[브레이크뉴스=배종태 기자] 우성빈 기장군수가 취임 후 인수위원회 활동 및 시정 파악 기간 중 다수의 부정부패 의심 사업을 발견함에 따라 특혜성 의심 사업에 대한 전수조사에 전격 나선다.

우 군수는 21일 기자회견을 열고 “군민의 것을 군민에게, 군민주권 기장”을 실현하겠다는 취임 약속을 강조하며, 지역 토호세력과 유착된 것으로 의심되는 사업에 대해 강력한 전수조사를 실시하겠다고 밝혔다. 조사 결과 위법 사항이 확인될 경우 사법기관 협조 요청 등 엄중 조치할 방침이다. 군은 이를 위해 군수 직속으로 ‘부정부패 의심 사업 전수조사 TF’를 즉시 설치하고 전 부서에 의심 사업 보고를 지시했다.

‘치유의 숲’·‘농협기자재센터 진입로’ 등 대표적 특혜 의심 사례 지적

이날 기자회견에서는 막대한 혈세가 투입되어 특정인에게 혜택이 돌아간 것으로 의심되는 대표적 사업 두 가지가 상세히 공개됐다.

첫째는 장안읍 명례리의 ‘치유의 숲’ 조성 사업이다. 해당 부지는 154kv 고압선과 고압철탑이 지나가 감전 위험이 있는 곳임에도 투자심사를 회피하기 위해 최초 사업비를 14억 원으로 낮게 책정한 의심을 받고 있다. 이후 주무 부서가 아닌 건설과에서 45억 9천만 원을 들여 700m에 이르는 비정상적으로 긴 진출입로를 만들면서 주변 맹지가 국도로 연결되기 쉽게 설계됐다. 현재 이용객이 없음에도 화장실, 주차장, 관리시설 공사 등에 추가로 7억 4천여만 원을 투입하는 등 총 80여억 원의 혈세가 낭비된 대표적 부정부패 의심 사업으로 지적됐다.

둘째는 일광읍 화전리 일원의 도로 개설 사업이다. 동부산농협이 도로 건설비 명목으로 9억 원을 군 계좌에 이미 예치한 기이한 사업으로, 40여 가구의 농기구 수리를 위해 동부산농협기자재센터로 가는 길을 만든다는 명분으로 추진됐다. 그러나 구거(도랑) 부분만 복개해도 되는 것을 굳이 14호 국도 구간까지 연장 설계하여, 도로가 맹지인 수천 평의 자연녹지 임야를 완전히 감싸게 함으로써 특정 토지소유주에게 막대한 이익을 주려 한 정황이 포착됐다.

이장협의회 워크숍 논란 사과 및 토호세력 유착 근절 의지

한편 우 군수는 최근 기장군 이장협의회가 한수원으로부터 2,700여 만원을 지원받아 개최한 워크숍에서 예산 대부분을 식사비와 기념품으로 지출해 논란이 된 건에 대해서도 언급했다. 취임 전 준비된 행사였으나 행정 수장으로서 사과문을 발표했던 우 군수는 “대다수 이장분들은 내역을 제대로 인지하지 못하고 참석했다”라며 이장들이 행정 보조자로서 본분을 다할 수 있도록 군민들의 격려를 부탁했다.

우 군수는 “부산시에서 1인당 예산이 최상위권인 기장군의 예산은 오직 군민을 위해서만 사용되어야 한다”라며 “힘겹게 번 군민의 혈세가 특정인의 이익을 위해 낭비되지 않도록 수십 년간 쌓여온 특혜성 행정과 토호세력 유착을 한 치의 망설임 없이 근절하겠다”라고 강조했다.

Gijang-gun Mayor Woo Sung-bin announced a full-scale investigation into projects suspected of preferential treatment, following the discovery of numerous corrupt practices during the transition committee period and initial review of municipal affairs after taking office.

Mayor Woo held a press conference on the 21st, reiterating her inauguration promise to "return what belongs to the citizens back to the citizens, establishing a Gijang of citizen sovereignty." She declared that the county will conduct a rigorous investigation into projects suspected of collusion with local power brokers and take stern action, including requesting cooperation from investigative authorities if any illegalities are confirmed. To this end, the county will immediately establish a "Task Force for Full Investigation of Suspected Corrupt Projects" directly under the Mayor and order all departments to report suspicious cases.

Key Cases Highlighted: 'Healing Forest' and 'Nonghyup Equipment Center Access Road'

During the press conference, Mayor Woo disclosed two representative cases suspected of wasting taxpayer money and providing undue benefits to specific individuals.

The first is the "Healing Forest" development project in Myeongrye-ri, Jangan-eup. Despite safety concerns from high-voltage steel towers and 154kV power lines running above the site, the initial project cost was allegedly set low at 1.4 billion KRW to bypass Busan City's investment review. Subsequently, the Construction Division—rather than the primary Forest and Parks Division—spent 4.59 billion KRW to construct an abnormally long 700-meter access road, which conveniently connected surrounding land-locked properties to the national highway. Furthermore, an additional 740 million KRW is being spent on facilities such as restrooms, parking lots, and management offices despite a lack of visitors, bringing the total wasted public funds to approximately 8 billion KRW.

The second case involves a road construction project in Hwajeon-ri, Ilgwang-eup. In an unusual arrangement, the Dongbusan Agricultural Cooperative deposited 900 million KRW into the county's off-budget account. The project was ostensibly designed to build a road to the "Dongbusan Agricultural Cooperative Equipment Center" for about 40 farming households. However, instead of simply covering the existing ditch, the route was extended to National Route 14, encircling thousands of pyeong of land-locked natural green space and timberland, sparking strong suspicions that it was tailored to generate massive profits for specific landowners.

Apology Over Village Heads' Workshop Controversy and Firm Resolve to End Collusion

Mayor Woo also addressed the recent controversy surrounding the Gijang-gun Village Heads Association, which spent most of a 27 million KRW grant from Korea Hydro & Nuclear Power (KHNP) on meals and souvenirs. Although the event was arranged prior to his inauguration, Mayor Woo—who had previously issued a formal apology—noted that "most village heads attended without fully knowing the details or cost breakdown." She asked the public for encouragement so that the village heads could faithfully fulfill their roles as administrative assistants.

Mayor Woo emphasized, "The budget of Gijang-gun, which ranks at the top in Busan for budget per capita, must be used solely for our residents. I will not hesitate for a moment to eradicate decades of preferential administration and collusion with local power brokers so that the hard-earned tax dollars of our citizens are never squandered for the gain of a select few."
