[Here’s the English news version of the article] People Power Party Formally Calls for Special Prosecutor Over Alleged Corruption in Democratic Party Nomination Process
South Korea’s People Power Party (PPP) has officially called for the appointment of a special prosecutor, raising sweeping allegations over the Democratic Party of Korea’s (DPK) entire candidate nomination process.
In a commentary released on the 1st, PPP chief spokesperson Park Sung-hoon cited alleged illicit campaign donations involving Democratic Party figures Kang Sun-woo and Kim Byung-ki, claiming that “the public cannot shake the suspicion that the Democratic Party’s nomination system as a whole operates as a corrupt cartel driven by money transactions.”
Regarding allegations that Rep. Kang Sun-woo received 100 million won from a city council candidate in her constituency ahead of the 2022 local elections, Park said that Kang confessed the matter to Kim Byung-ki, then secretary of the party’s nomination committee, pleading for help. “Despite this, it has been revealed that the very next day she attended a Seoul party nomination committee meeting and argued in favor of granting the candidate a nomination,” Park said.
He added that although the nomination committee secretary clearly stated that the case involved illegal elements and that the candidate should be cut from consideration, the nomination ultimately went through. Park criticized this as evidence that a higher-level “invisible hand” intervened in an organized manner to prevent the bribery allegations from becoming public and harming the election campaign.
The PPP also raised issues surrounding former Democratic Party floor leader Kim Byung-ki. Park claimed that ahead of the 2020 general election, Kim allegedly received 30 million won in cash from two district council members. “A related petition specifies even the timing and method of delivery in detail,” he said.
Park strongly criticized claims that these allegations were reported to then–party leader Lee Jae-myung ahead of the 2024 general election but were not properly addressed. “A petition beginning with the words ‘To Chairman Lee Jae-myung’ was reportedly delivered through aides, but without any meaningful action, it passed through the party’s ethics audit office and was returned to former floor leader Kim,” Park said. “This shows that internal whistleblowing was not only unprotected but was instead sent back to the alleged recipient of illicit funds—clear proof that the Democratic Party’s self-correcting function has completely collapsed.”
He further pointed out that although a former aide to Kim submitted the petition to police last November, investigators have yet to begin a probe. “This raises serious doubts about whether the allegations are being deliberately buried rather than subjected to a swift and rigorous investigation,” Park argued.
The PPP also sharply criticized the Democratic Party’s follow-up actions. Park said the party leadership appeared to be trying to “wait out the storm” by expelling Rep. Kang Sun-woo while merely requesting an ethics hearing for Kim Byung-ki. “There is no reason to believe a proper fact-finding investigation will be conducted at the party level,” he said, adding, “The public knows all too well the Democratic Party’s tendency to protect its own.”
Referring again to the allegations involving Rep. Kang, Park said, “Through this 100 million won nomination bribery scandal—summed up by the phrase ‘Kang Sun-woo being Kang Sun-woo’—the public is seeing the true face of the Democratic Party’s nomination system.” He went further, claiming that suspicions are being raised that “the ultimate beneficiary of this system is President Lee Jae-myung.”
Park concluded by stressing that “the public believes police investigations alone cannot adequately challenge those in power,” adding, “That is precisely why the special prosecutor system exists.” He warned that “if the Democratic Party truly has the will to uncover the truth, it should clearly state its intention to accept a special prosecutor now,” and cautioned that avoiding a thorough, no-holds-barred investigation would lead to “even greater public resistance.”
