[Here is the English version of the article] Busan, North Gyeongsang Province Launch New Maritime Leisure Regulatory Sandbox
Busan and North Gyeongsang Province have been selected for a regulatory sandbox aimed at developing next-generation maritime leisure technologies, opening the door to real-world testing of autonomous boats, unmanned rescue robots and other advanced marine technologies.
The Busan Metropolitan Government said the “New Maritime Leisure Regional Regulatory Sandbox,” jointly developed with North Gyeongsang Province, was officially designated by the Ministry of SMEs and Startups. The sandbox covers 682.23 square kilometers of waters, including the area from Cheongsapo to Busan New Port and waters off Pohang, and will operate from Sept. 1, 2026, through Dec. 31, 2030.
The project will test autonomous leisure boats, AI-powered maritime safety monitoring systems, unmanned surface rescue robots, underwater drones and unmanned surface vessels in real-world marine environments.
Under the regulatory exemptions, autonomous navigation systems that meet specified safety requirements will be recognized as the operator of a vessel, easing the current requirement that a licensed person directly control the craft. This will allow field testing of technologies such as autonomous navigation, collision avoidance and automatic speed reduction and stopping.
Unmanned surface rescue robots will also be recognized as entities capable of conducting rescue operations, while crew requirements for unmanned surface vessels and underwater drones will be temporarily relaxed. Four regulatory exemptions in total will apply to the pilot projects.
Busan will use its shipbuilding, marine and maritime ICT industries, along with its ports and marinas, to test AI-based maritime risk detection, integrated safety monitoring and drone-based marine safety technologies. North Gyeongsang Province will focus on developing autonomous navigation and underwater robotics technologies and testing their performance and safety using its research capabilities and open-water facilities.
The two regions will jointly share testing infrastructure and data and conduct cross-regional trials to improve the reliability and safety of the technologies. They also plan to use the results to help improve related laws and safety standards and support participating companies in commercializing their technologies.
Busan Mayor Jeon Jae-soo said the designation marks “a starting point for connecting Busan’s marine industries and port infrastructure with North Gyeongsang Province’s research and development capabilities,” adding that Busan will combine autonomous navigation, AI and robotics with its shipbuilding and marine industries to become a global leader in maritime mobility.
