[브레이크뉴스=배종태 기자] 부산광역시의회 기획재경위원회 이승우 의원(국민의힘·기장군2)이 첨단산업 육성과 농어업 공익 가치 확립을 동시에 추진한 성과를 인정받아 ‘제5회 대한민국 위민의정대상’에서 최우수상을 수상했다.  

‘대한민국 위민의정대상’은 지방자치연구소(주)와 행정안전부 소관 민관소통위원회가 공동 주최하는 전국 최고 수준의 지방의정 평가로, 서류 심사뿐 아니라 본인 프레젠테이션, 전문가 평가, 현장 실사 등을 거치는 엄정한 심사 체계를 운영한다. 올해 공모는 조례 제·개정, 정책 제안, 주민참여 등 3개 분야로 진행됐으며, 전국 지방의원 가운데 대상 2명, 최우수상 6명만이 최종 수상자로 선정됐다.  

이승우 의원은 조례 제·개정 분야에서 첨단산업 경쟁력 강화와 농어업 공익 가치 제고라는 두 축을 바탕으로 도시와 농촌이 함께 성장하는 ‘사람 중심 의정’을 실천한 점이 높은 평가를 받았다. 특히 「부산광역시 이차전지산업 육성 및 지원 조례」, 국가첨단전략산업 기업 수도요금 감면을 담은 「부산광역시 수도급수조례」 개정, 「부산광역시 농어업인 공익수당 지급 조례」 제·개정, 「부산광역시 농어업인 전기재해 예방 및 지원 조례」 제정 등은 지역 산업생태계 고도화와 농어업인의 삶의 질 향상에 실질적 변화를 이끈 대표 입법 성과로 꼽힌다.  

이 의원은 이차전지·파워반도체·로봇 등 미래산업 기반 구축을 위한 정책 제안과 현장 활동을 이어오며, 기장지역 산업단지의 용수공급 문제 해결과 청소년 인재양성 기반 마련에도 주력해왔다. 또한 농어업 공익수당 도입과 전기재해 예방체계 구축 등으로 농어업인의 소득·안전 기반을 강화하는 등 산업과 농업을 아우르는 균형 있는 의정을 펼쳐왔다.  

이승우 의원은 “첨단산업을 통해 부산의 미래 경쟁력을 높이는 일도, 농어업인의 삶과 터전을 지키는 일도 시민 한 분 한 분의 더 나은 일상을 위한 같은 노력이라고 생각한다”며 “이번 수상은 그동안의 의정활동을 시민과 전문가들이 함께 인정해주신 결과라 더욱 뜻깊다”고 소감을 전했다. 이어 “현장의 목소리를 가까이 듣고, 제도가 필요한 곳에 정확히 닿을 수 있도록 앞으로도 사람 중심의 의정에 더욱 매진하겠다”고 덧붙였다.

Busan Metropolitan Council Member Lee Seung-woo has received the top honor at a national-level award recognizing outstanding local legislators.

Busan Metropolitan Council member Lee Seung-woo, who represents Gijang-gun’s second district and serves on the council’s Planning and Finance Committee, earned the top excellence prize at the 5th Korea WeMin Legislative Awards for advancing both high-tech industry competitiveness and the public value of agriculture and fisheries.

The award ceremony was held on Friday, November 28, at 2 p.m. in the small auditorium of the National Assembly Library, where Lee was honored with the top excellence award.

The Korea WeMin Legislative Awards, organized by the Local Autonomy Research Institute and a public–private communication committee under the Ministry of the Interior and Safety, are regarded as one of the country’s most rigorous evaluations of local legislative performance, combining document review, candidate presentations, expert assessment and on-site inspections.

This year’s competition covered three categories—ordinance enactment and revision, policy proposals and resident participation—with only a small number of local lawmakers nationwide ultimately selected: two grand prize recipients, six top excellence awardees and around 30 excellence award winners.

Lee was recognized in the ordinance category for pursuing “people-centered” legislative work that simultaneously strengthens the competitiveness of cutting-edge industries and reinforces the public value of agriculture and fisheries, allowing urban and rural areas to grow together.

His flagship achievements include enacting the Ordinance on Fostering and Supporting the Secondary Battery Industry of Busan Metropolitan City, revising the city’s Water Supply Ordinance to grant water bill reductions to national strategic high-tech industry companies, and enacting and revising the Ordinance on Public Benefit Allowances for Farmers and Fishers and the Ordinance on Preventing and Supporting Electrical Accidents for Farmers and Fishers.

These measures are cited as key legislative outcomes that have upgraded the local industrial ecosystem while delivering tangible improvements in the quality of life for farmers and fishers.

Lee has also focused on building a foundation for future industries such as secondary batteries, power semiconductors and robotics, working in the field and submitting policy proposals to resolve water supply issues at industrial complexes in Gijang and to strengthen support systems for youth talent development.

At the same time, he has led efforts to introduce public benefit allowances for farmers and fishers and to establish systems to prevent electrical accidents, thereby expanding income and safety protections for those working in agriculture and fisheries and pursuing balanced legislation that bridges industry and agriculture.

Lee said the work of boosting Busan’s future competitiveness through advanced industries and protecting the lives and livelihoods of farmers and fishers ultimately serves the same goal of improving everyday life for each citizen, adding that the latest award is especially meaningful because both residents and experts have recognized his legislative record.

He pledged to listen even more closely to voices from the field and to focus on ensuring that institutional support reaches the places where it is most needed, reaffirming his commitment to “people-centered” legislative service.

The latest recognition confirms that Lee’s legislative and policy achievements are exemplary not only at the regional level but also by nationwide standards, and the fact that only a handful of local councilors receive top excellence honors underscores the high value and symbolism of the award.
