[브레이크뉴스=배종태 기자] 부산경실련이 공사가 중단된 북항 1단계 복합환승센터 사업과 관련해 본래 목적인 환승 기능 확충과 수익시설 축소를 촉구했다.
부산경실련은 3.3m 단차 문제와 환승 기능 약화의 본질이 공익시설을 밀어낸 영리시설 중심의 개발에 있다고 지적하며, 부산항만공사와 민간사업자가 실질적인 설계변경에 나설 것을 요구했다.
지난 6월 부산항만공사(BPA)가 북항 복합환승센터 사업자에게 토지매매계약 해제를 통보하면서 공사가 멈춰 섰다. 저층부 보행데크가 부산역 연결데크보다 약 3.3m 높게 설계된 단차 문제가 직접적 계기였으나, 그 바탕에는 관문시설이어야 할 환승센터가 본래 기능을 상실한 구조적 문제가 자리하고 있다.
부산경실련에 따르면 C-1블록 환승센터의 전체 연면적 18만 1,446.88㎡ 중 환승시설은 6.3%에 불과하고 실내 환승편의시설은 0.4%인 467.52㎡에 그쳤다. 반면 생활형숙박시설과 오피스텔 등 수익시설은 63.09%인 11만 4,470.16㎡를 차지했다. 2016년 최초 사업계획 당시 58%에 달했던 환승시설 비중이 사업 진행 과정에서 지속적으로 축소됐다.
사업자는 부지면적 기준 40% 이상 환승시설 확보 요건을 44.76%로 충족했다고 주장하지만, 이 중 대부분인 1만 799.35㎡는 연면적 산정에서 제외되는 옥외환승시설이다.
옥외시설은 기후 변화 노출과 교통약자의 이동 제약 등 문제를 일으킨다. 또한 사업자가 정부 규제를 피하고자 생활형숙박시설을 중대형 오피스텔 396실로 변경하고 층수를 21층에서 24층으로 올려 허가를 받은 것 역시 수익형 시설이라는 본질을 가리는 편법에 불과하다고 지적했다.
환승 기능 자체도 심각하게 후퇴했다고 밝혔다. 현재 계획된 버스 주차면은 6면에 불과해 단순 정차장에 지나지 않으며, 항만·철도·도시철도·버스·택시·PM을 유기적으로 잇는 환승 허브 역할을 기대하기 어렵다. 향후 가덕신공항 연계와 오페라하우스·북항마리나 등 거점 연결, 부산시가 2028년까지 추진 중인 MaaS 스테이션 및 UAM 연계 모빌리티 특화도시 사업의 성공을 위해서도 종합적인 환승 인프라 확충이 필수적이다.
지구단위계획 시행지침 위반 문제도 거듭 언급했다. 지침 제48조는 부산역 연결데크와 동일한 높이 조성을 명시하고 있음에도 3.3m의 벽이 만들어져 시민의 조망권과 보행권을 가로막았다. 해당 사업이 2022년 1월 감사원의 부적정 결정과 2025년 7월 검찰의 낙찰·인허가 비리 관련자 15명 기소 등으로 이미 정당성에 상처를 입은 만큼 공공성 회복이 최우선되어야 한다고 강조했다.
부산경실련은 부산항만공사와 민간사업자를 향해 개발계획을 원점에서 재검토하고 옥외 중심이 아닌 실질적 환승 인프라를 확대하는 설계변경에 나설 것을 제안했다. 63%에 달하는 수익시설 비중을 축소하고, 지구단위계획 원칙에 맞춰 3.3m 단차를 해소하는 한편 설계변경 및 인허가 전 과정을 시민에게 투명하게 공개하라고 촉구했다.

Busan Citizens' Coalition for Economic Justice issued a statement regarding the stalled North Port Phase 1 Integrated Transit Center project, calling for the expansion of transit functions to serve its original purpose and a reduction in profit-generating facilities. Pointing out that the 3.3-meter elevation gap and weak transit capabilities stem from profit-driven development displacing public facilities, the coalition urged Busan Port Authority and the private developer to implement substantial design revisions.
In June, Busan Port Authority notified the developer of the North Port Integrated Transit Center of the termination of the land purchase agreement, halting construction. While the direct cause was a 3.3-meter elevation gap between the lower-level pedestrian deck and the Busan Station connecting deck, the fundamental issue lies in structural defects where the transit center has lost its core public function as a gateway facility.
According to the coalition, transit facilities account for a mere 6.3 percent of the total floor area (181,446.88 square meters) at the C-1 block transit center, with indoor transit convenience amenities making up just 0.4 percent (467.52 square meters). In contrast, commercial facilities such as residential-style lodgings and officetels occupy 63.09 percent (114,470.16 square meters). The proportion of transit facilities has steadily shrunk from 58 percent in the initial 2016 plan.
While the developer claims to meet the requirement of allocating over 40 percent of the land area to transit facilities at 44.76 percent, the vast majority (10,799.35 square meters out of 11,508.18 square meters) consists of outdoor transit space excluded from gross floor area calculations. Outdoor facilities expose users to weather changes and restrict mobility for the transportation-vulnerable. Furthermore, switching the residential-style lodgings to 396 medium-to-large officetels and raising the floor count from 21 to 24 to circumvent government regulations is merely a deceptive maneuver that leaves the profit-driven nature of the project unchanged.
The coalition also highlighted a severe downgrade in transit capabilities. The planned six bus parking spaces turn the facility into little more than a temporary stop rather than a seamless transit hub connecting port, rail, subway, bus, taxi, and personal mobility. Comprehensive transit infrastructure is essential to support connections with the future Gadeokdo New Airport, neighboring landmarks like the Opera House and North Port Marina, and Busan City's planned 2028 MaaS station and UAM-integrated mobility hub.
In addition, the project violated district unit plan guidelines that mandate building the deck at the same elevation as the Busan Station connection. Creating a 3.3-meter wall infringed on citizens' ocean views and pedestrian rights. Noting that the project's legitimacy was previously compromised by the Board of Audit and Inspection's finding of impropriety in January 2022 and the prosecution's indictment of 15 individuals for bidding and licensing corruption in July 2025, the coalition stressed that restoring public interest must be the top priority.
The coalition urged Busan Port Authority and the private developer to fundamentally review the development plan, reduce the 63 percent commercial facility share, replace outdoor-centric setups with usable transit infrastructure, eliminate the 3.3-meter height disparity in accordance with guidelines, and transparently disclose all design changes and licensing procedures to the public. <저작권자 ⓒ 부산브레이크뉴스 무단전재 및 재배포 금지>
