[브레이크뉴스=배종태 기자] 부산상공회의소가 해양수산부, 부산·울산·경남 지방정부, 지역 상공회의소와 손잡고 동남권을 하나의 초광역 해양수도권으로 육성하기 위한 공동 투자유치 체계 구축에 나섰다.

부산상공회의소(회장 양재생)는 13일 오후 부산 코모도호텔 그랜드볼룸에서 해양수산부 및 부·울·경 지방정부, 울산상공회의소, 경상남도상공회의소협의회와 ‘동남권 해양수도권 조성 및 공동 투자유치 활성화를 위한 상생협약’을 체결했다. 이날 협약식에는 양재생 회장과 황종우 해양수산부 장관을 비롯해 부산·울산·경남 시·도지사, 울산상공회의소 회장·경상남도상공회의소협의회 등 7개 협약기관 대표가 참석했다.

정책 논의 넘어 실행단계로…7개 기관 합심해 초광역 경제권 구축

이번 협약은 기존 부산상의와 해수부 간의 정책협력 채널을 부·울·경 전역의 지방정부와 경제계로 확대하고, 실제 기업 투자 유치를 위한 실행단계로 대폭 전환했다는 점에서 의미가 크다.

협약에 따라 7개 기관은 동남권 해양수도권 조성 및 기업 투자유치 공동 전략 수립을 위해 협력한다. 특히 해양·해양연관 산업은 물론 제조AI(M.AX) 및 디지털전환(DX) 등 미래 성장산업의 투자 기반을 확충하고, 공동 투자설명회(IR) 개최와 글로벌 투자유치 네트워크 구축, 기업 규제 개선 등을 함께 추진할 계획이다.

세계적 항만·물류 및 주력산업 연계… 실질적 성과 창출 기대

부산상의는 부산·울산·경남이 보유한 최고 수준의 항만·물류 인프라와 조선, 자동차, 기계, 에너지, 우주항공 등 지역 주력산업을 하나로 묶음으로써 수도권과 차별화된 대규모 투자 기반을 마련할 수 있을 것으로 전망했다.

양재생 부산상공회의소 회장은 "해양수도권 조성이 실질적인 성과로 이어지기 위해서는 세제·금융 등 기업이 체감할 수 있는 파격적인 투자 인센티브와 과감한 규제개선이 뒷받침되어야 한다"며 "이번 협약이 정부의 균형발전 비전을 완성하고 부·울·경 경제에 실질적인 활력을 불어넣는 계기가 되길 기대한다"고 밝혔다. 부산상의는 향후 실질적인 기업 투자 유치를 이끌어내기 위한 후속 사업에도 적극 나설 방침이다.

The Busan Chamber of Commerce and Industry (BCCI), alongside the Ministry of Oceans and Fisheries (MOF), local governments of the Busan-Ulsan-Gyeongsangnam-do (Bu-Ul-Gyeong) region, and regional chambers of commerce, has established a joint investment promotion framework to cultivate the southeast area into a unified super-regional maritime capital.

BCCI (Chairman Yang Jae-saeng) announced that on the 13th, it signed a "Mutual Cooperation Agreement for the Creation of the Southeast Maritime Capital and Activation of Joint Investment Promotion" at the Commodore Hotel Grand Ballroom in Busan. The signing ceremony brought together representatives from seven signatory institutions, including BCCI Chairman Yang Jae-saeng, Minister of Oceans and Fisheries Hwang Jong-woo, as well as mayors, governors, and chamber presidents from across the Bu-Ul-Gyeong region.

Transitioning from Policy Discussions to Execution… Seven Institutions Unite for Super-Regional Economic Growth

This agreement marks a significant transition, expanding the previous bilateral policy channel between BCCI and MOF to include all local governments and business communities across the Bu-Ul-Gyeong region. Crucially, it shifts focus from policy discussion to concrete, actionable investment promotion.

Under the agreement, the seven institutions will collaborate to establish and execute joint strategies for fostering the maritime capital and attracting enterprise investments. The initiative aims to expand investment foundations for maritime and ocean-related industries, as well as future growth sectors such as Manufacturing AI (M.AX) and Digital Transformation (DX). Key efforts will include holding joint Investor Relations (IR) sessions, building a global investment attraction network, and removing regulatory hurdles for businesses.

Linking World-Class Ports, Logistics, and Core Industries for Tangible Outcomes

BCCI expects that linking the region's world-class port and logistics infrastructure with its key industries—including shipbuilding, automotive, machinery, energy, and aerospace—will create a large-scale investment environment uniquely differentiated from the Seoul Metropolitan Area.

Yang Jae-saeng, Chairman of BCCI, stated, "For the creation of the maritime capital to deliver practical results, it must be supported by bold regulatory reforms and attractive investment incentives, such as tax and financial benefits, that businesses can genuinely feel." He added, "We hope this agreement serves as a catalyst to fulfill the government's balanced regional development vision and inject real vitality into the Bu-Ul-Gyeong economy." BCCI plans to actively participate in follow-up projects to drive substantial corporate investments into the region.
