[브레이크뉴스= 배종태 기자] 부산 해운대 벡스코에서 1일 열린 세계도핑방지기구(WADA) 총회 개막 기자브리핑에서 제임스 피츠제럴드(James Fitzgerald) WADA 미디어국장은 “이번 주말 새 도핑방지규약과 국제기준이 확정돼 선수 인권 보호와 제재 유연성을 강화한다”며 “2027년 1월 1일부터 전 세계 스포츠에 적용될 것”이라고 밝혔다.

 

아시아 최초로 부산에서 열리는 6년 주기 세계회의는 193개국 2천여 명이 참석한 가운데 KADA와 부산시의 철저한 준비 속에 순조롭게 시작됐다.

 

규약 개정 핵심…인권·오염 대응 강화

피츠제럴드 국장은 새 규약의 주요 변화로 ▲선수 인권 강조 ▲미성년자 보호 확대 ▲선수 주변 인력 책임 강화 ▲제재 기준 유연화 ▲약물 오염 사례 구분 명확화 등을 꼽았다. 최근 분석 기술 고도화로 미량 오염이 증가함에 따라 “진정한 오염과 고의 도핑을 엄격히 구별해 공정성을 높이겠다”고 설명했다.

 

오는 5일 금요일 재단이사회에서 최종 승인 후 1년여 준비 기간을 거쳐 시행된다. 구체적으로 - 비지정물질: 출처 증명 시 의도성 입증 없으면 4년→2년 제재, 무모성 인정 시 3년으로 조정, - 오염원 증명 어려움: 과학적 증거로 비의도성 입증 시 4년→2년 감경, - 물질남용: 1차 위반 2개월 고정 제재, 2차 4개월(프로그램 참여 시 2개월) 등이다.

 

총회 일정 및 미디어 지원 안내

피츠제럴드 국장은 이날 오후 5시 개막식, IOC 위원장 미디어 세션, 내일(3일) 오전 10시 WADA 주요 인사 기자회견, 금요일(5일) 오후 재단이사회 공개회의 등을 상세히 알렸다.

 

원래 오후 기자회견을 오전으로 앞당긴 점을 강조하며 “언론 요청에 맞춰 조정했다”고 전했다. KADA의 아시아 지원 노력과 한국·캐나다 파트너십도 치하하며 부산 환대에 감사 인사를 전했다.

 

질의 응답…인핸스드 게임즈·재정 현황

피츠제럴드 국장은 내년 도핑 허용 인핸스드 게임즈가 예정되어 있는데 이에 대해 WADA 입장을 묻는 것에 대해 “인핸스드 게임즈를 위험하고 무책임한 개념으로 강력 규탄한다”며 “도핑 조장 행사는 공정 스포츠 가치와 정면 배치된다”고 부정적 견해를 밝혔다.

인핸스드 게임(Enhanced Games)은 기존 올림픽과 달리, 경기력 향상 약물과 일부 첨단 장비 사용을 허용하는 것을 전제로 기획된 새로운 종합 스포츠 대회이다.

 

2026년 예산안과 올해 정부 납부 현황에 대해 피츠제럴드 국장은 “집행위가 2026 예산안 승인, 대부분 정부가 올해 분담금 납부 완료. 미납국 독려 중이며 금요일 확정”이라고 밝혔다. 그는 WADA 선수위원장 참석 요청 등 추가 질문도 즉석에서 수용하며 미디어 소통을 강조했다.

[BUSAN]- At the media briefing marking the opening of the World Anti-Doping Agency (WADA) World Conference on Doping in Sport at BEXCO in Haeundae, Busan, WADA Head of Media Relations Communications James Fitzgerald announced that “the revised World Anti-Doping Code and International Standards will be finalized this weekend to better protect athletes’ rights and introduce more flexibility in sanctions.” He added that the new code “will take effect worldwide from Jan. 1, 2027.”

 

Held in Busan as the first host city in Asia, the six-yearly global conference has kicked off smoothly with more than 2,000 participants from 191 countries, backed by thorough preparations by the Korea Anti-Doping Agency (KADA) and the Busan Metropolitan Government.

 

Key Revisions: Human Rights and Contamination Cases

Fitzgerald highlighted the major updates in the revised code, including stronger emphasis on athlete rights, expanded protection for minors, greater accountability for athlete support personnel, flexible sanction standards, and clearer distinctions between contamination cases and intentional doping. With trace contamination becoming more common due to advances in testing technology, he said the new rules aim “to strictly differentiate genuine contamination from deliberate doping and enhance fairness.”

 

Following approval by the Foundation Board this Friday (Dec. 5), the new provisions will go through a one-year preparation period before implementation.

 

Specifically: -Non-specified substances: If the source is proven and no intent is shown, sanctions will be reduced from four years to two; cases acknowledged as reckless may lead to three-year sanctions.  , - Difficult contamination proof: When scientific evidence verifies non-intentional use, penalties may be lowered from four to two years.  - Substance abuse: Fixed bans of two months for a first violation and four months for a second (reduced to two months if a treatment program is completed).

 

Conference Schedule and Media Access

Fitzgerald outlined the schedule: the opening ceremony at 5 p.m. Monday, a media session with the IOC president, a WADA senior executives’ press conference at 10 a.m. Tuesday, and an open Foundation Board meeting Friday afternoon. He underscored that the press conference had been moved forward from the afternoon to the morning “in response to media requests.” He also expressed appreciation for KADA’s regional support in Asia, the partnership between Korea and Canada, and Busan’s warm hospitality.

 

Q&A: Enhanced Games and WADA Finances

Asked about the so-called “Enhanced Games,” where performance-enhancing drugs and certain advanced technologies are permitted, Fitzgerald strongly denounced the idea, calling it “a dangerous and irresponsible concept that runs counter to the fundamental values of clean sport.”

 

The Enhanced Games are a newly proposed global event based on allowing performance-enhancing substances and certain equipment, in contrast to the Olympic model.

 

Regarding finances, Fitzgerald confirmed that the Executive Committee has approved the 2026 budget proposal, noting that “most governments have completed their contributions for this year, and follow-ups with the remaining countries are underway for final confirmation on Friday.”  

 

He concluded by reaffirming WADA’s commitment to media communication, responding on the spot to queries including the participation of the WADA Athletes’ Commission chair.
