[브레이크뉴스=배종태 기자] 부산시와 부산항만공사가 영도 국제크루즈터미널에서 초대형 크루즈선 ‘MSC 벨리시마호’의 준모항 운영 체계를 성공적으로 안착시키며, 부산이 국제 크루즈 모항 도시로 도약할 첫걸음을 내디뎠다.

 

준모항 운영 성공… 승·하선객 300명 이상 안정 처리

부산시와 부산항만공사는 10월과 11월 영도 국제크루즈터미널에서 운항한 MSC 벨리시마호 준모항 운영을 성공적으로 수행했다고 밝혔다. 17만 톤급(정원 5,600명) 초대형 크루즈선인 벨리시마호는 10월 22일 승·하선 각 100명, 11월 15일 각 200명의 승객을 신속하게 처리하며 ‘부산 준모항 운영 체계’가 실효성을 입증했다.

 

부산시는 준모항 운항을 통해 체류 관광객이 늘어나면 지역경제 활성화 효과가 커질 것으로 전망하며, 향후 국제크루즈 모항 도시로 도약하기 위한 핵심적 첫 단계로 의미를 부여했다.

 

선제적 모객 대응… 부산, ‘수동적 기항지’에서 ‘능동적 준모항’으로

MSC 벨리시마호는 기존에 일본 도쿄를 모항으로 하여 일본 현지 승객을 대상으로 운영됐다. 부산은 단순 기항지 역할에 머물렀으나, 시와 부산항만공사가 ▲선사의 모객 수요 조기 파악 ▲현지 모객 활동 지원 등 선제적 대응을 펼치며 준모항 기능을 현실화했다. 업계에서는 “부산이 기항지 역할을 넘어 선사 수요를 능동적으로 받아낸 의미 있는 성과”라는 긍정적 평가가 나왔다.

 

시·부산항만공사, 관광 콘텐츠·CIQ 환경 개선 등 다각적 역량 강화

부산시는 크루즈 관광객의 지역 체류 확대를 위해 전통시장 연계 이벤트를 운영하고, 관광 안내 서비스 강화와 셔틀버스 운영을 통해 수용태세를 정비했다.

 

부산항만공사는 7월 영도 국제크루즈터미널 CIQ(세관·출입국·검역) 구역을 전면 재정비해 대형 크루즈선 승·하선 절차를 효율화했으며, 출국 보안심사를 선상에서 처리하도록 지원했다. 입국 심사는 법무부 출입국·외국인청의 선상심사를 통해 승객 편의성과 신속성을 동시에 확보했다.

 

내년 준모항 확대 예정… 트래블마트 통해 선사 협력 강화

MSC 크루즈사는 올해 부산 준모항 운영 성과와 높은 승객 만족도를 반영해 내년 준모항 티켓 판매가 호조세를 보이고 있다고 밝혔다. 이에 따라 벨리시마호는 내년 3월·5월·9월 총 3항차 모두 준모항으로 운영할 계획이다.

 

부산시는 이러한 흐름을 강화하기 위해 11월 23~26일 개최되는 ‘2025 제5회 부산 국제 트래블마트’에 일본 MSC 크루즈사를 해외 바이어로 초청해 협력을 확대할 예정이다.

 

올해 역대 최고 크루즈 입항 전망… 내년은 더 증가

부산항은 올해 연말까지 약 210항차의 크루즈선 입항과 30만 명 이상의 방문객이 예상돼 역대 최고 기록이었던 2016년(209항차)을 넘어설 전망이다.

 

내년에는 약 250항차 이상이 예상되며, 시·부산항만공사·부산관광공사는 일본 주요 선사와 여행사를 대상으로 추가 기항 유치를 위한 마케팅을 이어갈 계획이다.

송상근 부산항만공사 사장은 “부산 준모항 성공은 글로벌 선사와의 신뢰, CIQ 기관과의 현장 협업, 적극적 마케팅이 만든 성과”라며 “앞으로도 선사 맞춤형 지원을 강화하겠다”고 밝혔다.

 

박형준 부산시장은 “준모항 운영은 외국인 관광객 300만 명 시대를 견인하는 중요한 발판”이라며 “머물고 싶은 도시, 다시 찾는 도시로 만들어 부산이 세계적인 크루즈 관광 중심지로 확고히 자리매김하도록 힘을 집중하겠다”고 강조했다.

■ Successful Handling of Over 300 Embarking and Disembarking Passengers

Busan City and the Busan Port Authority announced that the semi-homeport operations conducted in October and November for the *MSC Bellissima* were completed successfully.

 

The 172,000-ton vessel, with a capacity of 5,600 passengers, processed around 100 passengers embarking and disembarking on October 22 and 200 on November 15, ensuring swift and stable operations.

 

The city expects that semi-homeport operations will extend the stay of cruise visitors, boosting the local economy and serving as a stepping-stone toward Busan’s advancement into a full-fledged international cruise homeport city.

 

■ From Passive Port of Call to Active Semi-Homeport

Until now, *MSC Bellissima* has operated with Tokyo as its homeport and Busan merely as a port of call. However, this year’s achievement was made possible by Busan City and BPA’s proactive measures, including early assessment of MSC’s passenger demand and support for local sales and marketing efforts.

 

Industry experts evaluated the shift positively, noting that Busan “has evolved from a passive port of call into an active semi-homeport that responds to cruise line demand.”

 

■ Expanded Tourism Content and CIQ Enhancements Boost Operational Capacity

The city strengthened its inbound readiness by hosting traditional market-linked events for visiting passengers, offering shuttle bus transportation, and enhancing tourist information services.

The Busan Port Authority completed a full reorganization of the CIQ (Customs, Immigration, Quarantine) area at Yeongdo International Cruise Terminal in July, streamlining the boarding and disembarkation process for large cruise vessels.

 

Furthermore, onboard departure security checks and immigration procedures—supported by the Ministry of Justice’s immigration office—significantly improved passenger convenience and processing speed.

 

■ Semi-Homeport Operations to Expand Next Year

MSC Cruises reported high passenger satisfaction and strong performance from this year’s semi-homeport operations in Busan, leading to positive ticket sales for next year.

 

Accordingly, *MSC Bellissima* plans to operate three semi-homeport voyages in March, May, and September 2026, all departing from its Japanese homeport but including Busan as a semi-homeport.

To strengthen cooperation, Busan invited MSC Cruises Japan as a buyer to the “2025 Busan International Travel Mart,” held from November 23 to 26.

 

■ Record-High Cruise Arrivals in 2025

By the end of 2025, Busan Port expects approximately 210 cruise ship calls and over 300,000 visitors—surpassing the previous annual record of 209 calls in 2016 and marking an 84 percent increase from 2024 (114 calls). Next year, over 250 calls are anticipated. In December, Busan City, BPA, and the Busan Tourism Organization will conduct additional marketing efforts targeting major Japanese cruise lines and travel agencies to attract more port calls.

 

■ City and Port Authority Commit to Strengthening Busan’s Global Status

BPA President Song Sang-geun stated, “The success of Busan’s semi-homeport operation is the result of strong partnerships with global cruise operators, CIQ agencies, and proactive marketing efforts. We will continue to strengthen tailored marketing for cruise lines.”

 

Mayor Park Heong-joon remarked, “As Busan enters the era of three million foreign tourists, semi-homeport operations will support this growth and help Busan emerge as a leading Asian cruise tourism city. We will continue to build Busan into a city where travelers want to stay and return, solidifying our status as a global cruise hub.”
