[브레이크뉴스=배종태 기자] 부산시가 관내 일부 지역에 폭염중대경보가 발효됨에 따라 29일 긴급 특별대책 점검회의를 개최하고 옥외작업 중단 권고와 취약계층 보호 등 총력 대응에 들어갔다.

기상청은 29일 오후 4시 부산 서부와 중부 지역을 대상으로 폭염중대경보를 발표했으며, 이 경보는 30일 오전 11시부터 발효된다. 폭염중대경보는 일 최고 체감온도 35도 이상이 2일 이상 지속된 상태에서 체감온도 38도 이상 또는 최고기온 39도 이상이 하루 이상 이어질 것으로 예상될 때 발령된다.

전재수 부산시장의 주재로 열린 이날 회의에는 부산고용노동청과 한국산업안전보건공단, 소방, 부산교통공사, 부산시설공단 등 관계 기관이 참석해 기관별 대응책을 논의했다.

시는 폭염중대경보 발효에 맞춰 긴급조치작업을 제외한 옥외작업 중지를 권고하고, 파크골프장 등 지자체 운영 야외 체육시설을 휴장하기로 했다. 야외 행사와 축제 역시 취소하거나 연기하도록 적극 유도할 방침이다.

취약계층 안전 관리도 대폭 강화한다. 노숙인 현장대응팀 순찰과 쪽방주민 안부 확인을 비롯해 독거노인, 중증 장애인, 고독사 위험군에 대한 돌봄 서비스를 확대한다. 또한, 오는 8월부터는 기존 이동노동자 쉼터 7곳에 더해 CU편의점 48곳을 24시간 이동노동자 쉼터로 추가 지정해 운영할 예정이다.

이와 함께 시는 대시민 폭염 예방물품 지원 등을 위해 2차 폭염대책비 3억 6천만 원을 각 구·군에 긴급 교부했다. 이에 따라 올해 부산시가 투입한 폭염 대응 예산은 총 22억 9천만 원으로 늘어났다.

한편, 28일 기준 부산 지역 온열질환자 수는 38명으로 지난해 같은 기간(89명)에 비해 절반 이하 수준을 유지하고 있는 것으로 집계됐다.

전재수 부산시장은 폭염중대경보는 시민 생명을 위협할 정도의 극심한 더위를 의미한다며, 기록적인 폭염으로부터 시민 생명과 안전을 지키기 위해 모든 행정력을 집중하겠다고 밝혔다.

Busan Issues Severe Heat Warning, Convening Emergency Response and Allocating Special Budget

The Busan Metropolitan Government convened an emergency disaster response meeting on Wednesday and allocated additional funding after issuing a Severe Heat Warning for major areas of the city, recommending outdoor work suspensions and expanding vulnerable group protections.

The Korea Meteorological Administration issued the warning at 4 p.m. Wednesday, with measures taking effect at 11 a.m. Thursday across western and central Busan. A Severe Heat Warning is triggered when daily perceived temperatures exceed 35 degrees Celsius for two consecutive days, alongside forecasts of perceived temperatures reaching 38 degrees Celsius or higher, or maximum temperatures hitting 39 degrees Celsius or higher for at least one day.

Busan Mayor Jeon Jae-soo chaired the situation assessment and special measures meeting at the City Disaster and Safety Countermeasures Headquarters.

Representatives from the Busan Employment and Labor Office, the Korea Occupational Safety and Health Agency, the Busan Fire Department, the Busan Transportation Corporation, and the Busan Facilities Corporation attended to coordinate inter-agency protocols.

Following the warning, municipal officials recommended halting non-emergency outdoor labor and announced the closure of city-run outdoor sports facilities, including park golf courses. Authorities are also actively reviewing plans to cancel or postpone outdoor public events and festivals.

The city is broadening outreach for vulnerable populations, increasing patrols by homeless response teams and expanding wellness checks for residents in single-room housing, elderly individuals living alone, and people with severe disabilities. Starting in August, Busan will partner with CU convenience stores to establish 48 designated 24-hour heat shelters for mobile and delivery workers, building on the seven existing municipal shelters.

To fund immediate safety supplies and community-level responses, Busan urgently distributed a second heat wave allocation of 360 million won to local district offices on Wednesday. This brings the city’s total heat response budget for the year to 2.29 billion won, following 1.93 billion won provided in February and May for heat-mitigation infrastructure.

As of Tuesday, Busan recorded 38 cases of heat-related illnesses this year, less than half of the 89 cases reported during the same period last year.

Mayor Jeon instructed officials to concentrate all administrative resources on protective measures, emphasizing that the severe warning represents extreme heat that poses a direct threat to human life and safety.
