[Here is the English version of the article] Busan City Signs MOU with Panstar for Pilot Arctic Sea Route Voyage, Accelerating Maritime Capital Ambitions

Building a Cooperative Framework with Private Shipping Lines to Establish an Arctic Route Hub

Busan City is accelerating its efforts to establish itself as a key hub for the Arctic sea route by building a cooperative framework with the Panstar Group, following South Korea's first private container ship pilot voyage on the Arctic route.

On the afternoon of the 20th at 2:30 PM, Busan City held a signing ceremony at the International Protocol Room of City Hall for a "Business Agreement on Arctic Route Operation and Revitalization of Related Industries" with Panstar Enterprise Co., Ltd. and Panstar Line.com Co., Ltd. Attendees included Busan Mayor Jeon Jae-su, Panstar Group Chairman Kim Hyun-kyum, and Panstar External Cooperation Office President Kwak In-seop.

South Korea’s First Private Container Ship Pilot Voyage on the Arctic Route

This agreement was established to create a cooperative framework between the city and private enterprise following the nation's first private container ship Arctic pilot voyage, proactively responding to the upcoming era of Arctic navigation.

The pilot voyage is an initiative promoted by the Ministry of Oceans and Fisheries, organized by the Korea Ocean Business Corporation and the Korea Shipowners' Association. It holds great significance as South Korea's inaugural private container ship Arctic trial.

Panstar Line.com will deploy the "Panstar Acro," a 2,800 TEU-class container ship equipped with ice-class performance suitable for polar navigation. The vessel is scheduled to depart from Busan Port around the 22nd, navigating through the Bering Strait and the Arctic Ocean to Rotterdam Port in the Netherlands.

Cooperation on Voyage Support and Cargo Attraction

Key details of the agreement include establishing a cooperative framework for the smooth execution of the pilot voyage, supporting operations and securing cargo, sharing operational data, and joint cooperation to revitalize the Arctic route.

Busan City plans to strengthen cooperation between relevant organizations and the local shipping and logistics industry, while providing administrative support and assisting with cargo attraction for the trial run.

Panstar will ensure a safe pilot voyage and share navigation conditions, cargo transport, and ship operation data accumulated during the journey with Busan City. The company also plans to continuously cooperate with the city to revitalize the Arctic route moving forward.

Expectations for Shorter Distances and Transit Times

To respond to climate change and the restructuring of global supply chains, Busan City is promoting the establishment of an Arctic route hub as a core future initiative.

Compared to traditional routes using the Suez Canal, the Arctic route is estimated to reduce travel distance by approximately 30% and cut transit time by more than 10 days. As a result, it is drawing attention as a core axis of future maritime logistics that can simultaneously achieve logistics cost savings and supply chain stabilization.

Based on Panstar's operational capabilities and field experience gained through this pilot voyage, Busan City plans to flesh out the functions and roles Busan must play along the Arctic route. In addition, the city intends to systematically prepare support systems and industry-tailored policies necessary to build the Arctic route hub.

Mayor Jeon Jae-su: "Opening a New Path for Maritime Logistics"

Busan Mayor Jeon Jae-su stated, "This business agreement will serve as a crucial foundation for Busan, once confined to the edge of Asia, to leap forward as a hub city for the Arctic route that connects Europe and Asia most rapidly."

He added, "At the center of this great future transformation—where our young people do not have to leave their hometowns in search of jobs—lie the Arctic route and the maritime capital of Busan. Together with Panstar, we will open a new path for South Korea's maritime logistics and undoubtedly complete Busan as a maritime capital."
