[브레이크뉴스=배종태 기자] 부산시의 ‘부산형 15분도시’ 정책이 세계 주요 도시와 경쟁한 국제대회 ‘2025 리브컴 어워즈(LivCom Awards)’에서 도시 종합 부문 금상과 ‘지속 가능한 계획 및 관리 정책’ 부문 기준상을 동시에 수상했다. 시민 삶의 질 향상과 지속가능한 도시관리 체계 구축이 국제사회로부터 공식 인정받은 것이다.

 

부산시는 유엔환경계획(UNEP)의 공인을 받은 세계적 도시정책 평가대회 ‘2025 리브컴 어워즈’에서 도시 종합(Whole City) 부문 금상을 수상했다고 밝혔다.

 

1997년 출범한 리브컴 어워즈는 올해 23회를 맞았으며, ‘살기 좋은 공동체 조성’과 관련해 세계 각국의 우수 정책을 평가하는 권위 있는 국제대회다.

 

올해는 52개국에서 281건의 신청서가 제출됐고, 이 가운데 30개 도시와 37개 프로젝트가 본선에 진출하는 등 경쟁이 치열했다. 부산은 인구 100만 명 이상이 참여하는 ‘E 카테고리’에서 '오스트리아 빈, 브라질 상파울루, 중국 바오딩' 등 세계 주요 도시와 경쟁했다.

 

■ 심사 기준 최고점… ‘지속 가능한 계획·관리 정책’ 기준상 수상

부산은 도시 종합 부문 금상과 더불어 심사 기준 6개 항목 중 하나인 ‘지속 가능한 계획 및 관리 정책’ 부문에서 본선 진출 30개 도시 중 최고점을 받으며 기준상(Criteria Award)을 동시에 수상했다.

 

시 관계자는 "이는 '15분도시 정책을 바탕으로 한 총괄 도시계획·관리 체계'가 우수한 평가를 받은 것으로, 도시 운영 전반을 지속가능성 중심으로 재편한 노력이 국제적으로 인정받았다는 점에서 의미가 크다"고 설명했다.

■ ‘지속가능한 도시 문화 혁신’ 발표… 사람 중심의 도시 전환 강조

부산시는 지난 20일(현지시각) 본선 발표에서 ‘지속 가능한 도시 문화 혁신’을 주제로 '부산형 15분도시의 대표 사례'를 소개했다. 주요 내용은 ▲개발 중심에서 시민 중심 문화로의 전환 ▲자동차·건물 중심에서 사람·보행 중심 도시로의 변화  등이다.

또한, 기후 위기에 대응하고 지속 가능한 우수사례로는 * 도보 기반 공동체 회복을 위한 ‘15분도시 해피챌린지’, * 미군 부대 부지를 시민 공간으로 돌려준 부산시민공원 조성, * 와이어 폐공장을 문화공간으로 재탄생시킨 F1963, * 노인 일자리와 환경문제를 동시에 해결한 ‘우리동네 ESG센터' 등을 소개했다.

 

심사위원단은 이 같은 프로젝트가 '기후 위기에 대응하는 지속 가능한 도시정책'으로서 모범적이며, 특히 신노년 세대를 대상으로 한 정책들이 참신하다고 평가했다.

 

위원단은 “부산의 15분도시는 시민 일상과 지속가능성을 실질적으로 연결한 창의적 모델로 다른 도시들이 참고할 만하다”고 총평했다.

 

박형준 부산시장은 “이번 수상은 부산형 15분도시가 세계적 수준에 올라섰다는 의미”라며 “앞으로도 국제사회와 우수사례를 공유하며 지속 가능한 도시 모델을 확산해 나가겠다”고 밝혔다.

The presentation highlighted several signature initiatives: “15-Minute City Happy Challenge,” promoting walkable community life, * The transformation of a former U.S. military base into Busan Citizens Park, * The redevelopment of an old wire factory into the cultural complex F1963, * “Our Neighborhood ESG Center,” which combines senior employment with environmental services.

 

Judges praised the projects as model policies for addressing climate challenges and noted the city’s innovative programs for the newly aging population. They called Busan’s 15-minute city “a creative and practical model that effectively links sustainability with everyday life.”
