[브레이크뉴스=배종태 기자] 경제정의실천시민연합(경실련)과 지역경실련협의회는 더불어민주당의 공천 헌금 수수 의혹에 대해 “개별 인사의 일탈이 아닌 구조적 부패”라며 독립적 전수조사와 제도 개선을 강력히 요구했다.  

경실련은 13일 성명을 내고 “강선우·김병기 의원의 공천 헌금 의혹과 당 지도부의 조직적 은폐 정황은 정당 민주주의를 훼손하는 구조적 문제”라고 지적하며 “민주당은 공천관리위원회 회의록과 심사 점수를 전면 공개하고, 외부 전문가가 참여하는 독립적 전수조사를 시행해야 한다”고 밝혔다.  

민주당이 최근 공천관리기구 내 시·도당위원장 및 지역위원장 참여 제한 방안을 내놓았지만, 경실련은 이를 “국민적 분노를 해소하기엔 미흡한 수준”이라고 평가했다.  

공천 사유화 근절 위한 제도개혁 강조

경실련은 공천권이 국회의원과 중앙당에 집중된 현 구조가 지역 정치의 자율성을 억압한다고 비판했다. 특히 지역위원장 겸직 금지를 통해 공천 사유화를 막고, 공천 과정의 투명성을 높여야 한다고 주장했다. 

국회의원이 지역위원장을 겸직할 경우 후원회를 통한 자금 조달이 가능해 “공천권이 금권화되는 구조적 문제가 반복된다”고 설명했다.  또한 각 정당이 공천관리위원회 외부 인사 참여를 과반 이상으로 확대하고, 공천 기준과 결과를 투명하게 공개해야 한다고 요구했다. 이를 통해 중앙정치의 영향력 아래에서 벌어지는 ‘밀실공천’과 ‘줄 세우기식 낙하산 공천’을 근절해야 한다는 입장이다.  

"지역정당 합법화로 지방자치 강화 필요"

경실련은 지방자치의 본질 회복을 위해 ‘지역정당 설립 요건 완화’가 필요하다고 강조했다. 지방선거에 한해 지역정당이 참여할 수 있도록 법제화하면, 중앙정당의 영향력을 벗어나 지역이 주도하는 정치 구조를 만들 수 있다는 것이다.  단체는 “지방정치는 중앙정치의 대리전이 되어서는 안 된다”며 “지방정치 활성화를 위한 공천제도 개혁과 지역정당 법제화가 정치개혁의 핵심 과제”라고 밝혔다.  

경실련과 지역경실련협의회는 향후 더불어민주당의 공천 부패 의혹 진상규명을 촉구하는 한편, 공천개혁과 지역정당 제도화를 요구하는 전국 시민사회 연대활동을 이어갈 방침이다.

=Citizens’ Coalition Demands Independent Audit and Legalization of Regional Parties

South Korea’s Citizens’ United for Democracy and Economics (CCDE) and its regional affiliates called on January 13 for the Democratic Party of Korea (DPK) to thoroughly investigate allegations of nomination bribery, stressing that the issue reflects systemic corruption rather than isolated misconduct. The coalition urged the party to implement transparent reforms ahead of the June 3 local elections, including an independent audit of nomination processes and the relaxation of regulations to allow regional political parties.

Systemic Corruption Beyond Individual Cases

CCDE pointed to allegations involving Reps. Kang Sun-woo and Kim Byung-kee, who are accused of receiving nomination bribes of 100 million won (approximately $68,200) and 30 million won, respectively, during the 2022 local elections and the 2020 general election. The group criticized DPK leadership for allegedly suppressing internal complaints and demanded full disclosure of nomination committee minutes, evaluation scores, and deliberation records. It also called for an external investigation covering nomination practices over the past seven years.

While acknowledging recent DPK measures—such as barring provincial party leaders from serving on nomination committees—CCDE said these steps fall far short. The coalition insisted that lawmakers should be prohibited from holding regional party chair positions and that nomination committees should include a majority of external members. Without comprehensive, party-wide reforms, CCDE warned, public distrust and outrage would only deepen.

Concentration of Nomination Power Enables Abuse

According to CCDE, the concentration of nomination authority in the hands of lawmakers has distorted local politics, turning it into an extension of central power. This structure, the group argued, fosters bribery, loyalty tests, and the imposition of “parachute candidates,” undermining local autonomy. Lawmakers who also serve as regional party chairs can reportedly raise up to 150 million won annually through support groups, effectively privatizing the nomination process.

To address these issues, CCDE urged political parties to fully disclose nomination criteria, procedures, and results, and to dismantle opaque, backroom decision-making practices.

Regional Parties as a Path to Local Political Renewal

The coalition emphasized that legalizing regional political parties—restricted to participation in local elections—would empower local communities and reduce excessive dependence on national party structures. Such reforms, CCDE argued, are essential to revitalizing local governance and restoring democratic accountability.

CCDE announced plans to launch nationwide campaigns in cooperation with civic organizations to pressure the DPK to conduct a full investigation and to advance reforms, including banning dual leadership roles and strengthening transparency in party nominations.
