[브레이크뉴스=배종태 기자] 부산시가 고용노동부가 발표한 ‘2024년 일·생활 균형 지수’에서 전국 2위, 특·광역시 1위를 차지하며 워라밸 선도 도시로 재도약했다. 특히 ‘일’ 영역에서 전국 1위로 급상승하며 성과를 입증했다.

부산시는 2024년(2024년 기준) 일·생활 균형 지수에서 73점을 기록해 전남(75.6점)에 이어 전국 2위를 차지했다. 서울(72.8점)을 제치고 특·광역시 가운데서는 1위다. 이는 전년 대비 7.7점 상승한 수치로, 2017년 이후 지속적인 상승세를 이어가고 있다.

이번 성과의 핵심은 ‘일’ 영역의 큰 개선이다. 부산은 초과근로시간 감소, 유연근무제 도입·이용률 확대, 휴가 사용 일수 증가 등에 힘입어 해당 영역에서 전국 15위에서 1위로 도약했다. 세부적으로 초과근로시간, 유연근무제 도입·이용률, 휴가 사용 지표가 모두 전년 대비 뚜렷한 개선을 보였다.

‘생활’, ‘제도’, ‘지자체 관심도’ 영역에서도 중위권 이상을 기록했으며, 정부 인증 가사서비스 활성화 부문에서는 가점 만점을 받았다. 시가 조례 제정과 전담 조직·센터 설치 등 제도적 기반을 꾸준히 다져온 점이 평가에 반영됐다.

부산시는 소규모 기업을 중심으로 맞춤형 컨설팅, 워라밸 직장교육, 우수기업 선정, 시민 체감형 ‘워라밸 주간’ 운영 등 현장 밀착 정책을 지속해 왔다. 올해도 산업단지 등 중소기업 밀집 지역을 찾아가는 설명회와 정부 지원사업 연계를 확대할 계획이다.

박형준 부산시장은 “이번 결과는 워라밸 향상을 위한 지속적인 노력의 성과”라며 “기업과 시민이 체감하는 정책으로 ‘일·생활 균형 행복 도시 부산’을 만들어가겠다”고 밝혔다.

Busan has reemerged as a leading work–life balance city, ranking second nationwide and first among metropolitan cities in the Ministry of Employment and Labor’s **2024 Work–Life Balance Index**. In particular, the city recorded a dramatic rise to **first place nationwide in the “Work” category**, demonstrating significant progress.

According to the 2024 index, Busan scored **73 points**, placing second after South Jeolla Province (75.6 points). It surpassed Seoul (72.8 points) to rank first among special and metropolitan cities. The score represents a **7.7-point increase from the previous year**, continuing a steady upward trend since 2017.

The key driver of this achievement was substantial improvement in the “Work” category. Busan jumped from **15th place to 1st nationwide**, supported by reduced overtime hours, expanded adoption and use of flexible work arrangements, and increased use of paid leave. All related indicators showed clear year-on-year improvement.

Busan also ranked at or above the national median in the “Life,” “Institution,” and “Local Government Engagement” categories. In addition, it received **full bonus points** for promoting government-certified household services, reflecting the city’s consistent efforts to build institutional foundations through ordinances, dedicated organizations, and support centers.

The city has pursued on-the-ground, worker-focused policies, particularly targeting small and medium-sized enterprises. These include customized consulting, work–life balance workplace training, recognition of exemplary companies, and citizen-oriented initiatives such as “Work–Life Balance Week.” This year, Busan plans to expand outreach briefings in industrial complexes and other SME-dense areas, while strengthening links to central government support programs.

Mayor Park Heong-joon stated, “This result reflects our sustained efforts to improve work–life balance,” adding, “We will continue to implement policies that businesses and citizens can truly feel, and build Busan into a happy city where work and life are in balance.”
