[브레이크뉴스=배종태 기자] 부산상공회의소가 가덕도신공항 부지조성공사 재입찰 발표를 환영하면서도, 공사기간이 106개월로 늘어난 데 대해 아쉬움을 표했다. 지역경제계는 “조기 개항을 위한 정부의 공기 단축 노력”을 촉구하며, 신공항을 AI 기반의 첨단 스마트공항으로 완성해야 한다고 강조했다.

 

부산상공회의소는 24일 발표한 입장문에서 “국가 전략사업에서 더 이상의 지연이 허용될 수 없는 만큼 이번 재입찰 발표를 환영한다”고 밝혔다.

 

지난 4월 시공사 이탈 이후 약 6개월 동안 공사가 중단된 상황에 대해 “동북아 물류 트라이포트 도약을 준비하던 지역경제계와 시민들의 기대가 크게 흔들렸다”며, 연내 재입찰 발표가 사업 정상화의 첫걸음이라고 평가했다.

 

■ 공사기간 84→106개월… “2035년 개항 사실상 상한선”

다만 기존보다 22개월 늘어난 106개월 공사기간 연장에 대해 “지역경제계가 기대했던 수준과 분명한 차이가 있다”며 아쉬움을 드러냈다.

 

부산상의는 “106개월은 정부가 고려한 변수의 최대치로 보이지만, 남부권의 항공 인프라 부족 현실을 감안하면 결코 만족할 수 없는 일정”이라며 “2035년 개항은 목표가 아니라 상한선으로 인식해야 한다”고 지적했다.

 

■ “AI·디지털트윈 등 혁신기술로 공기 단축 가능”… 정부에 적극적 실행 촉구

부산상의는 정부가 제시한 기간이 지반 안정과 장비 제작 등 불가피한 요소를 포함한 최대치라고 보면서도, AI 기반 공정관리·디지털 트윈·혁신 시공기술 등 신기술을 적용해 실질적 공기 단축에 나서야 한다고 강조했다.

 

또한 신공항이 부산신항·철도·배후단지를 잇는 동북아 물류 트라이포트의 핵심축인 만큼, “단순한 신공항이 아니라 미래 공항 표준을 선도하는 스마트공항으로 완성돼야 한다”고 주장했다.

 

■ “더 이상의 지연은 안 돼”… 정부에 3대 과제 제시

부산경제계는 “더 이상의 지연은 안 된다"라며 정부에 ▲재입찰 절차의 신속한 진행 ▲혁신기술 기반의 첨단공항 건설 여건 조성 ▲2035년 개항을 상한선으로 두고 공기 단축 방안 즉시 실행 등 3대 과제를 요구했다.

 

■ “조기 개항으로 응답해야”… 흔들림 없는 추진 촉구

양재생 부산상의 회장은 “가덕도신공항 건설은 남부권 미래를 결정할 국가적 과제”라며 “지금 필요한 것은 논쟁이 아니라 실질적 진전”이라고 밝혔다. 이어 정부에 “지역 주민이 납득할 수 있도록 2035년 이전 조기 개항을 목표로 흔들림 없는 추진 의지를 보여달라”고 요청했다.

However, the chamber expressed clear disappointment over the extended construction timeline, urging the government to make every effort to accelerate the schedule and pursue an earlier opening.

 

■ Rebid Seen as a Turning Point After Months of Stagnation

In a statement released Monday, BCCI said the rebid announcement marks a “necessary and decisive action” to restore momentum to a strategic infrastructure initiative that had remained at a standstill for half a year.

 

The previous construction consortium withdrew in April, halting progress on a project widely viewed as critical for strengthening the nation’s logistics and aviation competitiveness. According to the chamber, the prolonged suspension “shook the confidence” of local industries and residents who had anticipated rapid advances toward establishing a Northeast Asian logistics hub.

 

“The fact that the government issued the rebid before the end of the year is significant,” the chamber noted, adding that the move represents “the true starting point for normalization” of the airport development.

 

■ Extended Timeline Raises Concerns About Delayed Opening

Despite welcoming the rebid, BCCI expressed regret regarding the extended construction duration—now set at 106 months, up from the original 84. The chamber emphasized that the revised schedule “falls short of regional expectations” and effectively positions 2035 as the upper limit for opening the new airport.

 

The extended period comes amid long-standing concerns over the southern region’s limited aviation infrastructure, which has constrained passenger growth, cargo competitiveness, and broader industrial development. The chamber warned that further delays could undermine the transformative impact that Gadeok New Airport is expected to have on regional and national economic growth.

 

■ Calls for Acceleration Through Innovative Technology and Process Reform

While recognizing that the 106-month estimate accounts for conservative assumptions—such as ultra-soft ground conditions, complex marine construction, and long fabrication cycles for offshore equipment—the chamber urged the government to adopt innovation-driven construction strategies to shorten the actual project timeline.

 

The BCCI specifically called for: Digital twin–based modeling to simulate large-scale marine and structural work,

 

AI-enabled project management tools for real-time risk prediction, scheduling optimization, and resource allocation,

 

Advanced construction technologies, including high-capacity mixing equipment, hybrid ground improvement systems, and robotic automation, and

 

Environmentally efficient methods that would allow extended work hours while complying with regulations.

 

Such technologies, the chamber argued, are essential to transform Gadeok from a traditional airport project into a future-oriented smart airport and to ensure that its final configuration aligns with the evolving demands of global logistics and aviation.

 

■ Business Community Urges Government to Treat 2035 as the “Ceiling, Not the Goal”

The statement outlines three core recommendations: -Complete the rebidding process without any delay, ensuring immediate resumption of site preparation work. 

 

-Establish the technological and regulatory infrastructure necessary to build an AI-driven, next-generation airport and secure meaningful reductions in construction time.

 

-Regard 2035 not as a definitive opening date but as the maximum allowable limit, and swiftly eliminate administrative, technological, and environmental obstacles that may slow progress.

 

The chamber emphasized that the national and regional impact of the airport extends far beyond aviation, connecting with Busan New Port, the logistics hinterland, and high-speed rail to form a “tri-port” system central to Korea’s future economic growth.

 

■ “What the Region Needs Is Progress, Not More Debate”

BCCI Chairman Yang Jaesaeng underscored the urgency of the project, calling Gadeok New Airport a “national priority that cannot be postponed any further.”

He stated that the project will define the long-term competitiveness of the entire southern region and urged the government to maintain a “consistent and unshaken commitment” to rapid execution.

 

“Residents and businesses alike hope to see the airport opened before 2035,” Yang said. “What the country needs now is not additional controversy, but tangible progress on the ground.”
