[브레이크뉴스=배종태 기자] 해외 밀수입 및 국내 도매 유통 과정에서 불법 취득한 스테로이드 등 전문의약품을 온라인으로 유통·판매해 온 일당 12명이 경찰에 적발됐다.

 

부산경찰청 광역범죄수사대는 약사법, 관세법, 전자금융거래법 위반 등의 혐의로 30대 국내 총책 A씨와 30대 판매·발송책 B씨 등 2명을 구속하고 공범 10명을 불구속 입건했다고 밝혔다.

 

피의자들은 2024년 8월부터 2025년 4월까지 총책, 해외·국내 공급책, 판매책, 발송책, 자금관리책 등으로 역할을 분담해 체계적인 조직을 갖추고 범행을 저질렀다. 이들은 추적을 피하기 위해 대포폰을 이용해 은밀히 연락을 주고받았으며, 온라인 플랫폼 광고를 통해 일반 구매자들에게 약 3억 6,000만 원 상당의 전문의약품을 몰래 판매했다.

 

검거된 피의자는 총 12명으로 모두 남성이다. 30대 국내 총책 A씨와 30대 판매·발송책 B씨는 구속됐다. 불구속 입건된 피의자는 약사법과 관세법 위반 혐의를 받는 해외 공급책 C씨(40대), 약사법 위반 혐의의 판매·발송책 D씨(30대)와 L씨(30대), 공급·판매책 E씨(30대), 판매책 F씨(30대), 국내 공급책 G씨(30대)·H씨(60대)·I씨(40대)·K씨(40대)이다. 대포계좌를 제공한 J씨(30대)에게는 전자금융거래법 위반 혐의가 적용됐다.

 

현행법상 의사 처방이 필요한 전문의약품은 약국 개설자가 아니면 판매하거나 판매 목적으로 취득할 수 없다. 무자격자의 의약품 판매 행위는 약사법 제93조에 따라 5년 이하의 징역 또는 5,000만 원 이하의 벌금에 처해지며, 판매 질서 위반 시 1년 이하의 징역 또는 1,000만 원 이하의 벌금이 부과된다. 

 

또한 밀수입 행위는 관세법 제269조에 따라 5년 이하의 징역이나 관세액의 10배 또는 물품원가 중 높은 금액 이하의 벌금형에 처해진다. 피의자들은 이러한 약품을 불법 유통한 뒤 대포계좌를 이용해 자금을 세탁하는 치밀함을 보였다.

 

경찰은 피의자들의 사무실 등에서 불법 취득한 전문의약품 5억 원 상당과 현금 1,433만 원, 휴대전화 및 PC 28대, 대포계좌 등을 압수했다. 이와 함께 피의자 소유 부동산 등 3,500만 원 상당의 재산에 대해 기소 전 추징보전을 신청해 법원으로부터 인용 결정을 받았다. 범행에 연루된 국내 의약품 도매업자들에 대해서는 관계기관에 위반 사실을 통보해 업무정지 등 행정처분이 내려지도록 조치할 예정이다.

 

경찰은 스테로이드제 등 전문의약품 오·남용이 심각한 부작용을 일으키는 중대한 범죄라며 각별한 주의를 당부했다. 특히 스테로이드 성분의 주사제를 불법으로 구매한 소비자 역시 약사법에 따라 100만 원 이하의 과태료가 부과될 수 있다. 부산경찰청은 앞으로도 비대면 유통망을 악용한 보건 범죄 단속을 지속하고, 관계기관에 불법 판매 차단 및 유통관리 강화를 위한 정책 개선을 제안했다.

A 12-member criminal ring that distributed and sold prescription drugs, including steroids, online after illegally acquiring them through overseas smuggling and domestic wholesale networks has been caught by police.

 

The Regional Crime Investigation Unit of the Busan Metropolitan Police Agency announced that it arrested 12 individuals on charges of violating the Pharmaceutical Affairs Act, Customs Act, and Electronic Financial Transactions Act, detaining two key figures—domestic leader A (30s, male) and sales/distribution manager B (30s, male)—while booking the remaining 10 accomplices without detention.

 

According to police, from August 2024 to April 2025, the suspects operated a highly structured organization with distinct roles including leader, overseas/domestic suppliers, sellers, distributors, and fund managers.

 

To evade law enforcement tracking, they communicated covertly using burner phones and secretly sold approximately 360 million won worth of prescription pharmaceuticals to general buyers through advertisements on online platforms.

 

All 12 suspects arrested are male. Domestic leader A (30s) and sales/distribution manager B (30s) were formally detained. The ten suspects booked without detention include overseas supplier C (40s), charged with violating both the Pharmaceutical Affairs Act and Customs Act; sales/distribution managers D (30s) and L (30s), supply/sales manager E (30s), seller F (30s), and domestic suppliers G (30s), H (60s), I (40s), and K (40s), all charged with violating the Pharmaceutical Affairs Act; and J (30s), who was charged with violating the Electronic Financial Transactions Act for providing illicit bank accounts.

 

Under current law, prescription drugs requiring a doctor's prescription cannot be sold or acquired for sale by anyone other than registered pharmacy owners. Unauthorized sale of pharmaceuticals is punishable under Article 93 of the Pharmaceutical Affairs Act by up to 5 years in prison or a fine of up to 50 million won, while violations of sales order regulations carry up to 1 year in prison or a fine of up to 10 million won. 

 

Furthermore, smuggling under Article 269 of the Customs Act is punishable by up to 5 years in prison or a fine up to 10 times the customs duty or the cost of the goods, whichever is higher. The suspects demonstrated meticulous planning by laundering their criminal proceeds through illicit bank accounts following the illegal distribution.

 

Police seized 500 million won worth of illegally acquired prescription drugs, 14.33 million won in cash (criminal proceeds), 28 electronic devices (smartphones and PCs), and illicit bank accounts during raids on the suspects' offices and other locations.

 

Additionally, police secured court approval for a pre-indictment forfeiture order on assets worth 35 million won, including real estate owned by the suspects. Domestic pharmaceutical wholesalers involved in the crime will be reported to relevant authorities to face administrative penalties, such as business suspensions.

 

Police emphasized that the misuse and abuse of prescription drugs like steroids cause severe side effects and constitute serious criminal acts. Notably, consumers who illegally purchase injectable steroids are also subject to administrative fines of up to 1 million won under the Pharmaceutical Affairs Act.

 

The Busan Metropolitan Police Agency pledged to maintain strict crackdowns on public health crimes exploiting non-face-to-face distribution networks, while proposing policy improvements to relevant agencies to block illegal sales and strengthen distribution management.
