[브레이크뉴스=배종태 기자] 부산시가 새해를 앞두고 시민 생활과 직결되는 제도와 시책 변화 내용을 정리해 발표했다. 시는 2026년부터 경제·일자리·청년, 출산·보육, 보건·복지·환경, 도시·교통·안전, 문화·체육·관광 등 5대 분야 48개 제도가 달라진다고 30일 밝혔다.  

 

이번 발표는 변화하는 정책 내용을 시민에게 명확히 알리고, 제도 전환 과정에서 생길 수 있는 혼란을 최소화하기 위한 조치다. 시는 글로벌 경제 질서의 전환기 속에서 ‘민생 안정’과 ‘다시 태어나도 살고 싶은 부산’ 실현을 목표로 시민 체감형 시책을 강화한다는 방침이다.  

 

경제·일자리·청년 분야  

중소기업과 소상공인의 자금난 해소를 위해 중소기업 육성자금 한도를 업체당 18억 원으로 확대하고, 관련 자금의 이차보전율을 0.5%p 인상한다. 또한 폐업 예정 소상공인에 대한 안정적 사업정리를 위해 폐업비용 지원 한도를 최대 450만 원으로 높인다. 안정적인 상수도 공급을 위해 상수도 요금은 8% 인상된다.  

 

출산·보육 분야  

영유아 급·간식비가 영아 하루 600원, 유아 하루 1,160원으로 확대된다. 어린이집 재원 3~5세 아동에 대한 전면 무상보육이 시행되며, 기존 필요경비 외에 행사비 및 특성화비용이 추가 지원된다. 또한 외국인 주민 자녀의 양육 부담을 덜기 위해 3~5세 유아 보육료(월 10만 원)를 지원한다.  

 

보건·복지·환경 분야  

‘부산, 함께돌봄 서비스’ 지원대상을 중위소득 100% 이하로 확대하고, 지원 항목을 6종에서 8종으로 늘린다. 전세사기 피해자의 주거안정을 돕기 위한 시설개선 지원사업도 새로 추진된다. 감염병 예방 강화를 위해 인플루엔자 무료접종 대상은 14세 이하로, 인유두종바이러스(HPV) 백신 무료접종 대상에는 12세 남아가 새로 포함된다. 아울러 부산발달장애인지원센터는 장애아동·발달장애인지원센터로 확대 개편돼 더 포괄적인 복지서비스를 제공할 예정이다.  

 

도시·교통·안전 분야  

출퇴근 시간 가락요금소를 통과하는 부산 시민과 시내 사업장 차량에 대해 평일(토요일·공휴일 제외) 오전 6~9시, 오후 5~8시 통행료 지원이 시행된다. 65세 이상 어르신 케이(K)-패스 환급률은 기존 20%에서 30%로 확대되고, 시민 전용 교통혜택 카드 ‘모두의 카드’도 신설된다. 고령운전자의 면허 자진반납 인센티브는 30만 원으로 상향되며, 시민안전보험에는 땅꺼짐(싱크홀) 상해 보상 항목이 추가된다.  

 

문화·체육·관광 분야  

저소득층 통합문화이용권 지원금은 연 15만 원으로 인상되고, 13~18세 및 60~64세 시민에게는 1만 원이 추가 지원된다. 만 39세 이하 청년 예술인 300명에게 9개월간 월 100만 원의 창작지원금이 지급된다. 또한 ‘부산청년만원+문화패스’에는 전시 분야가 새로 포함돼 다양한 문화 향유 기회를 제공할 예정이다.

박형준 부산시장은 “2026년은 지금까지의 혁신과 도약을 토대로 ‘다시 태어나도 살고 싶은 부산’을 완성하는 해가 될 것”이라며, “시민이 체감하는 제도와 시책으로 안정과 행복을 높여가겠다”고 말했다.

– City Focuses on Stability and Happiness Through Citizen-Centered Reforms 

 

The Busan Metropolitan Government has unveiled 48 new and revised policies spanning five key sectors to take effect in 2026. The new measures, grouped under economy and jobs, childbirth and childcare, health and welfare, city and transportation, and culture and tourism, aim to enhance daily convenience for residents while minimizing confusion from policy transitions.  

 

The city explained that the initiative reflects global and domestic economic changes and seeks to strengthen “livelihood stability” and realize its long-term vision of making Busan a city “where residents would want to live again.”  

 

Economy, Jobs, and Youth  

To ease financial difficulties for local businesses, the city will raise the loan limit for SME development funds to 1.8 billion won per company and increase the interest subsidy rate by 0.5 percentage points. Small merchants preparing to close their businesses will receive up to 4.5 million won in closure support. Meanwhile, water utility fees will rise by 8% to ensure a stable water supply.  

 

Childbirth and Childcare  

To promote healthy growth among young children, meal and snack support will be expanded — 600 won per day for infants and 1,160 won for toddlers. The city will introduce full free childcare for children aged 3–5 by covering all necessary expenses, including event and specialization costs. For foreign residents, childcare fee support of 100,000 won per month will be provided for children aged 3–5 attending local daycare centers.  

 

Health, Welfare, and Environment  

The “Busan Together Care Service” will extend eligibility to households earning up to 100% of the median income and expand the types of support from six to eight, including home environment improvement and visiting exercise services. The city will also assist victims of rental fraud through housing repair support. Free influenza vaccinations will now cover children aged 14 and under, and HPV vaccine coverage will extend to 12-year-old boys. In addition, the Busan Developmental Disability Support Center will be reorganized into the Busan Child and Developmental Disability Support Center to provide integrated services for children with disabilities.  

 

City, Transportation, and Safety  

Busan will begin toll support for commuters passing through the Garak Tollgate during weekday rush hours (6–9 a.m. and 5–8 p.m.), excluding weekends and public holidays. The K-Pass discount for senior citizens aged 65 and over will increase from 20% to 30%, and a new “Everyone’s Card” will be introduced for expanded public transport benefits. The city will also raise the incentive for elderly drivers who voluntarily return their licenses to 300,000 won via the local “Dongbaekjeon” card. Busan’s citizen safety insurance will add sinkhole injury compensation to its coverage.  

 

Culture, Sports, and Tourism  

The integrated culture voucher for low-income residents will rise to 150,000 won per year, with an additional 10,000 won for those aged 13–18 and 60–64. Three hundred young local artists under 39 will each receive monthly creative support of one million won for nine months. The “Busan Youth 10,000+ Culture Pass” will expand to include the exhibition category, broadening opportunities for cultural participation.

Mayor Park Heong-joon said, “The year 2026 will be a time to complete the vision of a ‘Busan where people would want to live again,’ built on the city’s past innovations and achievements,” adding, “We will continue discovering and implementing practical policies that promote stability and happiness for our citizens.”
