[Here is the English version of the article] The 23rd IFAC World Congress Opens in Busan with Record-Breaking Scale..."Shaping the Future of Control and AI"

The 23rd International Federation of Automatic Control World Congress, the largest academic event in the field of control engineering, opened with grand ceremony in Busan, drawing 4,435 scholars and experts from around the globe. Marking its return to South Korea 18 years after the 2008 Seoul congress, this year's event set an all-time IFAC record with a total of 3,081 accepted papers included in the program.

The opening ceremony began with traditional Korean music and dance performances, followed by an opening video highlighting the history and vision of control engineering. Featuring former IFAC leaders such as Stephen J. Kahne (President, 1993–1996), the video emphasized how control technology—once built on a single equation to master an uncertain future—has expanded into everyday life, powering Busan Port's logistics, industrial robots, and autonomous driving. It presented a vision where over a century of feedback history, ranging from precise atomic control to critical questioning in the AI era, serves as a partner extending human potential, inviting participants to seek answers for a controlled future in Busan, a living laboratory.

The ceremony also honored IFAC's enduring legacy of peace and academic collaboration. Established in 1957 amid Cold War tensions, IFAC has maintained complete harmony through a council representing the United States, the Soviet Union, and neutral nations. This feat was made possible because the language of science and engineering rests on a bedrock of apolitical truth. Speakers commended Korea's remarkable transformation from one of the world's poorest nations into a global powerhouse in engineering and industry, expressing deep gratitude to the Korean hosts and organizing committee for preparing an event of unprecedented scale and exceptional quality.

In his opening address, IFAC President Dong-Il "Dan" Cho extended a warm welcome to attendees from around the world and officially declared the 23rd IFAC World Congress open. President Cho highlighted the multi-layered significance of the congress motto, "Feedback in Busan." He explained that it represents not only the journey of the congress returning to Korea after 18 years, but also the academic mission to continuously advance control engineering both in Korea and worldwide. Furthermore, he conveyed a message encouraging active feedback and collaboration between industry and academia, as well as the dynamic synergy between control engineering and artificial intelligence currently taking shape in Busan.

President Cho also personally introduced the venue layout, overall schedule, and key metrics. Technical sessions are held across the Auditorium, Convention Hall, and Exhibition Centers 1 and 2. Over the five-day period, each day begins with a plenary session at 8:30 AM, followed by technical sessions across 37 parallel tracks during the day, and semi-plenary sessions at 5:30 PM. A rich line-up of networking events is planned, starting with the opening party at the Busan Cinema Center right after the ceremony, followed by the banquet on Thursday and the farewell party on Friday.

This year's congress features a strong presence of early-career authors and researchers from underrepresented regions. To enhance academic inclusivity, the organizing committee provided registration fee waivers to 90 researchers through scholarship support, a more than threefold increase compared to previous congresses.

President Cho expressed heartfelt appreciation to everyone who dedicated their efforts to the success of the congress. He commended the 5 plenary speakers and 6 semi-plenary speakers for delivering inspiring lectures amidst their busy schedules, as well as the Technical Committee, Editors, and Associate Editors who acted as the core engine of IFAC by managing approximately 12,000 paper reviews. He also extended deep gratitude to the 50-member Korean Organizing Committee led by General Chair Hyungbo Shim and Co-Chairs Hyo-Sung Ahn and Hyun-Jin Kim for their eight years of dedication, alongside Intercom, ICROS student volunteers, the IFAC Foundation, and generous sponsors supporting young authors.

In addition to technical sessions, the congress offers a diverse array of special programs, including a "Back to Basics" tutorial, a special session celebrating King Sejong where attendees can learn to read the Korean alphabet in just six minutes, and public lectures shared with the citizens of Busan. Closing his remarks, President Cho noted that five professional photographers will document the event alongside coverage from major national TV channels and newspapers, warmly encouraging attendees to smile and enjoy their time in Busan.

Key government figures also voiced strong policy support and commitment to international cooperation in automatic control technology and AI transformation through congratulatory messages.

In a video message, Minister of Trade, Industry and Energy Young-kwan Kim welcomed researchers worldwide and noted the profound significance of hosting the congress in Korea after 18 years. Minister Kim described automatic control technology as the essential neural network underlying cutting-edge industries such as semiconductors, autonomous vehicles, and humanoid robotics. He explained that the Korean government is driving three major mega-projects aimed at mobilizing over 1,500 trillion KRW in private investment over the next decade, alongside the Manufacturing AI Transformation initiative. To support this vision, the government aims to deploy over 500 AI-powered factories by 2030 and significantly expand R&D support for control components and international joint research. Drawing a parallel to Busan's growth from a wartime refuge to a global hub of international exchange, he expressed his hope that the congress would serve as a vital platform for global technical cooperation.

Foreign Minister Hyun Cho also delivered a video message, recalling his personal connections with President Dong-Il Cho and his past visit to the IFAC Secretariat during his tenure as Ambassador to Austria. Minister Cho emphasized that the congress, bringing together 4,000 experts from over 70 countries, serves as an essential platform for strengthening international cooperation and geopolitical trust beyond academic exchange. Highlighting Korea's tech-diplomacy initiatives, including the Gyeongju APEC AI Initiative and the establishment of a global AI hub, he pledged continued science diplomacy support to build international governance for AI and automation technologies while addressing shared global challenges.

Prominent leaders from local government, academia, and industry shared their insights during the opening events.

The Mayor of Busan Metropolitan City welcomed researchers from 75 countries, stating, "As AI becomes more sophisticated, the importance of control technology grows alongside it." He highlighted Busan's efforts to integrate AI and digital technology into its established industrial strengths across shipbuilding, maritime, automotive parts, and machinery, adding, "We hope this congress serves as an opportunity to bridge global research achievements directly with Busan's industrial field."

Jun-Ho Oh, President of the Institute of Control, Robotics and Systems, addressed the fundamental value of control engineering in the AI era. President Oh remarked, "Humanoid robots move not merely because of their mechanical structures, but because of advanced control technology. As AI expands from data centers into physical machinery that moves and interacts with the world, feedback control becomes even more critical." He cited Korea's close integration between research laboratories and manufacturing facilities as a major competitive strength and encouraged young researchers to engage in active communication and exploration.

Busan National University President Jae-Won Choi, attending as both a control engineering scholar and representative of the host university, introduced the institution's history and role in the event. President Choi stated, "Founded in 1946 shortly after liberation, Busan National University celebrates its 80th anniversary this year as South Korea's first comprehensive national university." He noted that through the Regional Innovation System & Education initiative, the university is supporting the Autonomous Vehicle Competition at BEXCO and the Robot Explorers program for primary and middle school students. He added, "In tune with the AI revolution, we will continue to nurture talent to lead advanced industries, including smart shipbuilding, maritime logistics, next-generation mobility, aerospace, and small modular reactors."

Running for six days from July 23 to 28 at BEXCO, the 23rd IFAC World Congress is hosted by the International Federation of Automatic Control and organized by the Institute of Control, Robotics and Systems. Held every three years since its inception in 1957, it stands as the most authoritative academic conference in the field of automatic control.

Across 37 conference rooms in BEXCO, the event features plenary lectures, workshops, paper presentations, and exhibitions centered around 9 main topics and 39 technical committees. Keynote presentations feature five world-renowned scholars, including Professor Ken Goldberg from UC Berkeley, alongside 37 parallel sessions and student technical competitions such as the RoboRacer Grand Prix, Mini-Drone Challenge, and Wearable Robot Challenge.

The congress also offers engaging outreach programs for citizens and youth. Beginning with an "AI Robot Arm Workshop" for 30 middle school students on July 22, the "IFAC Young Robot Explorers" program on July 26 invites 60 primary and middle school students to build robots and watch robot performances.

On July 24 at 7:30 PM, a free public lecture titled "AI and Robots Opening the Future" takes place at the BEXCO Auditorium. Professor Ken Goldberg will speak on "Physical AI: AI and Robots in Our Future," with AI-generated Korean real-time subtitles provided for attendees.
