[브레이크뉴스=배종태 기자] 부산시의회 더불어민주당 한갑용 원내대표가 제10대 시의회 출범을 맞아 부산의 미래를 위한 초당적 협치를 제안했다. 한 원내대표는 가덕도신공항과 북항 재개발 등 지역 현안 해결을 위해 여야가 정파를 넘어 협력해야 한다며, 시민이 체감하는 변화와 책임 있는 의정활동을 약속했다.

 

한갑용 원내대표는 14일 열린 제338회 부산광역시의회 임시회 본회의 자유발언을 통해 제10대 시의회 출범에 대한 소회와 향후 의정 운영 방향을 밝혔다.

 

한 원내대표는 부산이 수도권 집중 현상이 심화되는 가운데 성장의 갈림길에 서 있다고 진단하며, 앞으로 4년이 부산의 미래를 결정할 중요한 시기가 될 것이라고 강조했다.

 

그는 "지금 부산은 수도권 일극체제 속에서 활력을 잃어가는 변곡점에 서 있다"며 "향후 4년은 부산이 다시 대한민국의 성장을 이끄는 도시로 도약할지, 쇠퇴의 길로 접어들지를 결정하는 중요한 시간"이라고 말했다.

 

한 원내대표는 의회 내 정치적 대립과 정쟁을 경계하면서 지역 현안 해결에 역량을 집중해야 한다고 강조했다. 그는 "부산에는 정쟁에 허비할 시간이 없다"며 "가덕도신공항 건설, 북항 재개발, 지역경제 회복, 청년 일자리 창출 등 시민 삶과 직결된 과제가 산적해 있다"고 밝혔다.

 

이어 부산이 세계적인 해양수도로 도약하기 위해서는 여야의 협력이 무엇보다 중요하다고 말했다. 그는 부산의 미래를 위한 정책이라면 발의 주체를 따지지 않고 함께 추진하겠다는 뜻을 밝혔다.

 

한 원내대표는 "좋은 정책은 함께 만들고 필요한 예산은 함께 확보하겠다"며 "중앙정부의 지원이 필요한 사안에는 여야가 하나 되어 부산의 목소리를 내겠다"고 말했다.

 

또 강무길 부산시의회 의장이 강조한 협치와 화합의 정신에 공감한다며, 정당은 다를 수 있지만 부산을 사랑하는 마음만큼은 같아야 한다고 강조했다.

 

11석을 보유한 민주당 원내대표로서 소수 정당의 역할에 대한 의지도 밝혔다. 그는 의석수의 많고 적음을 넘어 시민의 목소리에 더욱 귀 기울이고, 더 큰 책임감을 갖고 의정활동을 펼치겠다고 말했다.

 

한 원내대표는 "더불어민주당은 11석이라는 숫자에 머물지 않고 더 크게 듣고 더 무겁게 책임지며 먼저 손을 내밀겠다"며 "정쟁보다 부산을, 대립보다 협치를 선택해 시민들이 정치가 달라졌다고 체감하는 4년을 만들겠다"고 강조했다.

Han Gap-yong, floor leader of the Democratic Party on the Busan Metropolitan Council, called for bipartisan cooperation to address the city's most pressing challenges during a floor speech on July 14. Emphasizing that Busan's future should take precedence over partisan politics, he urged lawmakers to work together on major development projects and pledged responsible leadership despite his party's minority status in the council.

 

Speaking during the 338th extraordinary session of the Busan Metropolitan Council, Han Gap-yong outlined his vision for the 10th Busan City Council and the direction of its legislative agenda over the next four years.

 

Han said Busan stands at a critical turning point as the city struggles with the growing concentration of population and economic activity in the Seoul metropolitan area.

 

"Busan is at a crossroads," Han said. "The next four years will determine whether the city can once again become a driving force behind South Korea's growth or continue on a path of decline."

 

Warning against partisan confrontation, Han argued that the city cannot afford political gridlock while facing a series of urgent challenges.

 

"There is no time for political infighting in Busan," he said, citing the construction of Gadeokdo New Airport, the redevelopment of Busan North Port, regional economic recovery, and youth employment as issues requiring immediate attention.

 

Han also presented a vision of Busan emerging as a leading global maritime city and stressed that such a goal could only be achieved through cooperation across party lines.

 

"If a policy serves Busan's future, I will not care which party proposed it," he said. "We will develop good policies together, secure the necessary funding together, and, when support from the central government is needed, both ruling and opposition parties should speak with one voice."

 

Han expressed support for Busan City Council Speaker Kang Mu-gil's call for cooperation and unity, saying that while political parties may differ, their commitment to Busan should remain the same.

 

As leader of the Democratic Party's 11-member caucus, Han pledged to play a constructive role despite being in the minority.

 

"The Democratic Party will not be defined by the size of its caucus," he said. "We will listen more closely, shoulder greater responsibility, and be the first to extend a hand for cooperation."
