[브레이크뉴스=배종태 기자] 더불어민주당 부산시당이 지방선거를 앞두고 조직을 선거 체제로 전환하며 전략 수립과 조직 강화에 본격적으로 나섰다.

 

변성완 부산시당위원장은 8일 오후 부산시의회 중회의실에서 기자간담회를 열고 지방선거 승리를 위한 시당 운영 방향과 선거 전략을 발표했다.

 

‘부산집권준비위원회’ 구성… 변성완 위원장 직접 지휘

부산시당은 지방선거 대응을 위해 대선 당시 중앙당의 ‘집권플랜본부’를 모델로 한 가칭 ‘부산집권준비위원회’를 구성·운영하기로 했다. 위원장은 변성완 시당위원장이 직접 맡아 선거 전반을 총괄 지휘한다.

 

위원회 산하에는 전략기획본부, 정책지원본부, 해양수도·북극항로본부, 부울경 메가시티본부, 미디어소통본부, 당원주권본부 등 6개 본부를 두고 선거 전략과 정책, 조직 운영을 체계적으로 추진할 계획이다.

 

중도 외연 확장 위한 ‘시민연대위원회’ 설치

변 위원장은 “부산의 변화를 위해서는 진영과 이념을 넘어 시민과 함께하는 정치가 필요하다”며 중도 외연 확장을 강조했다. 이를 위해 각계각층 시민사회와의 연대를 담당할 가칭 ‘시민연대위원회’도 설치해 운영한다는 방침이다.

 

‘부산집권준비위원회’는 언론계 인사들이 참여하는 공보단과 변호사들로 구성된 법률지원단 등을 포함해 6본부, 1위원회, 2단 체제로 출범하며, 향후 필요에 따라 조직을 확대할 예정이다.

 

‘부산민주연구원6.0’ 가동… 정책 경쟁력 강화

부산시당은 정책 역량 강화를 위해 시당 싱크탱크인 ‘부산민주연구원6.0’을 본격 가동한다. 연구원은 미래산업전략, 해양경제수도, 도시공간혁신, 포용적 돌봄, 글로벌 문화·관광, 기후·안전도시 등 6개 분과로 구성된다.

 

외부 전문가들이 대거 참여해 분과별 정책 세미나를 열고, 부산시와 각 구·군별 핵심 공약을 발굴·정리해 지방선거 공약으로 연결할 계획이다.

 

개방형 선거체제… 후보자 검증·공천 절차 본격화

부산시당은 ‘부산 탈환’을 목표로 개인과 단체가 폭넓게 참여할 수 있도록 ‘부산집권준비위원회’를 개방형 체제로 운영하고, 지방선거기획단·부산민주연구원6.0과 함께 ‘부산 대전환 토론회’ 등도 개최할 예정이다.

 

한편 시당은 지방선거를 앞두고 예비후보자 자격 심사를 위한 위원회를 구성해 오는 18일까지 신청을 접수하고, 1월 중 공직선거후보자추천관리위원회를 구성하는 등 후보자 검증과 공천 절차에 본격 돌입한다.

To prepare for the local elections, the Busan chapter will establish a provisional body tentatively named the “Busan Governance Preparation Committee,” modeled after the party’s central election task force used during the last presidential campaign. Byun will personally serve as chair, overseeing the overall election strategy.

 

The committee will operate six divisions, including Strategy and Planning, Policy Support, Maritime Capital and Arctic Shipping Routes, Busan–Ulsan–Gyeongnam Mega City, Media Communications, and Party Member Sovereignty, aiming for a systematic and coordinated campaign.

 

Expanding Centrist Appeal Through Civic Alliances

Byun emphasized that broadening the party’s centrist appeal beyond ideological lines is essential to driving change in Busan. To this end, the party plans to establish a “Civic Alliance Committee” to strengthen cooperation with various civil society groups and community leaders.

 

The Busan Governance Preparation Committee will initially consist of six divisions, one committee, and two task units, including a public relations team largely made up of former journalists and a legal support team composed of attorneys. The organizational structure will be expanded as needed.

 

Policy Capacity Strengthened Through ‘Busan Democratic Research Institute 6.0’

The Busan chapter will also fully activate its newly launched think tank, the “Busan Democratic Research Institute 6.0,” to enhance policy development and campaign pledges.

 

The institute will operate six subcommittees focusing on future industries, maritime economic leadership, urban space innovation, inclusive care, global culture and tourism, and climate and public safety. External experts will actively participate in policy seminars to help craft key campaign pledges for both the city and district-level elections.

 

Open Election Framework and Candidate Vetting Underway

The party plans to run the Busan Governance Preparation Committee as an open platform, encouraging participation from individuals and organizations seeking political change in Busan. In cooperation with the local election planning team and the research institute, the party will also host public forums, including a “Busan Grand Transformation Debate Series.”

 

Meanwhile, the Busan chapter has entered full election preparation by forming a preliminary candidate qualification screening committee, accepting applications through January 18. A candidate nomination and recommendation committee is scheduled to be established later this month, marking the start of the formal nomination process.
