[브레이크뉴스=배종태 기자] 부산 기장군이 여름철 호우 피해를 예방하고 쾌적한 하천 환경을 조성하기 위해 관내 하천과 계곡의 불법 점용시설에 대한 전수조사와 단속에 나섰다.

기장군은 지방하천 18개와 소하천 42개 등 총 60개 하천 140km 구간을 대상으로 대대적인 점검을 실시한다고 밝혔다. 이번 조사는 하천 물 흐름을 방해해 침수 사고의 원인이 되는 불법 시설물을 사전에 정비하기 위해 마련됐다.

주요 정비 대상은 하천과 계곡 주변에 무단으로 설치된 평상, 그늘막, 방갈로 등 영업용 시설을 비롯해 불법 경작지, 가설건축물, 데크 등이다. 군은 효율적인 조사를 위해 전수조사용역에 착수했으며, 담당 공무원이 직접 현장을 점검하며 오는 6월까지 약 90일간 정비를 이어갈 계획이다.

군은 본격적인 단속에 앞서 주민들의 자발적인 참여를 이끌어내는 데 집중하고 있다. 위법행위 발생 지역에 안내 현수막을 게시하고 홍보물을 배부하는 한편, 5개 읍·면 이장회의와 순회 설명회를 통해 단속 계획을 상세히 안내하고 있다.

전수조사 이후 적발된 시설에 대해서는 우선적으로 자진 철거를 유도할 방침이다. 하지만 이를 이행하지 않을 경우 관련 법령에 따라 원상회복 명령을 내리고, 고발 조치나 행정대집행 등 강력한 법적 수단을 동원해 엄정 대응할 예정이다.

기장군 관계자는 지속적인 점검과 관리를 통해 불법 행위를 근절하고 군민이 안심하고 이용할 수 있는 안전한 하천 환경을 조성하겠다고 강조했다.

=Comprehensive inspection of 60 rivers covering 140km to encourage voluntary removal

Gijang-gun, Busan, has launched a comprehensive inspection and crackdown on illegal structures along local rivers and valleys to prevent flooding during the summer rainy season and ensure public safety.

The inspection covers a total of 60 rivers, including 18 local rivers and 42 small streams, spanning a total length of 140km. This initiative aims to preemptively remove illegal facilities that obstruct water flow and increase the risk of flooding and safety accidents during heavy rainfall.

The targets for cleanup include all unauthorized structures near rivers, valleys, and ditches. This encompasses commercial facilities such as outdoor tables (pyeongsang), sunshades, and bungalows, as well as illegal farming, makeshift buildings, and wooden decks. The county has commissioned a specialized inspection service, and officials will conduct on-site checks for approximately 90 days through June.

Prior to enforcement, Gijang-gun is focusing on publicizing the plan to encourage voluntary removal. The county is installing banners in areas with high violation rates, distributing promotional materials, and holding briefing sessions for residents during village head meetings across five towns and townships.

Following the inspection, the county will issue notices for voluntary removal. For those who fail to comply, the authorities plan to take rigorous legal actions, including restoration orders, criminal charges, and administrative execution (forced demolition) in accordance with relevant laws.

A representative from Gijang-gun stated that the county would eliminate illegal facilities through continuous monitoring and management to create a safe and pleasant river environment for all residents.
