[브레이크뉴스=배종태 기자] 부산시가 동래구의 오랜 침수 고통을 해소할 대규모 치수 인프라를 완공했다.

부산시는 28일 오전 11시 동래구 수민어울공원에서 수민지구 우수저류시설 설치사업 준공식을 열고, 상습 침수 지역이었던 수민동 일대의 재해 예방 시스템을 본격 가동했다고 밝혔다.  

이날 준공식에는 박형준 부산시장과 장준용 동래구청장, 시·구 관계자, 시민 등 200여 명이 참석해 사업 완료를 축하했다. 이번 시설은 집중호우 시 단시간에 유입되는 빗물을 임시 저장해 배수 체계의 과부하를 완화하고 도시 침수를 예방하는 핵심 기반시설이다.

수민지구 우수저류시설 설치사업은 2009년, 2014년, 2017년 반복된 집중호우로 피해를 겪은 지역의 숙원사업으로 추진됐다. 시와 구는 협력 끝에 2019년 행정안전부로부터 신규 설치사업 지구로 선정됐으며, 2022년 1월 착공 이후 지난 10월 31일 마무리했다. 총 476억 원의 사업비가 투입되었으며, 이 가운데 국비 238억 원, 시비 184억 2,500만 원, 구비 53억 7,500만 원이 각각 부담됐다.  

이번에 조성된 시설은 3만5천 톤의 빗물을 저장할 수 있는 시 최대 규모를 자랑한다. 시는 이 시설을 통해 저지대인 수민동 일원의 상습 침수 피해를 근본적으로 해소하고, 주민의 생명과 재산을 보호할 수 있을 것으로 기대하고 있다.  

또한 지하 저류시설 상부 공간에는 향후 약 7,100㎡ 규모의 도시공원이 조성될 예정이다. 시는 공원을 통해 부족한 녹지를 확충하고, 시민들에게 휴식과 문화, 체육이 어우러진 열린 공간을 제공함으로써 도시 열섬 완화와 환경 개선, 경관 향상 등 복합적인 효과를 기대하고 있다.

박형준 시장은 “이번 사업으로 반복된 침수 피해에서 벗어나 주민의 안전과 재산을 지킬 수 있게 돼 기쁘다”며 “향후 조성될 공원이 주민의 일상 속 쉼터이자 수민동의 새로운 명소로 자리 잡길 바란다”고 말했다.  

[Here’s the English news article] Busan Completes Stormwater Storage Facility in Sumin District to Prevent Repeated Flooding

The city of Busan has completed a major flood prevention infrastructure in Dongnae District to protect residents from repeated inundation. The city held a completion ceremony for the *Sumin District Stormwater Storage Facility Project* at Sumin Eoul Park in Dongnae-gu at 11 a.m. on the 28th, announcing the successful establishment of a disaster prevention system for the flood-prone area.  

About 200 people, including Busan Mayor Park Heong-joon, Dongnae District Mayor Jang Jun-yong, construction officials, and local residents, attended the event to celebrate the completion. The stormwater storage facility is designed to temporarily store large volumes of rainwater during heavy downpours, reducing the burden on the drainage system and preventing urban flooding.  

The project was launched to fulfill a long-standing wish of residents in the Sumin area, which suffered heavy property damage from torrential rains in July 2009, August 2014, and September 2017. After years of coordination between the city and the district, the project was selected by the Ministry of the Interior and Safety in September 2019 as a new stormwater storage installation site. Construction began in January 2022 and was completed on October 31 of this year.

The total project cost amounted to 47.6 billion won, jointly funded by the national government (23.8 billion won), the city (18.425 billion won), and the district (5.375 billion won).  

The newly built facility can store up to 35,000 tons of rainwater—the largest capacity among Busan’s stormwater storage systems. The city expects it will effectively protect residents in the low-lying Sumin area from flood damage, ensuring their safety and securing property rights.  

A park covering about 7,132 square meters will also be created above the underground reservoir. The city aims to turn the space into a multifunctional green area that not only reduces flood risks but also provides residents with recreational, cultural, and sports opportunities. The project is expected to bring multiple urban benefits, including mitigation of the heat island effect, environmental improvement, and enhanced landscape quality.  

Mayor Park expressed his satisfaction, saying, “I am very pleased that this project will protect residents’ safety and property from repeated flooding. The park to be built above the facility will become a place of relaxation and communication in daily life, establishing Sumin-dong as a new local landmark where nature and people coexist in harmony.”
