내 첨단산업센터 조성이 대표적이다.  

 

청년 자립기반 강화를 위한 697억 원은 청년도약 지원금, 공공임대주택 임대료 지원, 대출이자 보조, 문화패스 확대 등에 쓰인다.  

 

대학과 산업 연계를 통한 지역혁신사업에는 2,104억 원이 투자되며, 라이즈(RISE) 사업이 중심이 된다. 현장실습형 코업 프로그램, 오픈랩, STEM빌리지 운영으로 지역특화 인재양성을 추진한다.  

 

디지털·신산업도시 육성 5,025억 원  

민생경제 안정과 혁신산업 생태계 확립이 목표다. 지역경제 회복과 서민생활 안정을 위한 예산은 2,047억 원이다. 지역화폐 동백전 1조 2천억 원 발행, 소상공인 대출 이차보전율 상향, 전통시장 환경개선 사업이 포함된다. 

 

미래 신산업 육성에는 2,291억 원이 배정됐다. 투자유치 보조금 확대, AI기반 스마트요양원 구축, 에이지테크 돌봄플랫폼 도입, 전력반도체 시험대 구축 등이 추진된다.  

 

주력산업 고도화 분야에는 687억 원이 투입된다. 선도기업 13곳 지원, 미래차 플랫폼 R&D, 산업단지 통근버스 증차, 산단 내 청년문화시설 확충 등이 주요 내용이다.  

 

문화·관광·마이스도시 성장 5,879억 원  

품격 있는 문화예술 기반과 세계관광도시 위상 강화를 병행한다. 문화예술 분야에는 3,352억 원이 책정됐다. 북항 야외오페라 콘서트, 클래식부산페스티벌 등 다채로운 행사와 시립미술관 리모델링, 오페라하우스 건립으로 문화 인프라를 확충한다. 청년 창작자 300명에게 창작지원비를 지원해 기초예술 활동 기반을 강화한다.  

 

생활체육 분야에는 1,575억 원이 투입된다. 사직야구장 재건축, 러너스테이션 조성, 도심 내 파크골프장 등 시민근린 체육시설 확충이 예정됐다.  

 

관광·마이스(MICE) 분야에는 952억 원이 편성됐다. 비짓부산패스 확대, 불꽃축제 고도화, ‘페스티벌 시월’ 정례화, 벡스코 제3전시장 건립사업 등이 추진된다.  

 

박 시장은 이번 예산안에 대해 “시민의 삶의 질 향상과 글로벌 경쟁력 강화를 위한 실질적 투자 중심으로 구성했다”며 “민선8기 비전 완성과 지역균형발전의 원년이 될 것”이라고 밝혔다.

Busan Metropolitan City announced on Tuesday that it has submitted a 17.93 trillion won ($13.7 billion) budget proposal for 2026 to the city council, representing a 7.5 percent increase from this year. The plan aims to strengthen the city’s fiscal stability while securing essential funds to advance Mayor Park Heong-joon’s vision of building a “City of Citizen Happiness and Global Hub.”

 

The 2026 budget focuses on six strategic policy areas: citizen well-being, future livability, global logistics and industrial hubs, financial and startup competitiveness, digital and new industries, and culture and tourism development.

 

Busan Mayor Park Vows Inclusive Growth, Fiscal Stability with 2026 Budget Plan  

Mayor Park Heong-joon said Tuesday that Busan’s 2026 budget plan centers on achieving two core goals of his administration: building a “City of Citizen Happiness” and positioning Busan as a “Global Hub City.”  

 

Speaking at a press conference, Park said the city has concentrated resources on six strategic sectors to realize those visions. “Busan will focus its capacity next year on ensuring the happiness of its citizens and enhancing the city’s global standing,” he said. “Despite challenges facing small business owners and the self-employed, the budget includes tailored recovery measures to stabilize livelihoods, along with comprehensive life-cycle support — from childbirth and childcare to middle-age career transitions and senior welfare — to prepare for Busan’s future.”  

 

Park added that the 2026 budget was designed through early forecasting of economic conditions and tax revenues, ensuring that fiscal operations remain within a stable range. “Although the city expanded its fiscal expenditure compared to this year to secure essential funds for completing the goals of the eighth municipal administration, Busan has maintained its debt ratio at a sound level,” he stressed.  

 

Expanding Social Safety Nets and Citizen Welfare

The largest allocation, 8.6 trillion won, is directed toward creating a “City of Shared Happiness.” Busan plans to expand its tailored welfare programs under the “Busan Integrated Care System,” widening eligibility to households earning up to 100 percent of the median income.

 

Funding includes wage increases for disability care workers, additional special transport vehicles for people with disabilities, and construction of a senior complex called “Ha-Ha Campus.” Six new ESG community centers will be established, and job programs for middle-aged citizens will grow from 490 to 600 participants.

 

Childcare spending reaches 1.41 trillion won, including new support for 3- to 5-year-olds’ special activity fees, increased meal subsidies for infants, and monthly childcare benefits for foreign-resident toddlers. The city also plans 200 integrated childcare and education spaces and expanded postnatal care services.

 

Public health and safety receive 579.5 billion won, covering the construction of a children’s hospital and respiratory disease center, upgrades to emergency hospitals, and installation of fire-prevention circuit breakers in 1,000 old apartment units.

 

Urban Transformation and Smart Mobility

A total of 1.49 trillion won will finance Busan’s “15-minute city” initiative, eco-friendly infrastructure, and smart transportation networks.

 

Major projects include new pedestrian-centered “15-minute living zones,” a nightscape revitalization program at ecological parks, and construction of an “Art Pavilion” at Igidae Park as part of the World Design Capital initiative.

 

With 683.2 billion won allocated to smart mobility, Busan will introduce an integrated transportation fare system, expand autonomous and on-demand transit buses, and launch policy incentives to reduce commuting costs.

 

Another 645.2 billion won will support climate adaptation and sustainable green spaces, including the designation of Geumjeongsan as a national park and the development of the Nakdong River National Garden and Eulsukdo Urban Park.

 

Building a Global Logistics and Industrial Hub

Busan has earmarked 440.7 billion won to strengthen its role as a global logistics and industrial hub.

 

Key projects include land compensation and construction for the Gadeok New Airport, development of port infrastructure for North Port redevelopment, and disaster prevention work to reinforce coastal defense facilities.

 

A separate 106.6 billion won investment aims to establish the International Hydrographic Organization (IHO) Infrastructure Center and complete the Marina Business Center, while the Marine Food Cluster and Smart Aquaculture Big Data Center will nurture technology-driven seafood industries.

 

Urban redevelopment initiatives totaling 203.3 billion won will modernize aging industrial sites and improve transport connectivity through major road and rail projects, including the Sasang–Hadan and Hadan–Noksan metro extensions.

 

Advancing Global Finance and Startups

To accelerate digital finance and entrepreneurship, Busan plans to spend 342.7 billion won.

 

Six hundred billion won will go toward developing new startup clusters such as the Global Startup Hub and the Green Startup Town within North Port and Ecodelta City. Youth-focused measures include a 1-million-won “Leap Forward Grant” for 1,200 workers maintaining employment for over one year, housing support for 2,000 households, and expanded participation in the Cultural Pass program.

 

Approximately 210.4 billion won supports university–industry collaborations, including the Regional Innovation for Shared Education (RISE) project, the Waterloo-style co-op education model, and OpenLab and STEM Village initiatives that train professionals for strategic industries.

 

Driving Digital Innovation and New Industries

Busan has dedicated 502.5 billion won to digital transformation and industrial innovation.

 

Of this, 204.7 billion won is devoted to small business stabilization, including a 1.2 trillion won local currency issue, low-interest loans, and modernization of traditional markets.

 

Another 229.1 billion won promotes advanced sectors such as AI-based smart nursing home platforms, “Age-Tech” care technologies, and testbeds for power semiconductor production.

 

Core industries receive 68.7 billion won for R&D projects in next-generation mobility and digital twin manufacturing, alongside expanded commuter bus routes and cultural facilities within industrial parks.

 

Global Culture and Tourism Hub Development

The city plans 587.9 billion won for cultural infrastructure and global tourism competitiveness.

 

Cultural funding of 335.2 billion won covers events like open-air opera galas at North Port, the Classic Busan Festival, and reopening exhibitions at the Busan Museum of Art. Large-scale facility projects include the new opera house and museum renovation, along with creation grants for 300 young artists.

 

Sports and recreation will receive 157.5 billion won for the reconstruction of Sajik Baseball Stadium, “Runner Stations,” and park golf courses to make sports accessible within 15 minutes’ reach for most citizens.

 

Tourism and MICE (Meetings, Incentives, Conventions, and Exhibitions) initiatives total 95.2 billion won, including expansion of the “Visit Busan Pass,” enhancement of signature events like the Busan Fireworks Festival, and construction of the BEXCO Phase-3 convention hall to draw large-scale international exhibitions.

 

He said the 2026 budget “strikes a balance between fiscal stability and bold investment” and marks a pivotal step toward making Busan a globally competitive, citizens-first city.
