[브레이크뉴스=배종태 기자] 부산시가 아시아 최초로 세계항구도시협회(AIVP) 이사회 임원도시로 만장일치 선출돼 글로벌 해양허브도시로서 위상을 크게 높였다. 1988년에 설립된 AIVP는 44개국 197개 회원이 참여하는 국제협회로 항구도시 간 협력과 교류를 촉진한다.

부산의 이번 이사회 진출은 유럽, 미주, 아프리카 중심으로 형성된 글로벌 항구도시 거버넌스에 아시아 도시가 본격 진입한 뜻깊은 성과다. 이사회 임기는 3년이며 1회 연임 가능하다. 주요 권한은 집행위원회 구성, 총회 개최 도시 선정, 협회 핵심 안건 제안과 심의, 연간 예산 심의 등이 포함된다.

시 대표단은 2025 AIVP 총회에 참석해 2027년 총회 부산 유치 교섭 활동을 본격화한다. 고위급 원탁회의, 프랑스 됭케르크 항만청장, 카메룬 두알라 시장, AIVP 회장 등과 면담하여 부산의 해양허브 비전과 역량을 알리고 지지를 확보할 예정이다.

박형준 부산시장은 “이번 쾌거가 부산의 글로벌 해양허브 전략이 국제사회에서 실질적 성과로 이어진 상징적인 사례”라며 “아시아 대표로서 항구도시 교류망에 선도적 역할을 하겠다. 2027 총회 유치와 아시아본부 부산 설립을 목표로 최선을 다할 것”이라고 말했다.

시는 지난 18일(현지시각) 미국 뉴욕에서 열린 2025 세계항구도시협회(AIVP) 총회에서 아시아 최초로 이사회 임원도시가 되어 글로벌 해양허브도시로 발돋움했다. AIVP는 지방정부와 항만기관, 전문가 등 44개국 197개 회원이 참여하는 국제협회로, 항구도시 간 교류와 협력을 촉진하는 역할을 한다.

이번 선출로 부산시는 유럽, 미주, 아프리카 중심으로 운영되던 글로벌 항구도시 거버넌스에 아시아 도시가 본격 참여하는 첫 사례가 됐다. 이사회 임기는 3년이며 1회 연임할 수 있고, 집행위원회 구성, 총회 개최지 선정, 사업 제안 등 주요 의사결정 권한을 갖는다.

부산시는 19일부터 2027년 총회 유치를 위한 교섭 활동을 공식 시작했다. 19일 고위급 원탁회의에서 주제 발표를 시작으로 프랑스 됭케르크 항만청장, 카메룬 두알라 시장, AIVP 회장과 잇따라 면담한다. 이 자리를 통해 부산의 글로벌 해양도시 역량과 총회 유치 의지를 강조할 계획이다.

박형준 시장은 “이번 임원도시 선출은 부산이 아시아 대표 해양허브로 국제사회에서 인정받은 결과”라며 “2027년 총회 부산 유치와 장기적으로는 AIVP 아시아본부 부산 설립을 위해 최선을 다할 것이다”라고 밝혔다.

이러한 성과는 부산의 국제행사 유치 경험과 ‘글로벌 해양허브도시 비전’ 전략이 높은 평가를 받으며 이뤄진 것으로, 부산시의 위상과 영향력을 크게 제고했다. 부산은 앞으로 세계 주요 항구도시들과 협력하며 해운·항만 분야의 세계적 이니셔티브를 주도하는 핵심 도시로 자리매김할 전망이다.

Founded in 1988, AIVP is an international association with 197 members from 44 countries, including local governments, port authorities, and maritime experts, fostering cooperation and exchange among port cities.

Busan’s entry into the board marks a meaningful milestone as it joins a global port city governance structure historically dominated by Europe, the Americas, and Africa. The board member term lasts three years, renewable once, with responsibilities including forming the executive committee, selecting host cities for general assemblies, proposing and reviewing key association agendas, and approving annual budgets.

The Busan delegation is actively participating in the 2025 AIVP Assembly held in New York, engaging in negotiations to host the 2027 Assembly in Busan. Their schedule includes a high-level roundtable, meetings with Maurice Georges of Dunkirk Port Authority, Douala Mayor Roger Victor Mbassa Ndine, and AIVP President Édouard Philippe to promote Busan’s maritime hub vision and capabilities to secure support.

Mayor Park Hyung-joon stated, “This achievement symbolizes the tangible international success of Busan’s global maritime hub vision and strategy. As the Asian representative, Busan will lead the integration of Asian port cities into the global network. We will strive to host the 2027 Assembly and establish the AIVP Asia Office in Busan.”

Busan’s unanimous election at the 2025 AIVP General Assembly in New York marks its rise as a prominent global maritime hub. The city’s experience hosting major international events such as the FIATA World Congress and Our Ocean Conference, along with its “Global Maritime Hub City Vision” unveiled in August, contributed to this recognition.

As the first Asian city to join the AIVP board, Busan gains voting rights and key decision-making authority, advancing its bid to host the 2027 Assembly. Beginning November 19, Busan officially starts negotiation efforts with high-level meetings emphasizing its maritime strengths and hosting commitment.

This milestone enhances Busan’s international stature and influence, positioning it as a central player in global shipping and port initiatives. The city is expected to lead cooperation and innovation among the world’s major port cities in the maritime and logistics sectors.

Busan City‘s achievement highlights its expanding role in international maritime governance and its ambition to become the permanent home of AIVP’s Asian headquarters, reinforcing its vision as a leading global maritime hub. 

This development solidifies Busan’s position as a key influencer in global maritime affairs and reflects the city's strategic efforts and capabilities to lead in port city governance on behalf of Asia.
