[브레이크뉴스=배종태 기자] 부산광역시가 대한민국 주력 산업인 조선·해양과 첨단 반도체 산업을 결합해 ‘차세대 해양반도체 글로벌 허브’로 도약하기 위한 본격적인 행보에 나섰다.

 

부산시는 19일 오후 3시 해운대구 시그니엘 부산에서 대한민국 해양반도체 산업의 새로운 이정표가 될 ‘K-해양반도체 얼라이언스’ 출범식을 개최했다.

 

이번 행사는 조선·해양 산업의 디지털 전환에 발맞추어 핵심 반도체 기술의 내재화를 추진하고 민간 주도의 협력 체계를 공고히 하기 위해 마련됐다.

 

이날 출범식에는 박형준 부산시장을 비롯해 정동만 국회의원, 양재생 부산상공회의소 회장, 성창용 시의회 기획재경위원장 등 주요 인사가 참석했다.

 

특히 산업계에서는 에스케이(SK)키파운드리, 디비(DB)하이텍 등 반도체 설계·제조 기업과 에이치디(HD)현대중공업, 한화오션, 삼성중공업 등 국내 주요 조선사 대표 및 임원진 등 산학연관 관계자 150여 명이 집결해 협업 의지를 다졌다.

 

기장-영도-해운대 잇는 ‘해양반도체 혁신벨트’ 조성

부산시는 이번 얼라이언스 출범을 기점으로 국가 반도체 정책과 조선·해양 산업 전략을 연계한 구체적인 육성 방안을 추진한다.

 

시는 기장 전력반도체 특화단지, 영도 부스트벨트, 해운대 제2센텀 도심융합특구를 하나의 축으로 연결하는 혁신벨트를 조성할 계획이다. 이를 통해 해양반도체 클러스터를 단계별로 확장하여 글로벌 30위권 내 진입을 목표로 삼았다.

 

또한 정부의 남부권 산업 혁신 전략과 연계해 대형 국책사업을 유치하고 민간 투자를 이끌어내는 등 정책 역량을 집중할 방침이다.

 

설계부터 양산까지…민간 주도 공급망 구축 본격화

이번 얼라이언스를 통해 부산시는 반도체 기업과 조선 기업 간의 긴밀한 밸류체인을 구축한다. 반도체 기업은 고온, 고습, 염분 등 극한의 해양 환경에 적합한 시스템 및 전력반도체의 설계와 생산을 전담한다.

 

조선 기업은 국산 해양반도체의 안정적인 수요처가 되어주는 동시에, 실제 선박에 적용해 성능을 확인하는 테스트베드 역할을 수행하며 산업 생태계 성장을 견인한다.

 

시는 이러한 민관 협력을 뒷받침하기 위해 파격적인 인센티브를 제공한다. 최대 330억 원 규모의 투자유치 보조금과 국민성장펀드를 활용한 금융 지원은 물론, 기회발전특구 지정에 따른 세제 혜택 등 정책적·재정적 지원을 아끼지 않을 예정이다.

지역 산업 고도화와 양질의 일자리 창출 기대

향후 부산시는 정례 협의체를 운영하며 공동 프로젝트를 발굴하고 국내외 유망 연구 기관과의 협력을 확대할 계획이다. 이를 통해 해양 분야 반도체 기술의 국산화를 앞당겨 공급망을 안정화하고, 지역 산업 구조를 고부가가치 중심으로 개편해 양질의 일자리를 창출한다는 전략이다.

 

박형준 시장은 “오늘 출범한 K-해양반도체 얼라이언스는 대한민국 반도체 산업의 적용 분야를 해양으로 확장하는 역사적인 첫걸음이자 민관 협력의 모범 사례가 될 것”이라며, “부산이 세계가 주목하는 해양반도체 성지로 도약할 수 있도록 모든 역량을 쏟겠다”고 강조했다.

The City of Busan announced on January 19 that it officially launched the ‘K-Marine Semiconductor Alliance’ at a ceremony held at Signiel Busan in Haeundae. The initiative marks a significant step in integrating South Korea’s world-class shipbuilding and maritime expertise with its advanced semiconductor industry.

 

The launch event was attended by Busan Mayor Park Heong-joon, National Assembly Member Jung Dong-man, and over 150 key figures from industry and academia. Notable participants included executives from top-tier shipbuilders—HD Hyundai Heavy Industries, Hanwha Ocean, and Samsung Heavy Industries—as well as leading semiconductor firms like SK Keyfoundry and DB HiTek.

 

Building a Global Hub for Marine Semiconductors

The alliance aims to transform Busan into a global hub for next-generation marine semiconductors. To achieve this, the city plans to develop an ‘Innovation Belt’ by linking three strategic locations:

 

* The Power Semiconductor Specialized Complex in Gijang

* The Boost Belt in Yeongdo

* The 2nd Centum City Urban Fusion Special Zone in Haeundae

 

By fostering this cluster, Busan aims to rank among the world's top 30 semiconductor ecosystems, aligning its efforts with national policies for semiconductor growth and digital transformation in the maritime sector.

 

A Private-Led Value Chain: From Design to Reality

The core of the alliance is a private-led supply chain designed to internalize core technologies.

 

Semiconductor companies will focus on designing and manufacturing system and power chips capable of withstanding harsh maritime environments (high humidity, salinity, and extreme temperatures). Shipbuilding giants will serve as the primary customers and provide 'test beds' to verify the performance of domestically produced chips on actual vessels.

 

To support this synergy, the City of Busan is offering substantial incentives, including up to '33 billion KRW in investment subsidies', support from the National Growth Fund, and significant tax benefits through the designation of "Opportunity Development Special Zones."

 

Expanding the Horizons of Korea's Semiconductor Industry

The city plans to evolve the alliance into a practical cooperation platform through regular consultative meetings, joint R&D projects, and expanded international partnerships. This strategy is expected to high-value-add the maritime industry and create high-quality local jobs.

 

"The K-Marine Semiconductor Alliance is the first step in expanding the reach of Korea’s semiconductor industry to the ocean," said Mayor Park Heong-joon. "This is a prime example of public-private partnership that will establish Busan as a world-renowned sanctuary for marine semiconductor technology."
