[브레이크뉴스=배종태 기자] 부산시가 글로벌 해운산업 허브 도시로 도약하기 위해 해운업종 유치의 고질적 걸림돌이었던 투자보조금 지원체계를 대대적으로 손질한다.

시는 해운기업의 부산 이전과 신규 투자를 촉진하기 위해 '부산광역시 기업 및 투자 유치 촉진 조례 및 시행규칙' 개정을 추진하고, 해운업종에 특화된 맞춤형 지원정책을 시행한다고 밝혔다.

그동안 정부와 지자체의 투자보조금은 제조업과 정보통신업 위주로 편성되어 있어, 자산 구조와 고용 형태가 독특한 해운업계는 사실상 지원 사각지대에 놓여 있었다. 부산시는 이러한 한계를 극복하기 위해 해상운송, 해운중개, 선박관리업 등 해운법상 관련 업종이 실질적인 혜택을 받을 수 있도록 지원 특례를 마련했다.

현재 지원 근거를 담은 조례 개정안은 시의회 상임위를 통과했으며, 오는 29일 본회의 의결을 거쳐 확정될 예정이다. 시는 조례 개정 후 해운업계의 특성을 반영한 구체적인 지원 유형을 도입하고, 투자 환경 개선을 위한 추가 정책도 지속적으로 발굴할 방침이다.

부산시 관계자는 “이번 체계 개편으로 우수 해운기업 유치의 물꼬가 트일 것으로 기대한다”며, “신속한 제도 정비를 통해 부산이 글로벌 허브도시로서의 비전을 실현할 수 있도록 최선을 다하겠다”고 말했다.

Introduction of customized support through ordinance revisions to accelerate the vision of becoming a Global Hub City.

Busan Metropolitan City is fundamentally restructuring its investment subsidy system to eliminate long-standing barriers and establish itself as a premier global maritime hub.

The city announced a comprehensive plan to attract shipping companies by amending the "Busan Metropolitan City Ordinance and Enforcement Rules on Promotion of Corporate and Investment Attraction."

 This move aims to provide tailored financial incentives for maritime businesses relocating to or expanding within Busan. Historically, the central government’s local investment promotion subsidies have focused primarily on manufacturing, IT, and knowledge-based services. 

This left the shipping industry—encompassing maritime passenger and cargo transport, ship management, and brokerage—largely excluded due to its unique asset structures and employment patterns.

To bridge this gap, the newly proposed ordinance includes special investment subsidy provisions specifically designed for the maritime sector. The amendment has already passed the standing committee of the Busan Metropolitan Council and is scheduled for final approval during the plenary session on April 29.

Beyond financial subsidies, Busan plans to continuously develop additional support policies to optimize the investment environment for maritime enterprises.

"We expect this overhaul to pave the way for attracting world-class shipping companies that were previously hindered by the lack of targeted support," a Busan city official stated. "By rapidly implementing this system, we will drive the realization of Busan's vision as a Global Hub City."
