[Here is the English version of the article] Busan Police Hand Over 19 Members of Kazakhstan-Based Voice Phishing Ring to Prosecution Under Custody with 5.8 Billion KRW Damages

A voice phishing organization operating out of Almaty, Kazakhstan, was dismantled after swindling approximately 5.8 billion KRW from victims, resulting in 19 members being arrested and handed over to prosecution under custody.

The Anti-Corruption and Economic Crime Investigation Detachment of the Busan Metropolitan Police Agency announced that it arrested 14 ring members and 5 accomplices—totaling 19 individuals—through a joint operation with the Pan-Government Transnational Crime Task Force and Kazakhstani investigative authorities.

According to the police, between March 26 and June 26, 2026, the suspects impersonated prosecutors, judicial officers, and Financial Supervisory Service officials. They deceived victims by claiming their bank accounts had been exploited in crimes, isolated them in lodging facilities through so-called "self-confinement" techniques, and defrauded more than 100 victims of approximately 5.8 billion KRW.

Following the mass repatriation of scam syndicate members from Cambodia in January 2026, police tracked key accomplices and confirmed in May that Red Notice suspect Subject A (male, 40) had moved to Kazakhstan. Working with local authorities and Interpol, police arrested Subject A in June, uncovering the full scope of the Kazakhstan-based syndicate. A joint response team formed with the National Intelligence Service conducted three overseas dispatch investigations over 16 days. Tailities, surveillance, and tracking pinpointed the ring's offices and lodgings, leading to the apprehension of 14 members on July 23.

Investigations revealed the syndicate operated out of Cambodia and Vietnam from October 2024 to February 2026, relocating their base roughly every three months. After local crackdowns in Vietnam swept up several members in March 2026, the group selected Kazakhstan as a new base to evade law enforcement. They gathered scattered operatives from Southeast Asia into Kazakhstan and systematically planned their operations by applying for employment visas through local shell corporations.

Police handed over all 19 arrested suspects to prosecution while launching a full-scale investigation into crimes committed prior to their move to Kazakhstan. International cooperative investigations are underway for over 20 additionally identified members and the Chinese ringleader.

On August 14, 2026, the Commissioner of the Busan Metropolitan Police Agency presented a letter of appreciation to Almaty investigative authorities for their active cooperation during the joint operation, which included official correspondence sent prior to the crackdown. Police reaffirmed their commitment to maintaining strong international monitoring networks to prevent balloon effects as scam syndicates attempt to shift operations to third countries.
