[브레이크뉴스=배종태 기자] "이재명 정부와 민주당, 이제는 신공안 통치를 하려는 것입니까?"

 

"국회를 장악한 민주당이 ‘2차 종합 특검법’ 통과를 강행한다. 이미 1차 특검 때 파견 검사 126명, 수사 인력 500여 명이 투입되어 200억원의 예산으로 6개월을 수사했다. 그런데도 사실상 똑같은 특검을, 그것도 마구잡이로 범위를 확대해서 하겠다고 한다. 내란몰이로 신공안정국을 조성해 지방선거에 악용하려는 의도가 명백하다".

 

이재명정부와 더불어민주당이 추진 중인 ‘2차 종합 특검법’과 ‘중대범죄수사청법(중수청법)’을 둘러싸고 정치권의 논란이 커지고 있다. 박형준 부산시장은 “정권이 공안통치의 길을 가고 있다”며, 민주당의 입법 강행을 정면으로 비판했다.  

 

“2차 특검은 정치적 의도 뚜렷”  

박 시장은 16일 자신 SNS의 글에서 “1차 특검에서 이미 검사 126명, 수사 인력 500여 명, 200억 원의 예산이 투입돼 6개월 동안 조사가 진행됐다”며 “그런데 민주당이 사실상 같은 사안을 다시 특검으로 끄집어내, 수사 범위를 무리하게 넓히겠다고 한다”고 지적했다.  

 

그는 “이번 특검이 내란몰이를 통해 신공안정국을 조성하고, 지방선거에 악용하려는 의도가 뚜렷하다”며 “수사 대상으로 국가기관과 지방자치단체의 불법 계엄 동조 의혹을 포함시킨 것은 현직 단체장들을 괴롭히려는 정치적 술수”라고 주장했다.  

 

이어 “이미 행정안전부가 조사한 사안을 특검법에 다시 끼워 넣는 것은 오로지 선거에 이용하려는 것”이라며 “법치가 아니라 권력 정치의 도구로 특검을 활용하고 있다”고 비판했다.  

 

“중수청은 공안통치의 완성판”  

박 시장은 민주당이 추진하는 중수청법에 대해서도 강력 비판했다. 그는 “중수청은 행안부 산하에 설치되는 3천 명 규모의 초대형 수사기관으로, 사건 이첩 우선권까지 가진다”며 “이는 검찰을 능가하는 무소불위의 초권력기관이 될 것”이라고 했다.  

 

또 “중수청은 수사권만 놓고 보면 과거 대검 중수부보다 강하고, 특수부를 모두 합쳐놓은 것보다 셀 정도”라며 “권력의 직접 통제 하에 모든 수사권이 집중되면, 그것은 공안통치의 최적화된 수단이 될 수밖에 없다”고 강조했다.  

 

그는 “준사법기관으로서 검찰이 가졌던 최소한의 독립성마저 사라지고, 정권의 의중이 수사 전반을 지배하게 될 것”이라며 “민주당이 말로는 검찰개혁을 외치지만, 실제로는 통제 가능한 국가수사기관을 만들려는 것”이라고 했다.  

 

“검경 동일체는 연성독재의 상징”  

박 시장은 민주당이 권력 집중을 제도적으로 완성하려 한다고 경고했다. 그는 “검사 동일체가 권위주의의 상징이었다면, 검경 동일체는 민주당 연성 독재의 상징”이라며 “행안부가 경찰청과 국수본을 거느릴 뿐 아니라 선거 수사를 담당할 중수청까지 손에 쥐면, 견제와 균형의 원리가 붕괴된다”고 주장했다.  

 

그는 “공수처가 실패로 끝난 경험조차 돌아보지 않고 또다시 ‘만능 수사기관’을 만들어 내는 것은 사법질서를 엿장수 마음대로 바꾸는 행위”라고 비판하며 “결국 이재명 정부가 국회·사법·방송에 이어 지방권력까지 장악하려 한다면, 대한민국은 연성독재로 향하게 될 것”이라고 우려했다.  

 

“단식투쟁은 민주주의의 경종”  

박 시장은 이어 “이 같은 신공안적 입법이 민주주의의 근간을 뒤흔든다”며 “장동혁 당 대표의 단식투쟁이 이 사태에 대한 국민적 경종으로 울려 퍼지길 바란다”고 역설했다.  

 

현재 민주당은 해당 법안들의 국회 처리를 예고했으며, 야권은 “정권의 수사 장악 시도”라며 저지 방침을 세우고 있다. 향후 국회 공방이 격화될 전망이다.

Busan Mayor Park Heong-joon sharply criticized the “Second Comprehensive Special Prosecutor Act” and the “Serious Crimes Investigation Agency Act (SCIA Law)” being pushed forward by the Lee Jae-myung government and the Democratic Party, accusing them of heading toward authoritarian governance under the guise of law and order.  

 

“The Democratic Party, which controls the National Assembly, is forcing through the passage of the so-called ‘Second Comprehensive Special Prosecutor Act.’ During the first special investigation, 126 prosecutors and about 500 investigators were mobilized, with a budget of 20 billion won for a six-month probe. Nevertheless, they are now launching essentially the same inquiry again—this time expanding the investigation boundaries without restraint. It is clearly an attempt to stoke internal unrest and create a neo-security state narrative to exploit during the upcoming local elections,” Park said.  

 

“The second special counsel has clear political motives”

In a post on his social media account on the 16th, Mayor Park wrote, “The first special counsel investigation already involved 126 prosecutors, around 500 investigators, and a 20 billion won budget over six months. Yet, the Democratic Party insists on reopening virtually the same case and recklessly expanding the scope of investigation.”  

 

He argued, “This special investigation is intended to manufacture a narrative of rebellion and establish a security-state atmosphere for political gain ahead of the elections. Including alleged unlawful cooperation by state institutions and local governments in the investigation targets is nothing more than a political tactic to harass incumbent local leaders.”  

 

“The decision to reinsert into the special counsel bill matters that the Ministry of the Interior and Safety has already investigated serves no purpose other than election manipulation,” Park said. “They are using special investigations as a tool of power politics, not as an instrument of justice.”  

 

“The Serious Crimes Investigation Agency completes the security-state system”

Park also launched strong criticism against the Democratic Party’s push to enact the Serious Crimes Investigation Agency Act (SCIA Law). “The SCIA will be a massive investigative body under the Ministry of the Interior and Safety with a staff of 3,000 and priority jurisdiction over case transfers,” he said, “making it an omnipotent, super-powerful institution surpassing even the prosecution service.”  

 

“In terms of investigative authority alone, it will be stronger than the former Supreme Prosecutors’ Office’s Central Investigation Department and greater in scale than all existing special investigation divisions combined,” he continued. “Once all investigative powers are concentrated under direct political control, it inevitably becomes the optimal mechanism for public security-style rule.”  

 

He further warned, “Even the minimal independence the prosecution once had as a quasi-judicial body will disappear, leaving investigations completely subject to political will. While the Democratic Party preaches ‘prosecution reform,’ what they are actually doing is constructing a state investigative body they can control.”  

 

“Prosecutor-police unity symbolizes soft dictatorship”

Park went on to warn that the Democratic Party is institutionally finalizing the concentration of power. “If the unity of prosecutors symbolized past authoritarianism, then the unity of prosecutors and police marks the emergence of the Democratic Party’s soft dictatorship,” he said. “If the Ministry of the Interior and Safety gains authority not only over the National Police Agency and the National Office of Investigation but also over the SCIA in charge of election-related investigations, the principle of checks and balances will collapse.”  

 

He criticized, “Ignoring the failed precedent of the Corruption Investigation Office for High-ranking Officials (CIO) and creating yet another ‘all-powerful investigative body’ is akin to altering the judicial order at will. If the Lee Jae-myung administration seeks to take control of local power following the National Assembly, judiciary, and media, the nation will face a soft dictatorship.”  

 

“Hunger strike serves as an alarm for democracy”

Mayor Park concluded, “Such neo-security-oriented legislation shakes the very foundation of democracy,” adding, “I hope the hunger strike by Floor Leader Jang Dong-hyuk will echo as a national alarm against this situation.”  

 

The Democratic Party has announced its plans to pass the relevant bills in the National Assembly, while opposition parties have pledged to block what they describe as “an attempt to seize control over the nation’s investigative powers.” Political confrontation in the legislature is expected to intensify in the coming days.
