[브레이크뉴스=배종태 기자] 부산시와 국민의힘 부산시당이 19일 서울 여의도 국회의원회관에서 첫 ‘글로벌 해양허브도시 부산’ 국회 릴레이 세미나를 열고, 정부에 9대 건의과제를 공동 발표했다. 부산의 해양도시 비전을 국가 발전 전략과 연계하려는 본격 논의가 시작됐다.

 

국회 릴레이 세미나 첫 개최

세미나는 국민의힘 부산 지역 국회의원 전원이 주최하고 부산시당과 부산시가 공동으로 주관했다. ‘글로벌 해양허브도시 부산, 대한민국을 넘어 세계로’를 주제로 열린 이날 행사에는 송언석 원내대표, 정동만 부산시당위원장, 박형준 부산시장, 지역 국회의원과 민간 전문가 등 80여 명이 참석했다.  

 

참석자들은 민·관·정 협력을 통한 해양도시 전략을 논의하고, 부산의 비전과 실행계획, 국가정책 연계 방안 등을 공유했다.

 

44개 세부 실행계획 공개

부산시는 지난 8월 발표한 ‘글로벌 해양허브도시 부산’ 기본 전략을 구체화한 44개 세부 추진사업을 이날 공개했다. 이 계획은 ▲해양산업 혁신 ▲국제 네트워크 확장 ▲도시 경쟁력 강화 등 3대 전략과 12개 과제를 바탕으로 구성됐다.  

 

시는 또 민‧관‧산‧학‧연 협력체계인 ‘글로벌 해양수도 부산 추진위원회’를 중심으로 한 실행체계를 확립하고, 정부‧국회와의 연계 협력 플랫폼 구축을 추진할 계획이다.  

 

9대 대정부 건의과제 발표

세미나 종료 후 국회 소통관에서 열린 공동 발표에서는 부산시와 국민의힘 부산시당이 ‘글로벌 해양허브도시 부산’ 조성을 위한 9대 필수 건의과제를 공개했다. 

 

건의 내용에는 ▲가덕도 신공항 적기 개항 ▲‘글로벌 허브도시 특별법’ 조속 통과 ▲해수부 기능 강화 및 해양 공공기관 이전 ▲해운물류 대기업 본사 부산 유치 ▲한국산업은행 부산 이전 ▲북극항로 인프라 구축 ▲해사전문법원 부산 개원 ▲UN 해양총회 부산 유치 ▲국제해운거래소 설립이 포함됐다.  

 

아울러, 부산시와 국민의힘 부산시당은 정부 정책과 예산 확보에 공동 대응하기로 뜻을 모았다.

연말까지 릴레이 세미나 이어져

이번 세미나는 릴레이 형식의 첫 회차로, 12월 중 2·3회차 세미나가 국회에서 이어진다. 2회차는 ‘혁신거점 조성과 연결’, 3회차는 ‘산업·인재혁신’을 주제로 열려 각 분야별 신규 과제 발굴과 국가 사업 연계 전략을 집중 논의한다. 시는 이번 릴레이가 부산의 국가 전략 반영을 공식화하는 핵심 절차가 될 것으로 기대한다고 밝혔다.

 

정동만 부산시당위원장은 “글로벌 해양허브도시 부산은 지역균형발전과 대한민국 성장 패러다임 혁신을 위한 핵심 비전”이라며 “부산의 목소리가 정부에 명확히 반영되도록 힘을 모으겠다”고 말했다.  

 

박형준 부산시장은 “부산은 개항 이후 근대화의 출발점이자 대한민국을 세계와 잇는 관문이었다”며 “국회와 정부, 민간이 힘을 모은다면 ‘K-해양강국’으로 도약할 수 있을 것”이라고 밝혔다.

Busan Metropolitan City and the People Power Party (PPP) Busan City Committee held the first ‘Global Marine Hub City Busan’ National Assembly relay seminar on November 19 at the National Assembly Members' Office Building in Yeouido, Seoul, jointly announcing nine government proposal tasks. This marks the start of serious discussions to connect Busan’s marine city vision to national development strategy.

 

First National Assembly Relay Seminar Held

The seminar was hosted by all PPP lawmakers from Busan and co-organized by the PPP Busan Committee and Busan City. Under the theme “Global Marine Hub City Busan, Beyond Korea to the World,” around 80 participants including PPP floor leader Song Eon-seok, PPP Busan Committee Chairman Jeong Dong-man, Mayor Park Hyung-jun, Busan lawmakers, and civilian experts attended.

 

Participants shared and discussed Busan’s vision, execution plans, and how to link the strategies with national policies through public-private-government cooperation.

 

Detailed Plan of 44 Execution Projects Unveiled

Busan City disclosed 44 detailed execution projects to realize the ‘Global Marine Hub City Busan’ vision first announced in August.  

 

These plans are based on three core strategies—maritime industry innovation, international network expansion, and strengthening urban competitiveness—and consist of twelve task areas.  

 

Busan also established a governance structure centered on a collaborative model called the ‘Global Marine Capital Busan Promotion Committee,’ which involves public agencies, private sectors, industry, academia, and research institutions. It aims to strengthen cooperation platforms with the government and the National Assembly.

 

Nine Essential Government Proposal Tasks Announced

After the seminar, at the National Assembly Communication Hall, Busan City and the PPP Busan Committee jointly revealed nine urgent proposals essential for creating the ‘Global Marine Hub City Busan’:  

- Timely opening of Gadeokdo New Airport  

- Expedited enactment of the ‘Global Hub City Special Act’  

- Strengthening the Ministry of Oceans and Fisheries’ functions and relocating maritime-related public institutions to Busan  

- Attracting headquarters of major shipping and logistics companies to Busan  

- Relocation of Korea Development Bank headquarters to Busan  

- Construction of infrastructure for Arctic shipping route leadership  

- Establishment of a maritime specialized court in Busan  

- Hosting the United Nations Ocean Conference in Busan  

- Creation of an International Maritime Exchange in Busan  

 

Busan City and PPP Busan Committee agreed to jointly respond to ensure these government policies and budget priorities are reflected.

 

Relay Seminar to Continue Through Year-End

This seminar was the first in a relay series, with two more sessions planned at the National Assembly in December. The second session will focus on ‘Innovation Hub Formation and Connectivity,’ and the third on ‘Industry and Talent Innovation.’ Each session will concentrate on discovering new task areas and strategies to integrate national projects.

 

Busan City expects these relay seminars to be pivotal steps in formally embedding Busan’s future strategies into national policy.

 

Jeong Dong-man, PPP Busan Committee Chairman, stated, “The Global Marine Hub City Busan is a core vision for regional balanced development and for innovating Korea’s growth paradigm. We will ensure Busan’s voice is clearly conveyed and reflected in government policy.”

 

Mayor Park Hyung-jun remarked, “Since its opening in 1876, Busan has been the starting point of modernization and industrialization, and the gateway connecting Korea to the world. With united efforts by the National Assembly, government, and private sectors, Busan can leap forward as a 「K-해양강국」, a K-Maritime Power.”
