[브레이크뉴스=배종태 기자] 부산시가 오는 6월 개최 예정인 ‘방탄소년단 월드투어 아리랑 IN 부산’ 공연을 앞두고 대규모 인파 운집에 대비한 전방위 안전관리 체계를 가동하며 대응에 나섰다.

 

부산시는 19일 오후 시청 영상회의실에서 부산시장 권한대행 주재로 현안 점검회의를 열고 공연 안전, 의료 대응, 교통 대책 등 분야별 준비 상황을 종합 점검했다. 이날 회의에는 공연 주최사 하이브(HYBE)도 참석해 안전관리계획을 발표하고 실무 협력 방안을 논의했다.

 

시는 공연이 열리는 부산아시아드주경기장을 중심으로 발생할 수 있는 다양한 위험 상황을 가정해 현장 대응 체계를 정밀 점검하고, 실시간 인파 밀집도 기반 관리 시스템을 통해 안전 사각지대를 최소화한다는 방침이다. 특히 현장 지휘 체계, 응급 의료 대응, 보행 동선 관리 등 전 과정에 대한 통합 점검이 이뤄졌다.

 

또한 부산시는 공연 기간인 6월 12일부터 13일까지 관광마이스국장을 중심으로 소방재난본부, 부산경찰청 등 유관기관이 참여하는 종합상황실을 운영하고, ‘다중운집 인파관리 시스템’을 연계해 실시간 상황 대응에 나선다.

 

공연장과 주요 이동 동선에는 안전 인력을 집중 배치하고, 부산아시아드주경기장 출입구 및 인근 도시철도 역사 등 혼잡 구간에 대한 현장 통제를 강화한다. 광안리 M 드론쇼, 북항 포트빌리지 등 주변 행사장에도 순찰 인력을 확대 배치해 부산 전역 단위의 통합 안전관리 체계를 구축할 계획이다.

 

아울러 공연장 인근에는 소방현장지휘본부와 응급의료소를 설치해 응급 상황 발생 시 즉각적인 구급 및 이송이 가능하도록 현장 대응 체계를 강화한다.

교통 대책도 함께 마련된다. 부산시는 김해공항 국제선 이용객 증가에 대비해 출입국 심사 인력을 탄력적으로 운영하고, 공연 전후 혼잡 시간대에는 도시철도, 경전철, 시내버스 등 대중교통을 증편해 수송력을 높일 계획이다.

 

특히 종합운동장역 등 주요 혼잡 거점은 단계별 승객 유입 통제 시스템을 적용하고, 주변 도로는 사전 교통 관리와 불법 주정차 단속을 강화한다. 개인형 이동장치(PM)도 즉시 견인 조치를 시행하는 등 보행자 안전 확보에 집중한다.

 

부산시는 이번 공연을 단순 행사 지원을 넘어 도시 전역을 무대로 한 ‘도시 전역 축제화’ 프로젝트로 추진한다. 케이팝(K-POP) 콘텐츠와 관광 인프라를 결합해 환대, 체험, 미식, 각인 등 4단계 전략을 실행하고, 글로벌 팬덤을 대상으로 ‘INTO K-POP, INTO BUSAN’ 캠페인도 전개한다.

 

또한 빅데이터 분석과 현장 실태조사를 통해 공연의 경제·사회적 파급효과를 정밀 분석하고, 관광정책 수립의 기초자료로 활용할 계획이다. 이를 통해 체류형 케이(K)-관광 거점 도시로서 부산의 경쟁력을 강화한다는 구상이다.

The City of Busan has launched an all-out safety management system in preparation for the upcoming “BTS World Tour Arirang IN Busan,” scheduled for June, as it anticipates a massive influx of visitors.

 

On May 19 at 2:00 p.m., Busan City held an emergency status review meeting at the city hall video conference room, chaired by the Acting Mayor of Busan, Kim Kyung-deok. The meeting comprehensively reviewed preparations across safety, medical response, and transportation systems for the large-scale event.

 

The session was attended by HYBE, the event organizer, which presented its safety management plan and discussed detailed operational cooperation with the city. HYBE and city officials jointly examined integrated response strategies for crowd control and emergency management.

 

The upcoming “BTS World Tour Arirang IN Busan” concerts are scheduled to take place on June 12 and 13 at the Busan Asiad Main Stadium. Authorities are focusing on preventing any safety gaps by implementing a real-time crowd density monitoring system and strengthening on-site command structures.

 

Busan City plans to operate a joint integrated control center from June 12 to 13, led by the Director of the Tourism and MICE Bureau, in cooperation with the Fire Disaster Headquarters and Busan Police Agency. Through this system, real-time monitoring of crowd movements and emergency situations will be conducted citywide.

 

Safety personnel will be deployed intensively around the stadium entrances and key transit stations, while risk factors along pedestrian routes will be preemptively removed. Additional staffing will be assigned to nearby congestion points, including subway stations and main access roads, to ensure seamless crowd flow management.

 

The city will also expand patrols and integrated monitoring across surrounding event zones such as the Gwangalli M Drone Show area and the North Port Port Village, ensuring safety coverage extends beyond the main venue to a citywide level.

 

A dedicated on-site emergency medical station and fire command post will be established near the stadium to enable rapid response, emergency treatment, and patient transport in case of incidents.

 

Transportation measures are also being significantly strengthened. In anticipation of increased international arrivals at Gimhae International Airport, immigration staffing will be maximized. During peak congestion periods before and after the concerts, public transportation services—including urban rail, light rail, and city buses—will be increased and headways reduced.

 

Particularly at major congestion hubs such as Sports Complex Station, phased entry control measures will be implemented. Roadside parking enforcement will be tightened, and shared personal mobility devices will be immediately removed from restricted zones to ensure pedestrian safety.

 

Busan City is also positioning the event as a “citywide festival project,” transforming the entire city into a stage. By linking K-pop content with tourism infrastructure, the city will implement a four-stage strategy: hospitality, experience, cuisine, and imprinting.

 

A global campaign titled “INTO K-POP, INTO BUSAN” will also be launched to promote Busan as a global K-pop destination during the peak concert period.

 

In addition, the city will conduct data-driven analysis of the event’s economic and social impact through big data and field surveys. The findings will be used to develop tailored tourism products and improve visitor accommodation systems, serving as foundational policy data for future large-scale international events.

 

Acting Mayor Kim Kyung-deok stated, “As this is a global event drawing worldwide attention, we will closely cooperate with relevant agencies and the organizer to ensure there are no safety gaps or transportation disruptions. Through this event, we aim to establish Busan as a world-class stay-oriented K-tourism hub beyond a simple concert venue.”
