[브레이크뉴스=배종태 기자] 부산시가 민생경제 회복과 미래 성장동력 확보를 위해 19조 4,000억 원 규모의 올해 제3회 추가경정예산안을 시의회에 제출하고 본격적인 재정 투입에 나섰다.

 

이번 추경은 2025년 결산에 따른 잉여금 등 추가 재원을 반영해 고물가·고금리로 어려움을 겪는 시민들의 삶을 뒷받침하는 데 중점을 뒀다. 전체 추경 규모는 6,374억 원으로, 기정예산 18조 7,763억 5,000만 원 대비 3.4% 증가한 19조 4,009억 원이다. 주요 사업은 민생경제 회복, 해양수도 부산 조성, 시민행복도시 구현 등 3대 분야로 나뉘어 추진된다.

 

전재수 부산시장은 14일 오전 기자회견을 열고 "자연과 환경이 아름답고, 사람이 따뜻한 도시 부산을 수많은 사람의 마음을 다시 뛰게 하는 역동적인 도시로 만드는 것, 그것이 새로운 부산시정이 가야할 길"이라며 "민생은 즉시 챙기고, 부산을 다시 힘차게 뛰게 하겠다."고 밝혔다.

 

이어 "동시에 해양수도 부산이라는 새로운 도시 비전을 확실하게 뒷받침하겠다."면서 "소중한 재원이 필요한 곳에, 적기에 쓰일 수 있도록 시의회에서 추경안이 의결되는 즉시 신속하게 집행하여, 민생 회복과 시정의 변화를 하루라도 빨리 시민들이 피부로 체감하실 수 있도록 최선을 다하겠다."고 다짐했다.

 

민생경제 회복 및 안전망 구축에 2,747억 원 지원

부산시는 경영 위기에 처한 소상공인과 자영업자를 지원하기 위해 961억 원을 편성했다. 연매출 10억 원 이하 소상공인 28만 명에게 1인당 20만 원의 에너지 바우처를 지급하고, 4만 명을 대상으로 1% 저리 특별자금을 지원한다. 연매출 10억 원 이하 가맹점 14만 곳에는 동백전 카드수수료 0.15%를 지원하며, 화물운송사업자 유가연동보조금 지급한도 상향 지원과 영업용 화물차 보험료 20만 원 지원도 함께 시행한다.

 

시민 부담 경감과 지역 상권 활성화를 위해 1,611억 원을 투입한다. 동백전 캐시백을 기존 10%에서 15%로 100일간 한시 확대하고, 매월 20만 명 및 추석 명절 4만 명을 대상으로 QR결제 전용 다운로드 쿠폰을 제공한다. 동백전 월 10만 원 이상 결제 회원에게는 공공배달앱 '땡겨요' 쿠폰을 지급해 소상공인의 중개수수료 부담을 완화하기로 했다.

 

민생 안전망 강화를 위한 사각지대 지원에도 175억 원을 배정했다. 이동노동자 4,000명의 산재보험료 본인부담금 80%(20만 원 한도)를 지원하고, 채무조정이 필요한 서민·소상공인 대상 원스톱 법률상담 서비스를 운영한다. 미취업자 500명 대상 공공일자리와 노인(4,500명)·신중년(200명)·장애인(150명) 맞춤형 일자리도 대폭 늘린다.

해양·AI 대전환 및 친환경 안전도시 조성에 1,379억 원 투입

해양수도 도약과 미래 산업 생태계 조성을 위한 클러스터 구축에 681억 원을 반영했다. 해양수산부 직원 및 가족의 동반 이주정착금 지원을 확대하고, 북항재개발지구 내 부산오페라하우스 적기 준공을 위해 437억 원을 추가 편성했다. 지역특화 AI 공간 컴퓨팅 육성, 5개 대학 대상 AI 첨단산업 인재양성 부트캠프 운영, 경로당 90곳 스마트 인프라 구축, 센텀시티 스마트도시특화단지 조성을 추진한다. 아울러 명지녹산 에코마린 소부장특화 AX 실증산단(26억 원), 차세대 해양모빌리티 글로벌 인증지원센터(29억 원), 중소조선 함정 MRO 지원(16억 원) 사업도 진행한다.

 

친환경 스마트 안전도시 구현에는 583억 원을 집행한다. 사상재생산단 주차장 조성(24억 원), 영도 수리조선산업 공동이용시설 건립(30억 원)을 추진하고, 낙동강 하굿둑 개방 대비 대저수문 개선, 황령터널 방재설비 보완, 그늘막·쿨링포그 등 폭염피해 저감시설을 확충한다. 사회복지시설 3곳의 그린리모델링과 하반기 전기자동차 750대 추가 구매 지원도 포함됐다.

 

문화관광도시 도약 사업에는 115억 원을 배정했다. 관광객 숙박 할인권 확대, 부산역 유라시아 플랫폼 내 체험형 웰컴센터 조성, 쇼핑 편의 서비스를 구축한다. K-컬처 및 유네스코 세계유산위원회 부산 개최와 연계한 국가유산 활용 문화관광 콘텐츠 발굴 사업을 추진하고, 부산독립운동기념관 조성에 15억 원을 투입한다.

 

돌봄·가족·교통복지 기반 강화에 1,927억 원 배치

시민 맞춤형 복지 실현을 위한 돌봄도시 구현에 957억 원을 편성했다. 강서구장애인복지관 개소 운영비와 발달장애인 66명 대상 주간활동서비스를 확대하고, 부산대병원 수술실·중환자실 리모델링 등 권역책임의료기관 final 치료 역량을 강화한다. 전세보증금 반환보증료 지원(1,750명)을 확대하고, 저소득층을 위한 공공임대주택용 다가구주택 200호를 매입한다.

 

가족행복도시 조성을 위한 보육 지원에는 160억 원을 투입한다. 출생아 수 증가에 맞춰 부산형 산후조리비 및 산모·신생아 건강관리 지원(2,000명)과 난임부부 지원을 확대한다. 수영구 한나병원의 달빛어린이병원 추가 지정과 동구·남구 소아 야간·휴일 진료기관 육성을 추진하며, 방학 중 돌봄 공백 해소를 위해 틈새돌봄(51곳)과 점심돌봄(14곳)을 운영한다.

 

지속가능한 교통복지 체계 마련에 810억 원을 배정했다. K-패스와 모두의 카드에 53억 원, 동백패스에 40억 원을 추가 투입하고, 교통약자 콜택시 운영비 13억 원과 도로 차선 시인성 개선 안전시설 설치에 12억 원을 편성했다.

 

전재수 부산시장은 이번 추경이 민생을 즉시 챙기고 부산을 다시 힘차게 뛰게 하는 출발점이 되기를 기대한다며, 민생경제 회복과 새로운 도시 비전을 위한 재원이 적기에 쓰일 수 있도록 시의회와 시민들의 적극적인 성원과 협조를 당부했다.

Busan Metropolitan City (Mayor Jeon Jae-soo) announced on August 14 that it has submitted its 3rd Supplementary Budget Proposal for 2026 to the City Council, expanding the total budget by 3.4% (637.4 billion KRW) to 19.4009 trillion KRW compared to the previous budget of 18.77635 trillion KRW.

 

This supplementary budget leverages additional financial resources, including net surplus from the 2025 fiscal year-end settlement, to inject aggressive funding aimed at reviving the local economy and supporting citizens' livelihoods. The funding is focused on three major pillars: reviving the local economy, establishing Busan as a leading maritime capital for balanced development, and building a healthy and happy city for all.

 

Holding a press conference on the morning of August 14, Busan Mayor Jeon Jae-soo stated, "Making Busan—a city blessed with beautiful nature and warm-hearted people—a dynamic metropolis that makes the hearts of countlessly many race once more is the path forward for the new city administration," adding, "We will immediately address people's livelihoods and re-energize Busan to leap forward once again."

 

He continued, "At the same time, we will firmly support our new urban vision of Busan as the maritime capital," pledging, "To ensure these precious resources are used where they are needed and at the right time, we will execute the budget swiftly as soon as the supplementary budget proposal passes the City Council, doing our utmost so that citizens can feel the economic recovery and administrative transformation in their daily lives as early as possible."

 

274.7 Billion KRW Injected to Revitalize Livelihoods and Build a Safety Net

To relieve small businesses and the self-employed facing operational crises, Busan has allocated 961 hundred million KRW. Energy vouchers worth 200,000 KRW per person will be provided to 280,000 small business owners with annual sales under 1 billion KRW. Additionally, 40,000 small business owners will gain access to 1% low-interest special loans, and 140,000 merchants with annual sales under 1 billion KRW will receive a 0.15% subsidy on Dongbaekjeon card processing fees. The city is also raising the maximum limit for fuel price-linked subsidies for freight transport operators and providing 200,000 KRW in insurance subsidies for commercial freight vehicles in the city.

 

A total of 1,611 hundred million KRW is set aside to ease financial burdens on citizens and stimulate local commercial areas. The cashback rate for Dongbaekjeon local currency will temporarily increase from 10% to 15% for 100 days, alongside monthly QR payment downloadable coupons for 200,000 users and Chuseok holiday promotional coupons for 40,000 users. To assist small businesses with food delivery platform commission fees, discount coupons for the public delivery app "Ddanggyeo-yo" will be offered to users spending over 100,000 KRW monthly on Dongbaekjeon.

 

To support vulnerable groups and eliminate welfare blind spots, 175 hundred million KRW has been designated. This includes covering 80% of personal industrial accident insurance premiums (up to 200,000 KRW) for 4,000 gig and mobile workers, and providing one-stop debt restructuring and legal advice services for low-income residents and business owners. The city will also fund public sector jobs for 500 unemployed individuals and expand tailored employment programs for seniors (4,500 jobs), middle-aged adults (200 jobs), and persons with disabilities (150 jobs).

 

137.9 Billion KRW Allocated for Maritime-AI Transformation and Eco-Friendly Smart Infrastructure

Busan is committing 681 hundred million KRW to create future maritime industry ecosystems based on AI and digital transformation. Financial support for relocated employees and families of the Ministry of Oceans and Fisheries will be expanded, while 437 hundred million KRW in additional funding is directed to ensure the timely completion of the Busan Opera House in the North Port Redevelopment Area. Other initiatives include regional AI spatial computing development, an AI Advanced Industry Talent Bootcamp across 5 local universities, smart infrastructure setup in 90 senior centers, and the creation of a Smart City Special District in Centum City. Dedicated funding is also slated for the Myeongji- Noksan Eco-Marine Equipment AX Smart Complex (2.6 billion KRW), Next-Generation Marine Mobility Global Certification Support Center (2.9 billion KRW), and MRO competitiveness enhancement for small/medium naval vessels (1.6 billion KRW).

 

For eco-friendly smart city safety and infrastructure, 583 hundred million KRW will be invested. Major projects include constructing a parking lot at Sasang Regeneration Industrial Complex (2.4 billion KRW), building shared facilities and training technicians for the repair shipbuilding industry in Yeongdo-gu (3.0 billion KRW), renovating the Daejeo Sluice Gate to prepare for the Nakdong River Estuary opening, upgrading fire prevention systems in the Hwangnyeong Tunnel, and installing heatwave mitigation equipment such as cooling fog and sunshades. The budget also covers green remodeling for 3 social welfare facilities and subsidies for 750 additional electric vehicles in the second half of the year.

 

To bolster Busan's position as a world-class cultural tourism destination, 115 hundred million KRW is allocated to expand accommodation discount vouchers, build an interactive welcome center at the Busan Station Eurasia Platform, and improve duty-free shopping conveniences. Leveraging events like the UNESCO World Heritage Committee meeting in Busan, the city will develop cultural content around national heritage assets and invest 1.5 billion KRW in establishing the Busan Independence Movement Memorial Hall.

 

192.7 Billion KRW Designated for Care, Family Happiness, and Sustainable Transport

To establish a comprehensive public care network, 957 hundred million KRW is set aside for tailored social services. This covers operating costs for the newly opened Gangseo-gu Welfare Center for the Disabled, expanding day-activity services for 66 individuals with developmental disabilities, and upgrading operating rooms and ICUs at Pusan National University Hospital (a regional lead medical center). Furthermore, return deposit insurance premium subsidies will reach 1,750 additional households, and 200 multi-unit residential homes will be purchased as public rental housing for low-income residents.

 

To support healthy families and childcare, 160 hundred million KRW will be spent. Reflecting recent increases in births, postpartum care and newborn healthcare support will reach 2,000 additional mothers, with expanded assistance for fertility treatments. Hanna Hospital in Suyeong-gu will be added to the "Moonlight Children's Hospital" network for night-time pediatric care, alongside extra support for medical clinics extending night and holiday hours in medical-desert districts like Dong-gu and Nam-gu. During school breaks, 51 niche-care and 14 lunch-care facilities will operate to fill gaps in elementary childcare.

 

Finally, 810 hundred million KRW is allocated to build sustainable, accessible public transport welfare. An additional 5.3 billion KRW goes toward K-Pass and the All-Pass card, while 4.0 billion KRW is added to Dongbaek Pass. Operational expenses for taxis serving mobility-impaired individuals (1.3 billion KRW) and lane visibility safety equipment installations on major roads (1.2 billion KRW) round out the transport commitments.

 

Mayor Jeon Jae-soo stated that this supplementary budget aims to directly address citizen welfare and serve as a launchpad to re-energize Busan's economy, urging active cooperation from the City Council and citizens to ensure these funds are deployed promptly where needed most.
