[브레이크뉴스=배종태 기자] ‘2025 세계도핑방지기구(WADA) 총회’가 2일 오후 191개국에서 커스티 코번트리 IOC 위원장을 비롯해 세계 스포츠계 거물급 인사 등  2천여 명이 참석한 가운데 부산 벡스코에서 성대히 막을 올렸다.

 

이번 총회는 세계도핑방지기구가 주최하고 부산광역시와 한국도핑방지위원회가 공동 주관했으며, 문화체육관광부와 국민체육진흥공단이 후원하는 도핑방지 분야 최대 규모의 국제회의다.  

 

개회식에서는 미디어 영상과 결합한 대북 공연, 태권도 퍼포먼스 등 한류 콘텐츠가 어우러져 한국 문화의 창의성과 역동성을 알렸다. 부산시는 광안대교 전면에 ‘정정당당하게 경기하라, 세계도핑방지기구를 환영합니다(Play True, Welcome WADA)’라는 메시지를 표출해 총회 분위기를 더했다.  

 

이날 행사는 위톨트 반카(Witold BANKA) WADA 회장의 환영사, 최휘영 문화체육관광부 장관 연설, 박형준 부산시장 축사 및 IOC 커스티 코번트리(Kirsty Coventry) 위원장 등 WADA관계 임원 등의 연설로 진행됐다.

 

반카 회장은 부산의 세계적 환대와 스포츠 도핑 방지의 공동 책임을 강조하며 한국 문화체육관광부, 부산시, 한국도핑방지위원회에 감사를 전했다.

그는 전 WADA 창립 회장들과 커스티 코번트리 IOC 선수위원장, 토마스 바흐 전 IOC 위원장 등 주요 인사들의 참석을 환영하며 도핑 방지 운동의 세대적 연속성과 선수 보호의 중요성을 역설했다.

 

반카 회장은 과거 400m 선수 시절 코치의 가르침—회복력, 겸손, 정직, 존엄—을 공유하며 오늘날 도핑의 첨단 화학·기술·범죄 네트워크 위협을 지적했다. 그는 과학 연구 강화, 조사망 구축, 선수 교육, 단결을 촉구하며 최근 대립적 태도에 대해 비판하고 모든 국가와 프로그램의 평등 보호를 강조했다. 그는 전 세계 분쟁 속에서도 스포츠가 희망의 원천이라며 단결을 호소하고 "깨끗한 스포츠를 위해 함께 나아가자"고 강조했다.

 

최휘영 장관은 환영사에서 “스포츠는 공정함을 시험하고 정직함을 증명하는 사회의 축소판”이라며 “대한민국은 깨끗한 스포츠의 가치를 지키기 위해 국제사회와 함께 책임 있게 나서겠다”고 말했다.  

 

최휘영 장관은 “대한민국은 WADA 이사국으로서 국제 반도핑 협력의 중심 역할을 확대하고, 부산 총회의 유산을 기반으로 아시아 도핑방지 허브국으로 도약할 것"이라고 강조했다.  

 

최 장관은 "아시아에서 처음 열리는 세계 도핑 방지 총회에 부산으로 오신 것을 진심으로 환영한다"면서 "부산은 다양한 축제와 대회를 성공적으로 치러온 경험과 뜨거운 시민 스포츠 문화를 가진 멋진 도시이다. 이곳에서 공정한 스포츠의 미래를 논의하는 것은 매우 의미 있는 일"이라고 환영 인사를 전했다. 

 

최 장관은 이어 "스포츠는 기록과 경제, 열정과 헌신이 만나는 세계이며, 경기장은 공정함이 시험받고 정직함이 증명되는 곳"이라며, "인간의 탁월성이 드러나는 현장이다. 스포츠가 지켜야 할 가장 소중한 가치는 투명성과 정직성, 그리고 도덕적 순결"이라고 역설했다.

 

최 장관은 커스티 코번트리 IOC 위원장의 말을 인용하며 "우리가 스포츠에 투자한다는 것은 결국 사람에 투자하는 것이다. 잠재력에, 소속감에, 그리고 희망에 투자하는 것"이라며 "도핑 방지를 위해 때로는 불편한 질문을 던지고, 어려운 규칙을 만들며, 외로운 결정을 내려야 한다. 그러나 그런 노력 하나하나가 선수 한 명 한 명의 땀과 눈물을 지켜준다"라고 강조했다.

그러면서 그는 '도핑 없는 깨끗한 스포츠, 정직한 땀과 노력'만으로 결과가 결정되는 진정한 경기, 미래 세대가 신뢰할 수 있는 스포츠 환경'을 목표로 제시하며 "대한민국 정부를 대표해 부산 방문을 거듭 환영했다.

 

박형준 부산시장은 축사를 통해 "국제 스포츠계 최대 컨퍼런스인 2025 세계 도핑 방지 총회를 아시아 최초로 우리 부산이 개최할 수 있도록 지원해 주신 '위톨트 반카' 세계 도핑 방지 기구 회장과 임원 여러분, 최휘영 문화체육관광부 장관, 양윤준 한국 도핑 방지 위원장, 유승민 대한체육회장, 커스티 코번트리 IOC 위원장, 토마스 바흐 전 IOC 위원장을 비롯한 총회 관계자 여러분께 깊이 감사드린다"라고 말했다. 

 

그는 "도핑 방지 노력의 이면에는 스포츠를 넘어 올림픽 정신을 지키는 큰 가치가 있다. 인간의 탁월함은 오직 우리가 흘리는 땀방울의 양과 공정한 경쟁을 통해서만 성취될 수 있다"라고 강조했다.

 

박 시장은 이어 "우리 부산에서 열리는 이번 총회는 더욱 특별한 의미를 가진다. 이번 총회에서 발표될 부산 선언은 전 세계 반 도핑 조약과 국제 표준의 새로운 방향을 제시할 것"이라며 "부산시는 이번 총회의 성공을 위해 마지막 순간까지 책임 있게 지원할 것"이라고 약속했다.

 

박 시장은 부산의 국제 대회 이력을 언급하며 "부산은 서울 올림픽 조정 경기를 비롯해 부산 아시안게임, 2002년 한일 월드컵, 그리고 탁구·야구 등 각종 세계 선수권 대회를 치르며 국제 스포츠의 중심으로 성장해 왔다. 시민들의 생활 체육 참여율이 80%를 넘는 만큼 부산 시민들의 일상에 페어 플레이 정신이 깊이 스며들어 있다"라고 소개했다. 

 

박 시장은 마무리하며 "앞으로도 부산에서 열리는 모든 스포츠 대회가 가장 공정하고 깨끗한 축제가 되도록 최선을 다하겠다. 부산은 세계가 사랑하는 관광·MICE 도시"라며 "사계절 축제가 열리는 축제의 도시이자, 골목마다 이야기가 살아 숨 쉬는 글로벌 먹거리 도시이며, 뉴욕 타임스가 선정한 세계 5대 해변 도시로서 찬란한 바다 풍경을 자랑한다. 앞으로 5일 동안 부산의 맛과 멋, 그리고 따뜻한 사람들이 여러분을 마음껏 즐기게 해드리겠다"라며 이번 총회의 성과를 기원했다.

 

홍보대사 김연경 선수위원은 세계 청소년들에게 “교육은 선수 보호와 공정한 스포츠 확산의 핵심 수단”이라며 “체험형 교육과 상담제도 등을 통해 도핑 예방에 앞장서고 있다”고 전했다.  

 

국제 반도핑 협력 강화 논의  

한편, 개막 전날인 1일, 문체부 최휘영 장관은 위톨드 반카 WADA 회장, 양양 부회장과 만나 도핑 없는 공정한 스포츠 실현을 위한 국제 공조 강화 방안을 논의했다. 최 장관은 “부산 총회의 유산을 바탕으로 선수 보호와 도핑 예방 교육을 확대하며 국제 협력을 강화하겠다”고 밝혔다.  

 

같은 날 저녁 해운대 누리마루 APEC하우스에서 열린 사전 만찬에서는 반카 회장이 토마스 바흐 국제올림픽위원회(IOC) 명예위원장에게 감사패를 전달했다. 만찬에서는 크로스오버 합주단 ‘드오’가 부산 아시안게임 주제가 ‘프론티어’와 영화 ‘록키’ 배경음악 등을 국악으로 연주해 참석자들의 큰 호응을 얻었다.

IOC·각국 장관과 연쇄 회담  

2일에는 최 장관이 바흐 IOC 명예위원장과 커스티 코번트리 현 위원장을 잇달아 만나 스포츠 공정성 강화와 한·IOC 협력 확대를 논의했다. 바흐 명예위원장은 “최 장관의 실용적인 접근이 IOC와의 협력을 더욱 발전시킬 것”이라며 기대를 표했다. 코번트리 위원장은 “한국 정부의 지속적인 체육 지원에 감사하며 앞으로도 긴밀한 협력 관계를 이어가길 바란다”고 전했다.  

 

이날 최 장관은 아랍에미리트, 아제르바이잔, 에스토니아, 카자흐스탄 등 4개국 장·차관과도 각각 회담을 갖고 체육·문화 교류 확대 방안을 협의했다. 특히 에스토니아와는 게임 등 콘텐츠산업 분야 협력 가능성을 모색했으며, 아제르바이잔과는 도핑방지 및 태권도 교류 활성화를 논의했다.

The '2025 World Anti-Doping Agency (WADA) General Assembly' grandly opened at BEXCO in Busan on the afternoon of the 2nd, with over 2,000 attendees from 191 countries, including IOC Member Kirsty Coventry and other major figures in the world of sports.

 

The General Assembly was hosted by WADA, jointly organized by Busan Metropolitan City and the Korea Anti-Doping Agency (KADA), and sponsored by the Ministry of Culture, Sports and Tourism (MCST) and the Korea Sports Promotion Foundation (KSPO), making it the largest international conference in the field of anti-doping.

 

The opening ceremony featured a blend of Korean Wave content, such as a large drum performance combined with media visuals and a Taekwondo performance, promoting the creativity and dynamism of Korean culture. Busan City further enhanced the conference atmosphere by displaying the message, 'Play True, Welcome WADA,' across the facade of the Gwangandaegyo Bridge.

 

The day's events included a welcoming address by WADA President Witold Bańka, speeches by MCST Minister Choi Hwi-young and Busan Mayor Park Heong-joon, and addresses by WADA executive members, including IOC President Kirsty Coventry.

 

Addresses and Key Themes

WADA President 'Witold Bańka' emphasized the global hospitality of Busan and the shared responsibility for anti-doping in sports, expressing gratitude to the Korean Ministry of Culture, Sports and Tourism, Busan City, and the Korea Anti-Doping Agency.

 

He welcomed key figures, including former WADA founding presidents, IOC Athlete Committee Chair Kirsty Coventry, and former IOC President Thomas Bach, stressing the generational continuity of the anti-doping movement and the importance of athlete protection.

 

President Bańka shared the lessons from his coach during his time as a 400-meter runner—resilience, humility, integrity, and dignity—while pointing out the current threats of sophisticated chemical, technological, and criminal doping networks. He called for strengthening scientific research, building investigative networks, athlete education, and unity, criticizing recent confrontational attitudes and emphasizing the equal protection of all countries and programs. He appealed for unity, stating that sports remain a source of hope even amid global conflicts, and stressed, "Let's move forward together for clean sports."

 

MCST Minister Choi Hwi-young said in his welcoming address, "Sports is a microcosm of society that tests fairness and proves integrity," and declared, "The Republic of Korea will responsibly step forward with the international community to protect the value of clean sports."

 

Minister Choi emphasized, "As a WADA Executive Board member, the Republic of Korea will expand its central role in international anti-doping cooperation and leap forward as the anti-doping hub of Asia, based on the legacy of the Busan General Assembly."

 

He offered a sincere welcome, saying, "I genuinely welcome you to Busan for the first World Anti-Doping General Assembly held in Asia. Busan is a wonderful city with experience successfully hosting various festivals and competitions and a passionate civic sports culture. It is very meaningful to discuss the future of fair sports here."

 

Minister Choi continued, "Sports is a world where records, economy, passion, and dedication meet, and the arena is where fairness is tested and honesty is proven," asserting, "It is the site where human excellence is revealed. The most precious values that sports must uphold are transparency, honesty, and moral purity."

 

Quoting IOC Member Kirsty Coventry, Minister Choi stressed, "Investing in sports is ultimately investing in people. Investing in potential, belonging, and hope," adding, "To prevent doping, we sometimes have to ask uncomfortable questions, create difficult rules, and make lonely decisions. But every such effort protects the sweat and tears of each athlete."

 

He then presented the goals of 'clean sports without doping, genuine competition where results are determined only by honest sweat and effort, and a sports environment that future generations can trust,' reiterating a welcome on behalf of the Government of the Republic of Korea.

 

Busan Mayor Park Heong-joon expressed his deep gratitude in his congratulatory speech to "WADA President Witold Bańka and executive members, Minister of Culture, Sports and Tourism Choi Hwi-young, KADA Chairman Yang Yoon-joon, Korean Sport & Olympic Committee President Yoo Seung-min, IOC Member Kirsty Coventry, former IOC President Thomas Bach, and all conference officials for supporting Busan to host the 2025 World Anti-Doping General Assembly, the largest conference in the international sports world, for the first time in Asia."

 

He emphasized, "Behind the anti-doping effort is a greater value that preserves the Olympic spirit beyond sports. Human excellence can only be achieved through the amount of sweat we shed and fair competition."

 

Mayor Park added, "This General Assembly held in Busan has an even more special meaning. The **Busan Declaration** to be announced at this assembly will present a new direction for the world's anti-doping treaties and international standards," promising, "Busan City will responsibly support the success of this General Assembly until the very last moment."

 

The Mayor highlighted Busan's history of hosting international events, noting, "Busan has grown into a center of international sports, hosting the Seoul Olympics rowing competition, the Busan Asian Games, the 2002 FIFA World Cup Korea/Japan, and various world championships in table tennis and baseball. With a life sports participation rate of over 80% among citizens, the spirit of **fair play** is deeply ingrained in the daily lives of Busan citizens."

 

Mayor Park concluded by saying, "We will continue to do our best to ensure that all sports competitions held in Busan are the fairest and cleanest festivals. Busan is a tourism and MICE city loved by the world," and boasted, "It is a city of festivals with events held year-round, a global food city with stories living in every alley, and a world's top 5 beach city selected by the New York Times, boasting a brilliant seascape. Over the next five days, we will let you fully enjoy the taste, beauty, and warm people of Busan," wishing for the success of the General Assembly.

 

Ambassador Kim Yeon-koung, Athlete Committee Member, conveyed to the world's youth, strengthening International Anti-Doping Cooperation  "Education is the core means of athlete protection and the spread of fair sports," and stated, "We are taking the lead in doping prevention through hands-on education and counseling systems."

 

Meanwhile, on the 1st, the day before the opening, MCST Minister Choi Hwi-young met with WADA President Witold Bańka and Vice President Yang Yang to discuss ways to strengthen international cooperation for the realization of doping-free, fair sports. Minister Choi stated, "Building on the legacy of the Busan General Assembly, we will expand athlete protection and doping prevention education while reinforcing international collaboration."

 

On the evening of the same day, at a pre-dinner event held at Nurimaru APEC House in Haeundae, President Bańka presented a plaque of appreciation to Thomas Bach, Honorary President of the International Olympic Committee (IOC). During the dinner, the crossover ensemble 'Deo' performed the Busan Asian Games theme song 'Frontier' and the background music from the movie 'Rocky' in traditional Korean music style, garnering great applause from the attendees.

 

Series of Meetings with IOC and Ministers from Various Countries

On the 2nd, Minister Choi met consecutively with Honorary President Bach and current IOC Member Kirsty Coventry to discuss strengthening sports integrity and expanding Korea-IOC cooperation. Honorary President Bach expressed his anticipation, saying, "Minister Choi's practical approach will further advance cooperation with the IOC." Member Coventry conveyed, "I appreciate the Korean government's continuous support for sports and hope to maintain a close cooperative relationship going forward."

 

On the same day, Minister Choi held separate meetings with the Ministers and Vice Ministers from four countries—the United Arab Emirates, Azerbaijan, Estonia, and Kazakhstan—to discuss ways to expand sports and cultural exchange.

 

Notably, cooperation possibilities in the content industry, such as gaming, were explored with Estonia, and anti-doping and Taekwondo exchange activation were discussed with Azerbaijan.
