유네스코 세계유산 25곳 신규 등재...3곳 보류·3곳 반려문화유산 19곳, 자연유산 5곳, 복합유산 1곳 등 총 25곳...'한국의 갯벌' 2단계가 유네스코 세계유산에 등재
신규 등재 및 심사 결과 이번 회기를 통해 문화유산 19곳, 자연유산 5곳, 복합유산 1곳 등 총 25개의 유산이 유네스코 세계유산 목록에 새롭게 이름을 올렸다. 이로써 전 세계 유네스코 세계유산은 총 1,273곳(문화유산 991곳, 자연유산 240곳, 복합유산 42곳)으로 늘어났다. 기존 등재 유산 중 2곳은 영역 확장이 승인되었다.
레바논의 '아멜산 성채군', 팔레스타인의 '세바스티아', 남수단의 '보마-바딩길로 이동성 경관' 등 3곳은 긴급 심사 절차를 통해 세계유산 등재와 동시에 '위험에 처한 세계유산 목록'에 포함되었다.
반면 포르투갈의 '라이아 요새군'과 카자흐스탄·키르기스스탄·타지키스탄·우즈베키스탄이 공동 신청한 '페르가나-시르다리야 회랑' 등 2건은 등재 보류 결정이 내렸다. 또한 사우디아라비아의 '아카바만 홍해 산호초', 스페인의 '리베이라 사크라 수경관', 러시아의 '토라타우·쿠슈타우·유락타우 바시키르 시칸' 등 3건은 보완을 위해 해당 당사국으로 반려되었다.
보존 상태 평가 및 위험에 처한 유산 지정 위원회는 이미 등재되어 있는 유산 147곳의 보존 상태를 정밀 검토했다. 검토 결과 우크라이나의 '타우리카 케르소네소스 고대 도시와 그 호라', 수리남의 '파라마리보 역사 시가지', 레바논의 '티르' 등 3곳이 '위험에 처한 세계유산 목록'에 새롭게 지정되었다.
반면 보존 및 관리 노력이 인정된 오스트리아의 '비엔나 역사 지구'는 위험에 처한 유산 목록에서 최종 제외되었다. 차기 유네스코 세계유산위원회 회기는 튀르키예 이스탄불에서 개최될 예정이다.
한편 지난 25일 열린 제48차 유네스코 세계유산위원회(7.19.~7.29.) 본회의에서 '한국의 갯벌(Getbol, Korean Tidal Flats)' 2단계가 유네스코 세계유산에 등재되었다. 이에 따라 '한국의 갯벌'은 기존 서천갯벌, 고창갯벌, 신안갯벌, 보성-순천갯벌에 ▲ 여수갯벌, ▲ 고흥갯벌, ▲ 무안갯벌, ▲ 서산갯벌이 추가되어 총 6개 구성요소로 이루어진 연속유산으로 확대되었다. * 한국의 갯벌 구성요소(6개): (보성-순천-여수-고흥갯벌, 신안-무안 탄도만 갯벌, 무안 함해만 갯벌, 고창갯벌, 서천갯벌, 서산갯벌)
국가유산청은 2021년 '한국의 갯벌'의 1단계 등재 이후 관계 중앙부처와 지방자치단체, 지역사회, (재)한국의갯벌세계유산등재추진단 등과 긴밀히 협력하며 추가 갯벌 지역의 세계유산적 가치를 검토하고, 보호구역 지정과 관리체계 정비, 지역사회와의 협의, 자문기구인 국제자연보전연맹(IUCN)의 심사 대응 등을 지속적으로 추진하여 이번 2단계 확대 등재를 이뤄낸 만큼 '한국의 갯벌」의 탁월한 보편적 가치를 체계적으로 보존·관리하고, 지역사회와 함께하는 지속가능한 활용 기반을 마련해 나갈 계획이다.
아울러, 이번 세게유산위원회에서 본회의 첫날에는 무력분쟁, 기후변화, 개발상의 압력 등 세계유산을 둘러싼 복합 도전에 함께 대응하기 위한 협력의 중요성을 담은 ‘세계유산에 관한 부산 선언(Busan Declaration on World Heritage)을 컨센서스로 채택했다.
이와 함께, 위원회 개최를 맞아 개최국 공식 전시관인 ‘대한민국관(K-Heritage House, 7.20.~7.29.)’도 조선시대 궁궐의 수문장 교대의식과 전통 개문 의식을 현대적으로 재현한 개문행사로 공식 개관을 알렸다. 대한민국관은 세계유산위원회 기간에 대한민국의 세계유산·인류무형유산·세계기록유산과 국가유산 정책, 국제협력의 성과를 국내외 관람객에게 소개하는 개최국 공식 전시관으로, 정부기관과 지방자치단체, 종교계, 사회재단 등 총 35개 기관이 참여하는 특별전시와 공연, 체험 프로그램이 다채롭게 운영됐다.
25 New Sites Inscribed on UNESCO World Heritage List… 3 Deferred and 3 Remanded The UNESCO World Heritage Committee, held in Busan, South Korea, concluded its session by officially inscribing 25 new properties onto the World Heritage List. This session comprehensively evaluated the inscription of new properties, decisions on deferrals and referrals, and the state of conservation of existing heritage sites.
New Inscriptions and Evaluation Results Through this session, a total of 25 properties—including 19 cultural heritage sites, 5 natural heritage sites, and 1 mixed heritage site—newly entered the UNESCO World Heritage List. This brings the total number of UNESCO World Heritage sites worldwide to 1,273 (991 cultural, 240 natural, and 42 mixed sites). In addition, boundary extensions for two previously inscribed properties were approved.
Three sites—Lebanon's "Sanctuaries of Mount Amel," Palestine's "Sebastia," and South Sudan's "Boma-Badingilo Migratory Landscape"—were placed on the "List of World Heritage in Danger" simultaneously with their inscription through emergency evaluation procedures.
Conversely, two nominations—Portugal's "Fortified Garnison Town of Elvas" [Note: referring to the text's 'Laia Fortress Group'] and the transnational nomination of "Fergana-Syrdarya Corridor" submitted jointly by Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan—were deferred. Furthermore, three applications were referred back to the respective states parties for supplementation: Saudi Arabia's "Red Sea Coral Reefs of the Gulf of Aqaba," Spain's "Ribera Sacra Cultural Landscape," and Russia's "Toratau, Kushtau, and Yuraktau Bashkir Shikhans."
State of Conservation Assessment and Designation of Heritage in Danger The Committee closely reviewed the state of conservation of 147 already inscribed properties.
As a result of the review, three sites—Ukraine's "Ancient City of Tauric Chersonese and its Chora," Suriname's "Historic Inner City of Paramaribo," and Lebanon's "Tyre"—were newly added to the "List of World Heritage in Danger." On the other hand, Austria's "Historic Centre of Vienna," whose preservation and management efforts were recognized, was finally removed from the List of World Heritage in Danger. The next session of the UNESCO World Heritage Committee will be held in Istanbul, Turkey.
Meanwhile, during the plenary session of the 48th UNESCO World Heritage Committee held on July 25 (July 19–29), Phase 2 of "Getbol, Korean Tidal Flats" was inscribed as a UNESCO World Heritage site. Consequently, "Korean Tidal Flats" has expanded into a serial property consisting of a total of six components, adding ▲ Yeosu Tidal Flats, ▲ Goheung Tidal Flats, ▲ Muan Tidal Flats, and ▲ Seosan Tidal Flats to the existing Seocheon, Gochang, Shinan, and Boseong-Suncheon tidal flats.

Since the Phase 1 inscription of "Korean Tidal Flats" in 2021, the Korea Heritage Service (KHS) has closely cooperated with relevant central ministries, local governments, local communities, and the (Re)Korean Tidal Flats World Heritage Inscription Promotion Team to examine the World Heritage values of additional tidal flat areas. Through continuous efforts such as designating protected areas, reorganizing management systems, consulting with local communities, and responding to evaluations by the advisory body IUCN, the KHS has successfully achieved this Phase 2 extended inscription. Moving forward, the agency plans to systematically preserve and manage the Outstanding Universal Value (OUV) of the "Korean Tidal Flats" while establishing a foundation for sustainable utilization together with local communities.
Additionally, on the first day of the plenary session, the World Heritage Committee adopted by consensus the "Busan Declaration on World Heritage," which contains the importance of cooperation to jointly respond to complex challenges surrounding world heritage, such as armed conflict, climate change, and development pressures.
In celebration of the committee's hosting, the official host country exhibition hall, "K-Heritage House" (July 20–29), announced its official opening with an opening ceremony that modernly reenacted the Joseon Dynasty royal palace's Royal Guard Changing Ceremony and traditional gate-opening ritual. Operating throughout the World Heritage Committee session, the K-Heritage House introduced South Korea's World Heritage, Intangible Cultural Heritage, Memory of the World, national heritage policies, and international cooperation achievements to domestic and international visitors through diverse special exhibitions, performances, and experiential programs involving a total of 35 organizations, including government agencies, local governments, religious communities, and social foundations. <저작권자 ⓒ 부산브레이크뉴스 무단전재 및 재배포 금지>
