[Here is the English version of the article]  Busan Lawmakers of the People Power Party: “FSC, FSS and KDB Should Move to Busan”

=Lawmakers Criticize Possible Relocation of FSC and FSS to Sejong and Plan to Replace KDB Relocation with Southeast Investment Corporation

People Power Party lawmakers from Busan are calling for the relocation of the Financial Services Commission (FSC), the Financial Supervisory Service (FSS) and the Korea Development Bank (KDB) to Busan, arguing that the move is essential to establishing the city as South Korea’s financial capital.

The Busan lawmakers held a joint press conference at the National Assembly’s Communication Hall on Sept. 2, criticizing the possibility of moving the FSC and FSS to Sejong as well as moves to replace the planned relocation of KDB’s headquarters to Busan with a Southeast Investment Corporation. Lee Seong-gwon, chairman of the People Power Party’s Busan City Party, and lawmakers Lee Heon-seung, Park Soo-young, Kim Mi-ae and Seo Ji-young attended the press conference.

The Busan lawmakers described the possible relocation of the FSC and FSS to Sejong as “bypassing Busan,” arguing that it runs counter to the government’s commitment to developing Busan as a global financial hub and promoting balanced regional development.

“Moving FSC and FSS to Sejong Would Break the Promise Made to Busan”

The lawmakers criticized consideration of the FSC and FSS relocation to Sejong as a disregard for the commitment made to Busan residents.

They argued that moving the two agencies to Sejong would effectively reverse the government’s pledge to develop Busan into a global financial hub and promote balanced regional development. They called for the FSC and FSS to be relocated to Busan, not Sejong, as the city is already designated as a financial center.

The lawmakers also stressed that relocating the FSC, which formulates financial policy, and the FSS, which oversees financial institutions, to Busan would allow financial policy, financial supervision and financial industry functions to be brought together, creating a genuine financial cluster.

“Key Financial Institutions Should Be Concentrated in Busan’s Munhyeon Financial Center”

The Busan lawmakers argued that the city’s Munhyeon district has already established itself as a financial center and that the relocation of the FSC and FSS would further strengthen its role as a financial hub.

Munhyeon was designated as a financial center in 2009 and is now home to major financial institutions including the Korea Exchange, Korea Securities Depository, Korea Asset Management Corporation and Korea Housing Finance Corporation.

The lawmakers said relocating the FSC and FSS to Busan would create greater synergies by connecting financial policy and supervisory functions with the existing financial institutions. They also argued that locating the institutions together would help minimize concerns over the loss of institutional functions and the departure of financial professionals following relocation.

“KDB Relocation to Busan Should Not Be Replaced by Southeast Investment Corporation”

The People Power Party’s Busan lawmakers also called for the relocation of KDB’s headquarters to Busan to proceed as originally promised.

They criticized the proposal to replace the KDB headquarters relocation with a Southeast Investment Corporation, which they said would be only about one-tenth the size of KDB.

The lawmakers argued that creating a much smaller institution in place of KDB would undermine the original purpose of relocating a major financial institution to Busan. They called for the KDB headquarters relocation to be resumed as soon as possible.

They also stressed that moving KDB to Busan is not simply a matter of relocating a public institution. Rather, they said, it is a key policy measure for decentralizing financial functions concentrated in the Seoul metropolitan area and developing Busan into a major financial hub in Northeast Asia.

“The Regional Funding Gap Is Serious—How Is This Balanced Development?”

The Busan lawmakers also raised concerns about what they described as unequal treatment among regions under the government’s balanced-development policies.

They pointed to plans for roughly 800 trillion won in semiconductor investment by Samsung Electronics and SK hynix in the Honam region, as well as 20 trillion won in special financial support, along with regulatory and tax benefits, for the integrated Jeonnam-Gwangju special city.

By contrast, they noted that the Busan Global Hub City Special Act, a key initiative for the city, has been dismissed as “populist.”

They argued that any retreat from the previous commitment to relocate KDB’s headquarters to Busan would also run counter to the fundamental goal of balanced regional development.

“Stop Neglecting Busan and Develop It as Korea’s Financial Capital”

The Busan lawmakers called on the government to end what they described as the neglect of Busan and actively support the city’s development as South Korea’s leading financial capital.

They emphasized that Busan already has the foundation of a financial cluster centered on the Munhyeon Financial Center. By relocating the FSC, FSS and KDB to Busan, they said, the city could connect financial policymaking, financial supervision and financial industry functions to create a comprehensive financial ecosystem.

They argued that this would provide the foundation for Busan to evolve beyond a domestic concentration of financial institutions and become an internationally competitive financial city.

“Busan Should Become a Global Financial City Competing with New York, London and Hong Kong”

The Busan lawmakers said the city should be developed into a global financial center capable of competing with leading financial cities such as New York, London and Hong Kong.

They argued that achieving this goal requires more than simply dispersing financial institutions from the capital. Instead, Busan needs an integrated financial ecosystem in which financial policymaking, supervision and financial industry functions are closely connected.

The People Power Party’s Busan lawmakers emphasized that relocating the FSC, FSS and KDB to Busan would substantially strengthen the Munhyeon Financial Center and represent a starting point for developing Busan into South Korea’s financial capital.

They urged the government to proceed with the relocation of the FSC, FSS and KDB to Busan without delay and strengthen policy support for the development of the Busan Global Hub City and the city’s financial center.
