[브레이크뉴스=배종태 기자] 지난 1일부터 5일까지 벡스코에서 열린 세계도핑방지기구(WADA) 총회가 전 세계 163개국 약 2천 명이 참석한 가운데 ‘공정한 스포츠’ 새 시대를 열고 성황리에 마무리됐다. 

 

총회의 핵심 의제인 ▲세계도핑방지규약 및 ▲국제표준 개정안이 최종 승인되며, ▲도핑 방지를 위한 국제사회의 공동 의지를 담은 '부산선언'이 채택되었다.

 

부산시와 문화체육관광부, 한국도핑방지위원회가 공동으로 준비한 개·폐회식과 만찬 등 공식 행사, 본회의 및 이사회 등 주요 회의가 모두 원활히 진행돼 부산은 글로벌 마이스(MICE) 허브도시로서의 위상을 다시 한번 입증했다.  

 

이날 부산 벡스코에서 열린 폐회식에서는 2027년부터  향후 6년 동안 전 세계 스포츠 현장에 적용될 반도핑 규약(WADA Code)과 국제표준(International Standards)의 개정안을 확정했다.

 

부산선언...‘공정한 스포츠’ 새 시대 열어

폐막식에서 세계도핑방지기구 위톨드 반카(WITOLD BANKA) 회장은 "2년에 걸친 폭넓은 협의를 통해 이번 개정안이 마련됐다"라고 소개하며, 60여 개국에서 5천 건 이상의 의견과 600여 명의 선수 의견이 반영됐다고 밝혔다.

 

반카 회장은 이번 개정은 선수 인권 강화, 미성년 및 보호대상 선수 보호 확대, 그리고 규정의 유연성 강화를 중점으로 한다고 설명했다. 그는 “이번 개정은 모든 스포츠와 국가가 하나의 규칙으로 운영되는 것을 의미한다”며 “세계의 선수들이 공정한 환경에서 경쟁할 수 있도록 보장하는 것이 우리의 공동책임”이라고 강조했다.

 

이어 “2027년에 시행될 개정된 규약과 국제표준은 선수의 인권을 최우선으로 보호하며, 스포츠의 신뢰성과 도덕성을 강화할 것”이라며 “도핑방지는 국적, 인종, 선수의 명성에 관계없이 동일하게 적용돼야 한다”고 덧붙였다.

이어서 작성팀 위원장 베네치아 베넷(VENETIA BENNETT) 변호사가 5일 폐막식 무대에서 ‘부산선언’을 공식 소개하며, 모든 반도핑 이해관계자의 협력과 단결을 촉구했다. 선언은 선수 보호와 클린(Ciean) 스포츠 가치를 최우선 원칙으로 삼고, 정부·스포츠 단체·도핑방지기구 등 각 주체가 수행해야 할 구체적 행동 과제를 제시했다.

 

베넷 위원장은 지난 일주일간의 논의 결과를 담아 완성된 부산선언이 “도핑방지 체계의 초창기 원칙을 기반으로 하면서도 시대적 변화를 반영했다”고 밝혔다. 선언은 스포츠가 개인과 공동체를 긍정적으로 형성하는 사회적 역할을 강조하며, 페어플레이·헌신·연대·근면 등 스포츠 고유의 가치를 재확인했다.

 

그는 도핑 행위가 선수 건강, 스포츠 정신, 사회적 교육 가치에 미치는 악영향을 강력히 규탄하며, 선수들이 클린 스포츠를 지키는 데 수행하는 핵심적 역할을 높이 평가했다. 

 

세계도핑방지기구(WADA)는 규약 및 표준 개정 과정에서 5천 건 이상의 이해관계자 의견과 함께 60개국·70여 개 종목의 600여 명 선수들의 의견도 수렴하여 개정을 추진했다. 주요 변경 사항으로는 ▲선수 인권에 대한 추가적 강조, ▲미성년 선수 및 보호대상 선수에 대한 보호 확대 등이 있으며 개정된 규약 및 표준은 2027년부터 향후 6년간 전 세계 스포츠 현장에 적용된다.

 

본회의 마지막 세션에서 채택된 ‘부산선언(Busan Declaration)’에는 선수, 스포츠 단체, 정부 등 모든 관계자들에게 ▲도핑근절을 위한 교육, 조사, 제재 노력 강화 ▲국제협력 강화 ▲신뢰 구축을 촉구하는 내용이 담겼다. 특히, 선언문에는 총회 개최와 글로벌 도핑방지에 대한 지속 가능한 협력의 장을 마련한 개최도시 부산에 깊은 감사를 표한다고 천명함으로써, 부산은 글로벌 클린스포츠 허브로 도약하는 전환점을 맞이하게 됐다.

 

개정안은 청소년 선수 보호 강화, 도핑방지기구의 독립성과 투명성 확대, 국제 협력 강화, 검사 및 분석 절차 개선 등을 포함해 세계 반도핑 체계의 공정성과 체계성을 한층 높일 것으로 보인다.

 

선언문은 앞으로의 국제 반도핑 정책의 방향성을 제시하는 의미 있는 문서로서 ▲공정 경기 가치 수호, ▲국가 간 협력 확대, ▲선수 인권 보호 강화, ▲국가도핑방지기구의 독립성 강화 등을 핵심 내용으로 한다. 특히, 이번 선언에는 한국 정부의 제안으로 디지털을 활용한 도핑 방지 교육을 강화하는 내용을 최초로 담았다.

한편, 부산시는 총회 기간 중 위톨드 반카 세계도핑방지기구 회장과의 만남에서 ‘클린스포츠 선언문 전달식’을 열고, 공정하고 깨끗한 스포츠 문화 확산에 지속적으로 기여하겠다는 의지를 밝혔다. 반카 회장은 부산의 클린스포츠 확산 노력을 높이 평가하며 지지와 협력을 약속했다.  

 

시는 선언 실천의 첫걸음으로 내년 한국도핑방지위원회와 함께 ‘아시아 청소년 클린스포츠 캠프’를 시범 추진할 계획이다. 이 프로그램은 부산지역과 아시아 개발도상국 청소년 선수를 대상으로 도핑방지 교육과 멘토링을 진행하며, 2026년도 시 예산안에 반영돼 시의회에 제출된 상태다.  

 

부산시, 스포츠 외교 강화...글로벌 스포츠 허브도시 발돋움 기반 마련

박형준 시장은 총회 기간 IOC 커스티 코번트리(Kirsty Coventry) 위원장을 비롯해 각국 스포츠 장·차관과의 연이은 교류를 통해 국제 스포츠 외교를 강화하고, 글로벌 스포츠 허브도시로 성장할 기반을 다졌다. 시는 이번에 구축된 협력 네트워크를 바탕으로 국제대회 유치, 스포츠 산업 활성화, 글로벌 스포츠 이벤트 개발 등으로 성과를 확장할 계획이다.  

 

박 시장은 “이번 총회를 통해 부산이 글로벌 스포츠와 마이스 허브도시로서의 역량을 다시 한번 증명했다”며 “부산에서 발표된 ‘클린스포츠’의 새로운 방향을 전 세계와 함께 확산시키고, 국제협력 네트워크를 바탕으로 세계가 주목하는 글로벌 스포츠 허브도시로 도약하겠다”고 말했다.  

 

이날 김대현 문체부 차관은 환송사를 통해 “‘부산선언’은 더 나은 검사 체계와 공정한 절차, 선수 보호를 최우선으로 하는 새로운 체계에 기반한다.”라며, “이 논의가 문서에 머물지 않고 각국의 경기장과 라커룸, 어린 선수들의 땀방울에까지 실질적인 변화로 이어지기를 바란다.”라고 강조했다.

 

이날 폐회식에서는 2003년 최초의 세계도핑방지규약의 총괄 주작성자였던 리처드 영에 대한 헌정 시간도 마련해 세계 반도핑 규범의 역사와 가치를 기리며 의미를 더하기도 했다. 이와 함께 새로운 도핑 방지 기준이 스포츠의 미래를 지키는 토대임을 상징하며, ‘브릴란떼 어린이합창단’의 아름다운 공연으로 총회의 막을 내렸다.

김대현 차관, 일본, 중국, 사우디아라비아 체육 차관 및 국제올림픽위원회 위원들과 스포츠 외교 펼쳐

아울러 김대현 차관은 폐회식에 앞서 지난 4일, 일본 히로유키 나카무라 문부과학성 부대신, 중국 통 리신 체육총국 부국장, 사우디아라비아 압둘아지즈 알마사이드 스포츠부 차관과 각각 양자회담을 열어 스포츠 교류 확대, 국제스포츠 민관 협력 방안 등을 논의했다.

 

같은 날 저녁에는 유승민 대한체육회장과 함께 국제올림픽위원회(IOC) 위원들을 대상으로 만찬을 주재해 국제올림픽위원회와의 협력 강화도 도모했다. 이러한 외교활동을 통해 아시아·중동 주요국과의 체육 협력을 공고히 하는 한편, 국제올림픽위원회와의 유대도 강화해 한국의 국제 스포츠 외교 위상을 높였다.

 

김 차관은 앞으로 이번 총회 이후 세계도핑방지기구 이사위원 자격으로 이사회에 참석해 국제 반도핑 정책을 적극 논의하고 공정한 스포츠를 위한 국제 협력 강화에 앞장설 계획이다.

The 2025 World Anti-Doping Agency (WADA) Conference, held from December 1 to 5 at BEXCO in Busan, concluded successfully, opening a new era of “fair play in sports” with roughly 2,000 participants from 163 countries around the world.  

 

At the closing ceremony on December 5, participants officially approved the revised *World Anti-Doping Code* and *International Standards*—key topics of the assembly—and adopted the *Busan Declaration*, affirming the global community’s shared commitment to fighting doping.  

 

With the City of Busan, the Ministry of Culture, Sports and Tourism, and the Korea Anti-Doping Agency jointly organizing the event, all main sessions and official programs—including the opening and closing ceremonies and the executive board meetings—proceeded smoothly, reinforcing Busan’s status as a premier global MICE hub.  

 

At the closing ceremony held at 10:30 a.m. on December 5, delegates confirmed the amendments to the WADA Code and International Standards, which will apply to the global sports field for the next six years starting in 2027.  

 

WADA President Witold Bańka noted that “the revision was completed through two years of broad consultation,” adding that over 5,000 submissions and input from more than 600 athletes across 60 nations were reviewed. He explained that the revisions focus on strengthening athletes’ rights, extending protections for minors and vulnerable athletes, and enhancing regulatory flexibility.  

 

“This revision ensures that all sports and nations operate under a single set of rules,” Bańka said. “Guaranteeing fair competition for athletes everywhere is our shared responsibility,” he emphasized, adding that the updated Code and Standards will “prioritize human rights, reinforce integrity and ethics in sport, and be applied equally regardless of nationality, race, or reputation.”  

 

At the closing ceremony, drafting committee chair Venetia Bennett officially presented the *Busan Declaration*, calling for unity and cooperation among all anti-doping stakeholders. The Declaration places athlete protection and the value of clean sport as its highest principles and outlines specific actions to be taken by governments, sports organizations, and anti-doping agencies.  

 

Bennett explained that the Declaration “builds on the founding principles of anti-doping while reflecting the realities of the modern era.” It reaffirms the constructive social role of sport and highlights values such as fair play, dedication, solidarity, and perseverance, while strongly condemning doping as harmful to athlete health, sporting spirit, and educational values.  

 

In preparing the revised Code and Standards, WADA incorporated more than 5,000 stakeholder comments, alongside feedback from 600 athletes representing 70 sports across 60 countries. The key changes emphasize respect for athletes’ human rights and expanded safeguards for minors and protected persons. The new regulations will come into force in 2027 and remain effective for six years.  

 

Adopted at the final plenary session, the *Busan Declaration* calls upon athletes, sports bodies, and governments to strengthen education, investigative efforts, sanctions, and international cooperation in the fight against doping, while building trust among global partners. It also expresses deep appreciation to the host city, Busan, for providing a platform for sustainable global collaboration, marking the city’s rise as a global hub of clean sport.  

 

The revisions are expected to further strengthen fairness and consistency across the global anti-doping system, including enhanced protection for youth athletes, increased transparency and independence of anti-doping agencies, and improved testing and analysis procedures.  

 

As a forward-looking document guiding international anti-doping policy, the *Busan Declaration* champions fair play, international cooperation, athlete rights, and the independence of national anti-doping agencies. Notably, at Korea’s initiative, it includes—for the first time—plans to expand digital education on anti-doping.  

 

During the conference, the City of Busan also held a “Clean Sport Commitment Ceremony” with WADA President Bańka, reaffirming its dedication to promoting integrity and fairness in sports. Bańka lauded Busan’s continued efforts to advance the clean sport movement and pledged WADA’s active support.  

 

As the first step toward implementing the Declaration, Busan plans to launch a pilot “Asia Youth Clean Sport Camp” in partnership with the Korea Anti-Doping Agency in 2026. The program will provide anti-doping education and mentorship for young athletes from Busan and developing countries in Asia and has already been incorporated into next year’s municipal budget proposal.  

 

Mayor Park Heong-joon strengthened international sports diplomacy during the conference through meetings with IOC Member Kirsty Coventry and sports ministers from various countries, laying the groundwork for Busan’s continued growth as a global sports hub. Building on these new partnerships, the city plans to expand its efforts to host international sporting events, activate the sports industry, and develop global sports programs.  

 

“Through this conference, Busan has once again proven its capacity as a global sports and MICE hub,” Mayor Park said. “We will spread the new vision for ‘clean sport’ announced in Busan to the world and take a leading role in global sports cooperation.”  

 

In his farewell remarks, Vice-Minister of Culture, Sports and Tourism Kim Dae-hyun stated that “the Busan Declaration establishes a new framework that prioritizes athlete protection, fair procedures, and an improved testing system.” He expressed hope that “these discussions will translate into tangible change in arenas, locker rooms, and the daily lives of young athletes worldwide.”  

 

The closing ceremony also featured a tribute to Richard Young, principal drafter of WADA’s first World Anti-Doping Code in 2003, honoring the historical significance and legacy of anti-doping advocacy. The event concluded with a moving performance by the *Brillante Children’s Choir*, symbolizing a new chapter for the future of clean sport.  

 

On December 4—one day before the closing ceremony—Vice-Minister Kim held bilateral meetings with Hiroyuki Nakamura, Japan’s Deputy Minister of Education, Culture, Sports, Science and Technology; Tong Lixin, Deputy Director-General of China’s General Administration of Sport; and Abdulaziz Al-Masaeed, Deputy Minister of Sports of Saudi Arabia. They discussed expanding sports exchange and enhancing public-private cooperation in global sports. That evening, Kim and Korean Sport & Olympic Committee President Yoo Seung-min hosted an IOC dinner to further strengthen Korea’s cooperation with the Olympic movement. Through these diplomatic engagements, Korea reinforced its sports diplomacy across Asia and the Middle East and deepened its partnership with the IOC.  

 

Following the conference, Vice-Minister Kim, now serving as a WADA Executive Board member, will actively participate in policy discussions and lead efforts to strengthen international cooperation for fair and clean sport.
